 The workshop participants must provide a word or paragraph
to complete a "project story" aimed at achieving sustainable
development in a particular area that may be related to water
supply or creation of job opportunities; however,
interventions must be complementary to the project in a
logical manner … Once upon a time, there was a village in

- Definition of the most important terms related to the logical framework
approach
- Objectives of the logical framework approach
- The most important principles that must be taken into consideration
- Logical framework components
- The relationship between "monitoring and evaluation" and "logical

- How to benefit from the logical framework in the development work
through its adoption in the monitoring & evaluation process
- Definition of the most important terms that are related to the
methodology of the results framework.
During the training workshop, we will learn together about:
Opening Session
10/54
The training workshop aims to familiarize the participants with
the most important components of the logical framework
approach and its relationship with the monitoring and evaluation
process, whether they are experienced or beginners, in a
preliminary way preempting the workshops that will follow in
this field in the near future.
In terms of the work agenda, the training workshop was divided
into three themes. The first focuses on the basics and components
of the logical framework approach, while the second is concerned
with the applications of the logical framework in the monitoring
and evaluation process. Finally, the third one deals with the basics
& components of the results framework approach.

Objective of the Logical Framework Approach
Objective of the logical framework process
To show the hierarchical and causal
relationship between:
1. ‫اﻷﺛﺮ‬ (Impact)
2. ‫اﻟﻨﺘﺎﺋﺞ‬ (Outcome)
3. ‫اﻟﻤﺨﺮﺟﺎت‬ (Output)
4. ‫اﻟﻨﺸﺎطﺎت‬ (Activities)
5. ‫اﻟﻤﺪﺧﻼت‬ (Input)
In addition to the assumptions and
risks that could affect the success or
failure of the development
intervention
To show the following:
1. The development intervention relationship in
a broad context
2. Clarification of assumptions regarding the
causal relationship between the objectives of
the development initiative at all levels
3. Show how all components of the
development initiative work together to
achieve results and impact
4. Develop a mechanism that accurately defines
how performance indicators are calculated
5. Lead the impact investigation process
It is thus derived and based on the logical
framework, and is not an independent
process that exists separately
- List of indicators approved in the project’s
logical framework.
- The definition of each indicator and the method
for its calculation determines the “Performance
Indicators Reference Sheet”
- Identify and answers the following questions:
"who", "what", "when“, "how"
- Determines who is responsible for data
collection
- Identify sources of data collection and its
collection method
- Specify when and the frequency of updating
the indicators and their data
Monitoring and Evaluation
Framework provides ... - Providing a logical analysis in an integrated
manner to the relevant scheme of how resources
are managed. Together, they enhance the
efficiency of resource use, increase the
effectiveness of development interventions, and
enhance impact
- Clarifying the assumptions that are formulated in a
clear descriptive and scientific manner in order
to determine and plot the causal relationship
between resources and activities on one hand, and
the results & impact on the other, by providing
purely scientific and logical explanations
The two intersect through:
The Monitoring & Evaluation Process starts where the Logical Framework ends

- Group Exercise: No. 3
- It is a planning tool at the operational level rather than
strategic one as a logical framework approach
- It is a tool that outlines the objectives of the
development intervention in detail, showing the causal
relationship through the monitoring and evaluation
plan
- It is a regulatory framework for the relationship of
resources and activities
- It is a detailed guide to the performance indicators
- It is a detailed management tool that shows the
frequency and regularity of the monitoring of
interventions, activities and data collection to form a
database that will then allow carrying out the
evaluation process
- To date the development of performance indicators
data
- Determine the responsibility of data collection and
analysis in the monitoring and evaluation process

- Exercise 4 - Results Framework
Results Framework is…
A chart used to illustrate
a development policy
adopted to achieve a
specific development
objective over a
specified period of time.
This framework reflects
the logic of cause and
outcome. The Results
Framework is a tool for
planning, management,
communication.
a. Strategic Goal: The highest level of impact
that the organization would like to achieve
within a specific timetable within its strategic
plan.
b. The Ultimate Goal is the "Development
Objective": the most ambitious goal or
outcome that the Organization seeks to achieve
and can be accountable for, along with its
partners, over a certain time period. A strategic
plan can include more than one ultimate goal.
c. Intermediate Result: The measurable
variables, which individually and collectively
help to achieve the ultimate goal, if the
important assumptions listed have proven to be
true.
d. The immediate Goal is the "Sub-
Intermediate Result": Changes that contribute
to the achievement of the intermediate objective,
if the significant assumptions listed have proven
to be true..

During the training workshop, we will learn together about:
  • 10. Opening Session 10/54 The training workshop aims to familiarize the participants with the most important components of the logical framework approach and its relationship with the monitoring and evaluation process, whether they are experienced or beginners, in a preliminary way preempting the workshops that will follow in this field in the near future. In terms of the work agenda, the training workshop was divided into three themes. The first focuses on the basics and components of the logical framework approach, while the second is concerned with the applications of the logical framework in the monitoring and evaluation process. Finally, the third one deals with the basics & components of the results framework approach.

The development intervention relationship in a broad context 2. Clarification of assumptions regarding the causal relationship between the objectives of the development initiative at all levels 3. Show how all components of the development initiative work together to achieve results and impact 4. Develop a mechanism that accurately defines how performance indicators are calculated 5. Lead the impact investigation process It is thus derived and based on the logical framework, and is not an independent process that exists separately

Together, they enhance the efficiency of resource use, increase the effectiveness of development interventions, and enhance impact - Clarifying the assumptions that are formulated in a clear descriptive and scientific manner in order to determine and plot the causal relationship between resources and activities on one hand, and the results & impact on the other, by providing purely scientific and logical explanations The two intersect through: The Monitoring & Evaluation Process starts where the Logical Framework ends Second Session 32/48

The Ultimate Goal is the "Development Objective": the most ambitious goal or outcome that the Organization seeks to achieve and can be accountable for, along with its partners, over a certain time period. A strategic plan can include more than one ultimate goal. c. Intermediate Result: The measurable variables, which individually and collectively help to achieve the ultimate goal, if the important assumptions listed have proven to be true. d.
