Pursuing Broadband Partnerships - Woodstock
Woodstock Communications, a small telecommunications company in southwest Minnesota, has pursued partnerships with rural communities to expand broadband access through fiber networks. They worked with Westbrook and Balaton in 2016-2018, educating local leaders and residents about the benefits of fiber-to-the-home (FTTH) and building trust. Community networks are a subset of crowdsourced networks, structured to be open, free, and neutral. Such networks rely on the active participation of local communities in the design, development, deployment and management of the shared infrastructure as a common. This Report explores several dimensions of the community network debate. The Report and the Declaration on Community Connectivity are the official outcomes produced by the DC3 in 2016. The Report includes a selection of analyses of different community connectivity issues. Submissions have been evaluated for their novelty and undertook a blind peer-review process. The Declaration on Community Connectivity is included in this Report, as a conclusion.

Mr. Marchunt was the Network Administrator for United Communities Southeast Philadelphia for over three years. During that time, he assisted our agency to build a solid IT infrastructure, provided valuable assistance to the users of the network, ensured that the business of United Communities was conducted in a secure manner, and implemented network upgrades (including the introduction of a VOIP telephone system at one of our sites). Throughout his association with United Communities, Mr. Marchunt grew as a professional and earned the respect of his colleagues at the agency. Unfortunately, the current funding environment necessitated that United Communities consider an alternative solution for managing our network. The end result of that decision was that a very difficult decision was made to layoff Mr. Marchunt despite the significance of the contributions that he had made to the agency. Based on the agency's experience, I am confident that for positions related to IT and network management, Mr. Marchunt would be an asset to many organizations. It is unfortunate that funding considerations led us to lay him off.
