The document presents a master's thesis that analyzes policy change regarding a ban on wild circus animals in Germany. It has been a gridlocked issue for over 13 years despite three attempts to introduce a ban. The thesis aims to refine punctuated equilibrium theory by identifying strategies for increasing attention and generating major policy change. It does so through a discourse network analysis of 521 German newspaper articles on the topic from 1991-2016, coding them to analyze reframing, venue shifting, integration of new actors, and policy learning over time. The results show status quo proponents made significant adjustments decreasing the magnitude of potential change, while opportunities remain for change proponents in stressing economic and legal aspects and involving more regional political parties.
