The Port Arthur Refinery DCP Project in Texas has grown from $900 million to $2.2 billion and remains committed to completion despite delays. It will modernize the refinery to process heavier crudes more efficiently while minimizing emissions. During construction it will generate over 3,000 jobs and $2.1 billion for the local economy, and after completion it will provide 300 permanent jobs. The project emphasizes local hiring and spending to benefit the community.
