Dr. Desmond D. Stubbs currently serves as the Georgia State Director for the Woodrow
Wilson National Fellowship Foundation. As State Director he serves as an active link between
the WW Foundation and partner universities to help develop, implement, and sustain the
Woodrow Wilson Teaching Fellowship program at the institutional level. A major function of
this role is to cultivate relationships with national- and state-level education policy leaders,
STEM Ed funders, as well as key university stakeholders.
The Woodrow Wilson National Fellowship Foundation, located in Princeton, New Jersey,
identifies and develops the most talented minds for the nation’s greatest challenges. The
Foundation does this by offering more than 400 fellowships annually to recruit, support, and
prepare the next generation of leaders for important fields. Woodrow Wilson has supported
22,000 Fellows who have won an astounding number of awards and honors, including: 14
Nobel Prizes, 37 MacArthur “Genius” Awards, 19 Pulitzer Prizes, two Poets Laureate, and
even one Academy Award.

Professional Experience
2016-Present; Georgia State Director
Woodrow Wilson National Fellowship Foundation
Overall, the State Director is responsible for three major functions:
I. Program development, including course work and clinical program design;
II. Fellow support; and
III. Assessment
Specific tasks include the following:
• Assist partner universities in developing MOUs and building strong relationships with
participating school districts.
• Collaborate with university program directors to ensure full program compliance;
facilitate data reporting to the Foundation and assure program quality.
• Assist in monitoring the progress of Fellow cohorts across states and report regularly to
the Director of Mentoring Strategy and Program Assessment
• Serve as a liaison between Director for Fellow Support and PD and assist in resolving
issues of Fellow support.
• Conduct and coordinate site visits and assessment visits as directed. Help to resolve
issues identified by Foundation staff and administration and visit institutions as needed
for technical assistance and resolution.
• Assist with grant reporting and stewardship.
• Convene state-based Program Directors on a regular basis to discuss best practices in
teacher education, review lessons learned in implementation, and troubleshoot
programmatic challenges.
• Represent the Foundation at meetings with external partners and organizations.
• Serve as Foundation liaison to STEM-related committees, including but not limited to
statewide efforts around STEM ecosystems.
• Identify linkages with other Fellowship programs at the Foundation.
• Contribute to the broader educational field by presenting on lessons learned and best
practices.
2015 – 2016: Co-Director
ORAU- Roane State Community College Center of Academic Excellence in Geospatial
Science
The Center is one of eighteen institutions selected by the National Geospatial Intelligence
Agency in a partnership with the U.S. Geological Survey. Dr. Stubbs was the lead writer and
agency correspondent on the proposal team. Under Dr. Stubbs’ leadership the Center has
successful secured six full time internships each valued at $40K/yr for Roane State students
assigned to the GIST research group at Oak Ridge National Labs.
2014 – 2016: Coordinator
ORAU HBCU/MEI Council
Dr. Stubbs is also tasked with managing the ORAU Historically Black Colleges and Universities
(HBCU)/Minority Educating Institution (MEI) Council is a 29-member consortium of minority
serving institutions interested in accessing research opportunities for students and faculty. The
Council is also the center piece of ORAU’s minority faculty and student recruitment strategy. In
this capacity his duties include:
 Provide regular briefings through a quarterly newsletter, email and periodic conference
calls on research opportunities in specific areas of interest our federal and corporate
sponsors.
 Develop and update ORAU’s HBCU/MEI member capabilities. A database of the
institutional strengths as it relates to research-related assets that includes data on the
number of research faculty in colleges of science and engineering, the amount of ongoing
funded projects, and the state of the facilities associated with these programs.
 Perform basic data analytics that map institutional strengths to the national research
priorities of our federal sponsors. This provides an effective means of strategically
recruiting minority talent to highly competitive and specialized programs.
 Assist HBCU/MEI with ORAU/DOE minority institution capacity building programs
such as the DOE Mentor Protégé Program.
2011 - 2016; Senior Project Manager
Oak Ridge Associated Universities; Oak Ridge, Tennessee
Dr. Stubbs manages a significant portfolio of STEM programs for ORAU’s Science Assessment
and Workforce Development department. In this capacity, Dr. Stubbs is responsible for the
recruitment and assignment of STEM students, faculty and professionals to research
opportunities in industry, higher education, and national laboratories. A major focus of his work
is designing novel talent development pathways to address national research priorities yet to be
institutionalized on US campuses e.g. climate change research, additive manufacturing, and
renewable energy solutions.
In this capacity Dr. Stubbs' responsibilities include program design and implementation, budget
planning and reporting, team management, proposal writing, subject matter expert/research
participant recruitment, and program promotion and evaluation. The competent and efficient
execution of all of these activities is vital to the overall success of ORAU's core competencies
particularly scientific assessment and workforce development.
2008 - 2011; Scientist-in-Residence
Battelle; Columbus, Ohio
Responsible for driving a STEM-improvement agenda for the Ohio STEM Learning Network
(OSLN), a $26M statewide public/private STEM initiative supported by a partnership between
Battelle, the State of Ohio, and the Bill and Melinda Gates Foundation. Responsibilities
included engaging key community stakeholders, Battelle-affiliated National Labs, Historically
Black Colleges and other Minority-Serving Institutions, and organizations to elevate the
performance of schools and to increase the number of minority students entering STEM fields.
