The goal is to detach people's loyalty from the established authority through persuasion, rewards, or coercion. This involves promoting an alternative ideology, organizing dissidents, and winning people's minds to the insurgent's cause over time. Counterinsurgency efforts include improving living standards, education, employment and border security, as well as monitoring suspected members and infiltrators.
