The document discusses how Congress should make it easier for taxpayers who still file by mail during tax season. It notes that the IRS no longer mails tax forms and instructions to those who filed by mail previously. This has caused difficulties for those not technologically savvy. The document also mentions that tax fraud and identity theft are at record levels partly due to criminals using e-filing.
