The Swedish Better Regulation Council reviews proposed regulations that affect businesses to assess their impact. It aims to promote cost-effective regulation and follows the Better Regulation agenda. In 2009, the Council reviewed 411 proposals and impact assessments, finding the assessment deficient in over half of cases. Key issues included poor analysis of alternative solutions and estimating administrative costs for businesses.
