A településszövetség Neamt megyében helyezkedik el, a Ceahlău hegység lábánál. A területet a
Bicaz folyó szeli át. Négy falu alkotja:Taşca, Hamzoaia, Neagra és Ticoş-Florea.
Az első történelmi emlék, amelyben Taşca, mint a Bistriţa-Biserican rendház fennhatósága alá eső
terület említésre kerül, 1611-ből származik.
A lakosság nagy része a hagyományos mezőgazdaságban, állattenyésztésben, erdészetben és
faiparban dolgozik, de az utóbbi időben egyre többen tevékenykednek a cementgyárban és a vidéki
turizmusban is.
Taşca több attraktív hegyi túra kiindulópontja. A környező természet több ritka védett növény- és
állatfajnak ad otthont.
Megújuló Energiaforrások
Jelen: A Dán kormány és a helyi tanács együttműködésének eredményeképpen egy 2.5MW-os
hőerőmű került üzembe helyezésre, amely a Taşca és a környező települések területén összegyűjtött
fűrészport hasznosítja. A biomassza erőmű által termelt hőt az iskola, óvoda, kórház, kultúrház és Taşca
falu lakosságának 40%-a alkalmazza.
Jövő: Projekt a szelektív hulladékgyűjtés elősegítésére, különös tekintettel az égetésre, mely
segítségével folyik a meleg víz- és hőenergia ellátás.
