The Kaul Committee was appointed in 1998 to investigate issues within the Uttar Pradesh State Electricity Board (UPSEB) including theft of electricity, metering and auditing systems, political interference, and loss of coal wagons. The committee found large scale political interference in the autonomous functioning of the UPSEB, including interference in personnel matters, operations, and collections. Morale and productivity were low due to a lack of accountability. The committee's report was highly critical of the situation.

Bhaja Govindam [Praise/Seek Govinda (Vishnu) or (Krishna)] also known as Moha Mudgara (Hammer [to shatter] illusion) is a popular 8th century Hindu devotional composition in Sanskrit attributed to Adi Shankara. This work of Adi Shankara underscores the view that devotion (Bhakti) to God, Govinda, is a vastly important part of general spirituality, as emphasised by Bhakti Yoga and theBhakti movement. This work is generally considered a summary of Adi Shankara's Advaita Vedanta philosophy.
This composition is a reminder that the author, Adi Shankaracharya, who is often regarded as a stalwart advocate of the Jnana Marga (Jnana Yoga) or the "Path of Knowledge" to attain Mukti, yielded to none in appreciating, indeed enjoining the Bhakti Marga (Bhakti Yoga) or the "Path of Faith/Devotion" to the same goal, and as C. Rajagopalachari put in his commentary, "When intelligence (jnana) matures and lodges securely in the heart, it becomes wisdom (vignyana). When that wisdom (vignyana) is integrated with life and issues out in action, it becomes devotion (bhakti). Knowledge (jnana) which has become mature is spoken of as devotion (bhakti). If it does not get transformed into devotion (bhakti), such knowledge (jnana) is useless tinsel."
In this prayer, Adi Shankaracharya emphasizes the importance of devotion for God as a means to spiritual development and to liberation from the cycle of birth and death. The prayer leaves one in no doubt that the renunciation of our egotistical differences and surrender to God makes for salvation. Many scholars hold that this composition encapsulates with both brevity and simplicity the substance of all Vedantic thought found in whatever other works that Adi Shankaracharya wrote:

It is believed that Shankara wrote the Manisha Panchakam at Varanasi (Kashi/Benaras), the ancient sacred city of India, and the home to the famous Kashi Visvanatha temple.
According to the legend, Adi Shankaraachaarya, was on his way to the temple after finishing his bath. Suddenly he saw a chandaala (an outcaste) and his four dogs on the way, and gestured to him to keep a distance, as per the custom in those days. The outcaste then asked him some questions which form the substance of two verses which are a prelude to the main work.Among the questions asked, the significant one was like this-"Whether My body should give way to you or my Soul?". On hearing these questions, Sri Shankara assumed (realized) that the person before him was no ordinary person but Lord Shiva himself, and the dogs, the four Vedas. Shankara replies to these questions in five verses. These five verses have been collectively given the name ‘Maneeshaapanchakam’. The word ‘maneeshaa’, meaning ‘conviction’ appears in the last line in all the five verses.
Chapter 6 of Bhagavad Gita talks about developing self control & concentration.It has a total of 47 verses. One of the most important messages of Gita is contained in verse 6.5.
Chapter 2 of Bhagavad Gita starts the philsophical discourse between Sri Krishna & Arjuna on the battlefield of Kurukshtra. Sri Krishna tells Arjuna about his duties, the transcient nature of the human body, permanency of the soul & the right attitude to live a happy & meaningful life. The Bhagavad-Gita has recently made a dramatic impact at Harvard, Wharton and other business schools. The teachings of the Bhagavad-Gita are universal as it is often referred to as the “Handbook for Humanity”. The universal application of the Bhagavad-Gita, when correctly understood and practiced, will enable us to deal with all types of leadership conflicts in life and in organisations.

2. A High Powered Committee(Kaul committee) came to be appointed by an
order made on 13th January, 1998.
The Kaul Committee was initially headed by Shri S. Venkatnarayanan (IAS)
Retd., Former Chairman, National Power Finance Corporation, who was
substituted later on by Shri P.K. Kaul, former Cabinet Secretary of the
Government of India.
The committee investigated into five areas, as indicated below:
Large Scale theft of electricity by consumers.
An instrumentation system for metering supply of electricity with appropriate checks
and balances of electricity through computerised software.
Energy Auditing and, in particular, proper systems of Auditing and metering electricity.
Political and high level interference in the independent functioning of the Board and
accountability.
Loss of coal wagons purported to be in transit of the Uttar Pradesh State Electricity Board
(UPSEB) including ways and means to deter it - accounting and responsibility.
The Kaul Committee with the expert advice and assistance of M/s Central
Power Research Institute, Bangalore and Indian Institute of Management,
Lucknow, made an indepth investigation into the areas of reference and
produced a Report in two volumes.
3. It is evident from the highly critical report made by Kaul Committee, that there
has been large scale interference with the autonomous functioning of the
Electricity Board (now transformed into eight autonomous Corporations),
whose findings are as under:
The State Electricity Board is functioning as an extension of the State Government.
The Government of UP and individual UP politicians have long regarded the UPSEB as a
social service agency, not a commercial enterprise.
Although the UPSEB is, on paper, an independent entity, its management serves at the
pleasure of Government of UP and changes frequently.
The GOUP officially imposes noncommercial constraints on UPSEB pricing and
personnel policies.
While individual politicians interfere unofficially in personnel, operations, collections,
procurement and more.
Employee morale and productivity are low due to lack of accountability and incentives.
Corruption is generally accepted to be serious at all levels.
4. The have heard the learned counsel for the State of U.P. and the Corporations.
We are satisfied that the suggestion made by the amicus curiae has merit and
needs to be accepted. That there is imperative necessity to act urgently, is born
out by the facts. Considering that the transfers are likely to be made in a couple
of months, we think that urgent steps are needed to be taken. We, therefore,
direct as follows:
No Minister of the State of U.P., nor any Government officer shall interfere with the
transfers/postings of the officers in any of the Corporations named above.
All postings/transfers of the officers/staff of the aforesaid Corporations shall be
monitored by an independent committee consisting of the following persons:
1.) Shri S. Venkatnarayanan, (IAS) Retd. Former Chairman, National Power Finance
Corporation, as Chairman; (ii) A member of the U.P.S.C. to be nominated by the
Chairman of the U.P.S.C.;
2.) A nominee of the Chairman of the Central Electricity Authority.;
3.) A nominee of the Comptroller and Auditor General; and (v) A nominee of the Central
Vigilance Commission.
All proposals for transfers/postings of officers and staff of the aforesaid Corporation
should, before finalization, be placed before the independent committee which shall
examine and approve the transfers/postings on merits and in the light of the guidelines
for transfer policy of officers.
5. No transfer/posting which is disapproved by the said Committee shall be made by the
Board of Directors of any of the aforesaid eight Corporations.
The Committee shall make a report to this Court containing its observations with regard
to the transfers/postings of officers and staff, if any, made for the year 2005, after all such
cases have been considered and decisions thereupon taken.
The Chairman of the said independent Committee shall be entitled to remuneration of
Rs. 3,000/- per sitting, while each of the members shall be entitled to remuneration of Rs.
2,500/- per sitting. The remuneration payable to the Chairman and the members of the
said Committee as well as the expenditure incurred by the Committee in the discharge of
its functions shall be payable in equal proportion by the abovesaid eight Corporations
and the State of U.P.