Within two years, Ohio’s STEM Schools and Programs garnered support from the following
agencies:
▪ 5 OSLN Regional (Business) Hubs
▪ 10 STEM Schools
▪ 28 K-8 Programs of Excellence
▪ 47 private/public (main and regional branch campuses) higher education institutions
▪ 81 public school districts
▪ 300 unique business and community partners
2005 – Present; CEO
Zen Sensing LLC
Zen Sensing LLC., is an innovative private biotechnology company that is involved in the
research, development and deployment of unique biosensor solutions for a wide variety of
detection applications. As CEO, Dr. Stubbs is responsible for the product development,
licensing, interfacing with Atlanta incubator, developing partnership, developing various
partnership vehicles (MOUs, Teaming, etc), grant writing, and raising capital funds.
2005 – 2007; Research Associate
Oak Ridge Center for Advanced Studies; Oak Ridge, Tennessee
Led the effort to identify and address challenges associated with innovation and improvement
with the nation’s K-12 science and math literacy, and the role that public-private partnerships play
in strengthening STEM education as sponsored by Oak Ridge National Laboratories, Battelle, and
Oak Ridge Associated Universities.

1999 – 2001; Demonstration Teacher
Georgia Institute of Technology; Atlanta, Georgia
Familiarized students with basic fundamentals and principles of chemistry through weekly
laboratory assignments and recitations with emphasis on lab safety requirements and proper
laboratory techniques. Other responsibilities included assisting with the development of
WEBCT, grading assignments, acting as a substitute lecturer for freshman chemistry courses,
and training teacher assistants and lab technicians.
Research Experience
2005 FACES Postdoctoral Fellowship (Joint program managed by Georgia Tech and
Emory University)
Development of acoustic wave based electronic sniffers for detection of explosives and
biological agents.
2001 – 2005; Research Assistant
Georgia Institute of Technology; Atlanta, Georgia – Department of Chemistry and
Biochemistry
The development of a multi-array biosensor based on acoustic wave devices capable of real-time
determination and characterization of molecular recognition events. This technology can
immediately improve the speed accuracy that current early detection schemes used in
biomedicine lack. Involved in the fabrication of surface acoustic wave (SAW) devices and
development of a protein immobilization protocol for the sensing biolayer, the development
of dual-sensor quartz crystal microbalance-sensing system for detection of specific cellular
markers using engineered proteins through the process of phage display.

Stubbs currently serves as the Georgia State Director for the Woodrow Wilson National Fellowship Foundation. As State Director he serves as an active link between the WW Foundation and partner universities to help develop, implement, and sustain the Woodrow Wilson Teaching Fellowship program at the institutional level. A major function of this role is to cultivate relationships with national- and state-level education policy leaders, STEM Ed funders, as well as key university stakeholders. The Woodrow Wilson National Fellowship Foundation, located in Princeton, New Jersey, identifies and develops the most talented minds for the nation’s greatest challenges. The Foundation does this by offering more than 400 fellowships annually to recruit, support, and prepare the next generation of leaders for important fields. Woodrow Wilson has supported 22,000 Fellows who have won an astounding number of awards and honors, including: 14 Nobel Prizes, 37 MacArthur “Genius” Awards, 19 Pulitzer Prizes, two Poets Laureate, and even one Academy Award. Morris Brown College; Atlanta, GA B.S. 1997 Chemistry Georgia Institute of Technology; Atlanta, GA M.S. 1999 Chemistry Georgia Institute of Technology; Atlanta, GA Ph.D. 2005 Chemistry Professional Experience 2016-Present; Georgia State Director Woodrow Wilson National Fellowship Foundation Overall, the State Director is responsible for three major functions: I. Program development, including course work and clinical program design; II. Fellow support; and III. Assessment Specific tasks include the following: • Assist partner universities in developing MOUs and building strong relationships with participating school districts. • Collaborate with university program directors to ensure full program compliance; facilitate data reporting to the Foundation and assure program quality. • Assist in monitoring the progress of Fellow cohorts across states and report regularly to the Director of Mentoring Strategy and Program Assessment • Serve as a liaison between Director for Fellow Support and PD and assist in resolving
  • 2. issues of Fellow support. • Conduct and coordinate site visits and assessment visits as directed. Help to resolve issues identified by Foundation staff and administration and visit institutions as needed for technical assistance and resolution. • Assist with grant reporting and stewardship. • Convene state-based Program Directors on a regular basis to discuss best practices in teacher education, review lessons learned in implementation, and troubleshoot programmatic challenges. • Represent the Foundation at meetings with external partners and organizations. • Serve as Foundation liaison to STEM-related committees, including but not limited to statewide efforts around STEM ecosystems. • Identify linkages with other Fellowship programs at the Foundation. • Contribute to the broader educational field by presenting on lessons learned and best practices. 2015 – 2016: Co-Director ORAU- Roane State Community College Center of Academic Excellence in Geospatial Science The Center is one of eighteen institutions selected by the National Geospatial Intelligence Agency in a partnership with the U.S. Geological Survey. Dr. Stubbs was the lead writer and agency correspondent on the proposal team. Under Dr. Stubbs’ leadership the Center has successful secured six full time internships each valued at $40K/yr for Roane State students assigned to the GIST research group at Oak Ridge National Labs. 2014 – 2016: Coordinator ORAU HBCU/MEI Council Dr. Stubbs is also tasked with managing the ORAU Historically Black Colleges and Universities (HBCU)/Minority Educating Institution (MEI) Council is a 29-member consortium of minority serving institutions interested in accessing research opportunities for students and faculty. The Council is also the center piece of ORAU’s minority faculty and student recruitment strategy. In this capacity his duties include:  Provide regular briefings through a quarterly newsletter, email and periodic conference calls on research opportunities in specific areas of interest our federal and corporate sponsors.  Develop and update ORAU’s HBCU/MEI member capabilities. A database of the institutional strengths as it relates to research-related assets that includes data on the number of research faculty in colleges of science and engineering, the amount of ongoing funded projects, and the state of the facilities associated with these programs.  Perform basic data analytics that map institutional strengths to the national research priorities of our federal sponsors. This provides an effective means of strategically recruiting minority talent to highly competitive and specialized programs.  Assist HBCU/MEI with ORAU/DOE minority institution capacity building programs such as the DOE Mentor Protégé Program.
