The Swedish Better Regulation Council reviews proposed regulations that affect businesses to assess their impact. In 2009, the Council reviewed 411 proposals and impact assessments, finding the assessment deficient in over half of cases. Key issues included poor analysis of alternative solutions and estimating administrative costs for businesses. The Council concluded continued review and education is needed to improve impact assessments, and an independent watchdog is also required at the EU level.
