Nuclear power plants generate electricity through nuclear fission, using cooling towers or ponds to dissipate heat. The Netherlands and Spain each have some history with nuclear power—the Netherlands has one active plant and two formerly active plants, while research reactors also exist; Spain similarly has a regulatory framework and experience permitting plants. However, nuclear power brings environmental concerns, as do the nuclear waste and decommissioning of plants. The United States, France and Russia currently have the most operating nuclear power plants.