  • 3. 2011 - 2016; Senior Project Manager Oak Ridge Associated Universities; Oak Ridge, Tennessee Dr. Stubbs manages a significant portfolio of STEM programs for ORAU’s Science Assessment and Workforce Development department. In this capacity, Dr. Stubbs is responsible for the recruitment and assignment of STEM students, faculty and professionals to research opportunities in industry, higher education, and national laboratories. A major focus of his work is designing novel talent development pathways to address national research priorities yet to be institutionalized on US campuses e.g. climate change research, additive manufacturing, and renewable energy solutions. In this capacity Dr. Stubbs' responsibilities include program design and implementation, budget planning and reporting, team management, proposal writing, subject matter expert/research participant recruitment, and program promotion and evaluation. The competent and efficient execution of all of these activities is vital to the overall success of ORAU's core competencies particularly scientific assessment and workforce development. 2008 - 2011; Scientist-in-Residence Battelle; Columbus, Ohio Responsible for driving a STEM-improvement agenda for the Ohio STEM Learning Network (OSLN), a $26M statewide public/private STEM initiative supported by a partnership between Battelle, the State of Ohio, and the Bill and Melinda Gates Foundation. Responsibilities included engaging key community stakeholders, Battelle-affiliated National Labs, Historically Black Colleges and other Minority-Serving Institutions, and organizations to elevate the performance of schools and to increase the number of minority students entering STEM fields. Within two years, Ohio’s STEM Schools and Programs garnered support from the following agencies: ▪ 5 OSLN Regional (Business) Hubs ▪ 10 STEM Schools ▪ 28 K-8 Programs of Excellence ▪ 47 private/public (main and regional branch campuses) higher education institutions ▪ 81 public school districts ▪ 300 unique business and community partners 2005 – Present; CEO Zen Sensing LLC Zen Sensing LLC., is an innovative private biotechnology company that is involved in the research, development and deployment of unique biosensor solutions for a wide variety of detection applications. As CEO, Dr. Stubbs is responsible for the product development, licensing, interfacing with Atlanta incubator, developing partnership, developing various partnership vehicles (MOUs, Teaming, etc), grant writing, and raising capital funds. 2005 – 2007; Research Associate Oak Ridge Center for Advanced Studies; Oak Ridge, Tennessee Led the effort to identify and address challenges associated with innovation and improvement

The publication is a clearing house of best practices in STEM intervention supported by federal, private, and corporate institutions. 1999 – 2001; Demonstration Teacher Georgia Institute of Technology; Atlanta, Georgia Familiarized students with basic fundamentals and principles of chemistry through weekly laboratory assignments and recitations with emphasis on lab safety requirements and proper laboratory techniques. Other responsibilities included assisting with the development of WEBCT, grading assignments, acting as a substitute lecturer for freshman chemistry courses, and training teacher assistants and lab technicians. Research Experience 2005 FACES Postdoctoral Fellowship (Joint program managed by Georgia Tech and Emory University) Development of acoustic wave based electronic sniffers for detection of explosives and biological agents. 2001 – 2005; Research Assistant Georgia Institute of Technology; Atlanta, Georgia – Department of Chemistry and Biochemistry The development of a multi-array biosensor based on acoustic wave devices capable of real-time determination and characterization of molecular recognition events. This technology can immediately improve the speed accuracy that current early detection schemes used in biomedicine lack. Involved in the fabrication of surface acoustic wave (SAW) devices and development of a protein immobilization protocol for the sensing biolayer, the development of dual-sensor quartz crystal microbalance-sensing system for detection of specific cellular markers using engineered proteins through the process of phage display.
