"The good reception of digital platforms for citizen participation launched by the municipalities of Barcelona and Madrid –Decidim and Decide madrid– have made evident the need to continue stimulating and accompanying the transition towards civic participation through online platforms.
At the same time, only a very small number of citizen proposals currently go beyond the initial phases and become visible to other citizens. We need to create mechanisms so that these initiatives that seek a local impact reach the potentially interested people, and stimulate forms of direct citizen participation. We, at Platoniq lab are designing interventions in digital platforms that potentially stimulate direct democracy in the urban context, as is the case of civic crowdfunding platforms such as Goteo.org.
The initiatives proposed in these citizen participation platforms currently have a very short life expectancy or lack visibility. We propose to increase the viability and strength of these proposals by creating a synergy between citizen participation platforms such as Decidim and the civic crowdfunding of Goteo.org and similar platforms
I will present concrete ways of implementing this combined system of Crowdvocacy from systematic data analysis and also from the comparative analysis of civic crowdfunding cases, and sharing results and materials of these research activities, namely:
1) a technological analysis at the level of the design programming of a simplified fundraising campaign structure for citizens initiatives in Decidim and 2) the analysis of communities of the two platforms — Decidim and Goteo — to detect the convergences and connections at a sociodemographic level, geographical location, topic, and motivations. 3) a proposal for a Decidim feature aimed at measuring volunteers work impact. The purpose is not just to measure time spent by participants, but also observe the kind of labor that’s happening and needed to sustain a process.
Valuenomics is a concept that seeks to ensure all parties achieve value in any transaction. It can be applied to social impact bonds to maximize benefits for everyone involved. A social impact bond allows private investors to fund social programs, with governments paying investors back based on program outcomes. Applying valuenomics, a potential social impact bond in northern BC could address youth unemployment by training Aboriginal youth for jobs in oil/gas/mining. This would benefit youth with jobs and communities with income/taxes, while investors could profit financially if the program succeeds in placing enough youth in jobs. Valuenomics aims to quantitatively and qualitatively maximize the value for all stakeholders.

and workshops
That is what this administration has done in two years when organizing and optimizing the use
of budgets to achieve greater transparency and that investments are reflected in the community.

The local mayors have a budget of over 800,000 million pesos per year and although their investments
were imperceptible during the last decades,in this administration we have managed to make them visible.
The thousands of investment possibilities made resources invisible and minimized the impact on the
community, but since 2016, we began to concentrate spending items to increase the efficiency and impact
of the investment.
We have achieved communication between the investment of the entities and the local mayorships. By
instruction of Mayor Enrique Peñalosa, we prioritize 50 percent of the budget of local mayoralties for
road and public space,10 percent for parks, 5 percent for security and 6 percent for economic support for
older adults, among others. At the same time, we have dedicated our efforts to improve the contractual
processes and to guarantee transparency in their execution, since in the previous administrations the local
mayorships were identified as centers of corruption.
In these two years, we ended with the association agreements, a type of hiring 'by finger' questioned by
the control agencies and with which the recruitment poster began. We went from 100,000 million pesos
contracted under this modality in 2012 to 0 in 2016 and 2017.
Thus, we increase the impact of investment in the community, achieving greater social welfare with each
peso invested. Before the end of 2017, we will invest 37,000 million pesos for the acquisition of 600
video surveillance cameras using the aggregate demand mechanism supported by Colombia Compra
Eficiente.
In 2017 alone, we invested 303,000 million pesos in the intervention along 237-kilometer lanes, and
56,000 million in the improvement of 148,000 square meters of public space. In the same way, we
intervened 148,000 square meters of neighborhood parks, through an investment of 83,000 million pesos.
Additionally, we maintained and improved financial support to 46,000 older adults.
Finally, for the next year we will keep focused on the transparency and efficiency of local investment,
convinced that this way,we will continue to transform the lives of all.
