The document outlines a decision tree for determining regulatory requirements for importing or using substance A under the Toxic Substances Control Act (TSCA). It shows that the first step is to check if the substance is on the TSCA inventory and if there is a test rule or consent order in place. If not, it may be exempt from TSCA or require filing notices or exemptions depending on the intended use and other factors. The tree provides guidance on compliance requirements.
On Thursday 26 September 2019, the OECD webinar discussed "Finding Alternatives to Per- and Polyfluoroalkyl Substances of Concern: A Difficult and Continuing Challenge" with the participation of W.L. Gore & Associates, Inc. Presenters shared efforts, successes and challenges in eliminating per and polyfluorinated chemicals of environmental concern from the life cycle of consumer products.

PFAS, which stands for per- and polyfluoroalkyl substances, are a diverse group of chemicals that include PFCAs, PFOA, PFSAs, PFHxS, and thousands of others. These chemicals have been in commercial production since the 1950s and are now widely used in consumer and industrial applications. One characteristic of PFAS is their persistence in the environment, as they are extremely resistant to degradation. PFAS have emerged as contaminants of global concern because of their potential to accumulate in the human body and food chains.
On 12-13 February 2024, a wide range of stakeholders, including governments, industry, non-governmental organisations (NGOs), and academics came together to discuss various topics related to PFAS. These topics covered areas such as country risk management approaches, innovation challenges for finding safer alternatives, effective risk communication strategies, monitoring techniques, waste management, and approaches to managing contamination.

On Tuesday 25 February 2020, Eeva Leinala of the OECD Environment Directorate and Valentina Bertato of the DG Environment, European Commission presented the European Union's actions to regulate PFASs. It covered recent actions for restricting PFASs compounds and a strategy moving forward. This webinar is part of a series aiming to share information on issues related to PFASs and support a global transition towards safer alternatives.

ENVIRONMENTAL SELF-REGULATION AND SUSTAINABLE ECONOMIC GROWTH: THE SEAMLESS W...Turlough Guerin GAICD FGIA
A ‘seamless web’ framework of
environmental regulation is emerging.
The seamless web provides a
comprehensive and holistic framework for
facilitating the transition to ecologically
sustainable development (ESD). This
seamless web comprises numerous
threads, that is regulators and regulatory
mechanisms, which provide the
framework in which society may attain
effective protection from environmental
degradation. Regulatory bodies include
government and state regulators, NGOs,
industry peers, investors and consumers.
Regulatory mechanisms and incentives
range through lower costs, increased
market share and long term resource
access and sanctions ranging through
incarceration of directors, license
withdrawal, fines, falling profits, loss of
market share and falling investor
confidence. We conclude that
self-regulation is a useful mechanism to
promote environmental protection, and
that industry will increasingly face
pressure to improve its environmental
performance from many stakeholders.
The seamless web framework recognizes
the pivotal role of industry in
environmental regulation, catering for a
range of corporate cultures, and thereby
stimulating innovation of appropriate
technology.
