Programme
It is a privilege to welcome you today as we reflect on the progress of Swabi’s urban
reforms and discuss how to ensure their long-term sustainability.
Acknowledgements
First, I would like to express my deep appreciation to:
 The Government of Khyber Pakhtunkhwa, particularly the Planning &
Development Department (P&DD), Urban Policy and Planning
Unit, and Swabi District Administration, for their leadership in taking these
reforms forward.
 Our research team, whose expertise in participatory planning, urban
governance, and policy analysis has been critical in shaping the City Strategic
Management Plan (CSMP) and Master Plan Implementation Framework.
 The UK Foreign, Commonwealth & Development Office (FCDO) for their
support through the SNG-II programme.
 All stakeholders—including local government officials, private sector partners,
academia, civil society, and community representatives—for their invaluable
contributions throughout this process.
Progress & Key Achievements
Our work has been guided by a deliberately inclusive approach, ensuring that
reforms are:
 Aligned with KP’s legal and policy frameworks, including the Land Use and
Building Control Act, KP Urban Policy, and KP Climate Change Framework,
to promote sustainable and resilient urban growth.
 Rooted in participatory methodologies, incorporating stakeholder
workshops, community consultations, and technical assessments to identify
local priorities.

 Designed to strengthen governance, ensuring that urban planning decisions
are transparent, equitable, and responsive to the needs of all residents—
whether in urban centres or peri-urban areas.
The CSMP, the first of its kind under KP’s Urban Policy, provides a strategic
roadmap for:
 Balanced economic growth, attracting investment while safeguarding
environmental and social equity.
 Climate-responsive urbanisation, integrating resilience measures against
flooding, heat stress, and resource scarcity.
 Effective land-use management, ensuring development aligns with the Master
Plan’s vision.
Meanwhile, the Master Plan Implementation Framework addresses critical gaps in
service delivery, infrastructure, and regulatory enforcement—key to managing Swabi’s
rapid urbanisation.
The Way Forward: Ensuring Sustainability
To lock in these gains, we must focus on:
1. Institutionalising Reforms – Embedding the CSMP and Master Plan
within local government processes to ensure continuity beyond project cycles.
2. Strengthening Multi-Stakeholder Collaboration – Engaging the private
sector, academia, and communities to co-own implementation.
3. Leveraging Provincial Frameworks – Aligning future actions with KP’s Urban
Policy, Climate Change Strategy, and land-use laws to ensure compliance and
scalability.
4. Knowledge Transfer & Capacity Building – Training local officials and
documenting lessons for replication across KP’s urban centres.
As we move forward, I invite all partners to consider:
 How can we further strengthen coordination between provincial policies and
local implementation?
 What additional support is needed to ensure these plans remain adaptive to
new challenges?
The success of Swabi’s urban transformation hinges on our shared commitment. Let’s
use today’s discussion to chart a clear, collaborative path ahead.
