Richard Young worked as the Programme Manager for Strategy and Planning at NHS Enfield CCG from 2014 to 2015. He quickly built relationships with key personnel and drove complex agendas during a time of significant change. As a valuable member of the commissioning team, he influenced change initiatives and chaired the Better Care Fund Executive Group effectively. Under his leadership, NHS planning requirements were met on time and high quality, and the Better Care Fund plan was developed to improve patient outcomes within the context of financial challenges.

more senior role as Programme Manager for the Better Care Fund from
September2014 to September2015.
He fitted effortlesslyinto both organisations in terms of speedy
relationship building with key personneland pick up and drive of
complexagendas at what was a time of significant change. He is an
excellent communicator, both written and oral, for a wide range of
audiences ranging from patient participation groups to the Better Care
Fund Executive Group which was a Directorand Chief Officerlevel
group, which he chaired effectively.

In his year with the CCG he ensures that NHS Planning requirements
and submissions were met on time to a high standard, and he led the
developmentand submissionof our Better Care Fund Plans, with a
focus on developing services that would have lasting impact on
improved patient outcomes. Work on the Better Care Fund included
establishmentof the assurance framework, and developmentof the
Integration Board, and took place in the context of a financially
challenged health and social care economy.
