After a sharp increase in illicit cigarettes sales in Latvia during the economic crisis in 2009-2010,
there were finally signs of a decline in 2011 – a development that in-turn helped to boost legal
cigarettes sales. To a large extent, the decline in sales of illegal products was driven by the fact
that tax increases in neighbouring Russia and Belarus made smuggling less profitable. A further
sharp increase in taxes is expected in Russia and Belarus over the forecast period and illicit
