Making Research Work for Education
November 6, 2015
• The Ohio Department of Education contracted with the OERC
to develop a tool that would meet the requirements of the 2014
law.
• OERC was tasked with developing a research based method of
identifying students at risk of dropping out and developing a
dashboard for use in Ohio school districts.
• The result is the Student Success Dashboard (SSD).
• The Dashboard will be available to all districts across Ohio and
is FREE to use.

BACKGROUND
The Dashboard answers the following questions:
– Is a student on track to moving to the next grade?
– Is a student on track to stay in school?
– Is a student likely to graduate within four years?
The Dashboard enables authorized Administrators,
Principals, Counselors and Teachers to view students’:
– Risk factors;
– Prior academic achievement on state tests;
– Prior discipline and attendance records; and
– History of school’s attended (mobility).

INFORMATION PROVIDED BY
DASHBOARD
• Available for grades 7-12
• Uses student’s Education Management Information
System (EMIS) record
• Includes information from the student’s Ohio public
school record from the time the student entered until the
student’s last school year
• Includes demographic information, attendance, course
information, school data and statewide test results

DATA USED IN DASHBOARD
• Based on comparing the student’s record against all similar children
in Ohio public schools from the time the student entered the system
until the student’s most recently completed school year.
• Scores range from 0-100 percent. The lower the score, the better the
chance the student will succeed.
• Because teachers and principal often know aspects of a student that
are not captured by the EMIS system, the risk scores should be
considered as a starting point, not the definitive description of a
child’s chances of success or failure.

HOW SCORES ARE CALCULATED
The Dashboard also provides a link to the Student Success
Resource Library, which contains research and best practices
for getting students back on track to graduate.

  • 10. • The Ohio Department of Education contracted with the OERC to develop a tool that would meet the requirements of the 2014 law. • OERC was tasked with developing a research based method of identifying students at risk of dropping out and developing a dashboard for use in Ohio school districts. • The result is the Student Success Dashboard (SSD). • The Dashboard will be available to all districts across Ohio and is FREE to use. 10 BACKGROUND

The Dashboard answers the following questions: – Is a student on track to moving to the next grade? – Is a student on track to stay in school? – Is a student likely to graduate within four years? The Dashboard enables authorized Administrators, Principals, Counselors and Teachers to view students’: – Risk factors; – Prior academic achievement on state tests; – Prior discipline and attendance records; and – History of school’s attended (mobility). 11 INFORMATION PROVIDED BY DASHBOARD
  • 12. • Available for grades 7-12 • Uses student’s Education Management Information System (EMIS) record • Includes information from the student’s Ohio public school record from the time the student entered until the student’s last school year • Includes demographic information, attendance, course information, school data and statewide test results 12 DATA USED IN DASHBOARD
  • 13. • Based on comparing the student’s record against all similar children in Ohio public schools from the time the student entered the system until the student’s most recently completed school year. • Scores range from 0-100 percent. The lower the score, the better the chance the student will succeed. • Because teachers and principal often know aspects of a student that are not captured by the EMIS system, the risk scores should be considered as a starting point, not the definitive description of a child’s chances of success or failure. 13 HOW SCORES ARE CALCULATED

  1. Good Morning, I’m Carolyn George with the Ohio Department of Education. Before Josh shares the Dashboard with you, I’d like to create a frame and provide some context on the work we’re partnering on with OERC and BFK.
  2. Ohio and the National economy have hit a pivotal shift in the demands and expectations for what it means to be College and Career Ready. The number of career opportunities available for high school dropouts have nearly vanished and nearly 60% of the jobs across the country require some additional training beyond those accomplished by earning a traditional high school diploma – anywhere from a certificate to an advanced degree. The bottom line is there are significantly less opportunities today for individuals who drop out of school. The future looks bleak for young people with a high school diploma or less and no postsecondary credential of value in the workplace. In the 21st-century U.S. economy, nearly two-thirds of all jobs require education and training beyond high school. One growing sector is jobs that pay between $35,000 and $75,000 a year in fields such as advanced manufacturing, energy, health care, information technology, and science, technology, engineering and mathematics (STEM). To secure these jobs, individuals need to know how to analyze data, apply math, use technology, think critically and solve problems — skills students can develop in high schools, work-based training programs, community and technical colleges, and universities. The future looks brighter for young people with the right postsecondary credentials. Higher education attainment of any kind benefits individuals in the labor market. Post-recession, jobs for those with bachelor’s degrees have increased, and jobs for workers with some college or a postsecondary credential have mostly recovered.
  3. Throughout today we’re going to discuss many of the variables that contribute to point in which students drop out. We know that many research studies and student feedback points to engagement. Students fail to see any relevance to what they are learning and their interests, ambitions or life outside of the classroom. By focusing in on individual student needs we’re better able to use data to monitor and support students, leverage necessary and appropriate interventions for struggling students, and help student navigate education options and develop custom plans for their learning. Combine a college-ready academic core with challenging technical studies and require students to complete real-world assignments. Require all students to complete a college-ready academic core and a concentration — for example, a four course career pathway or a set of Advanced Placement or International Baccalaureate courses — that provide the foundational learning skills they need to earn credentials and secure good jobs.
  4. Through state policy and national best practices Ohio is positioned to see that all students have the opportunity to graduate with a high school diploma and an industry-recognized credential, college credits to apply towards a degree program, and the skills to be successful in continued education and future career endeavors. Allow students to choose accelerated learning options in settings that provide the extended time needed to earn advanced industry credentials. Encourage school districts to offer career pathways in diverse settings — comprehensive high schools, shared time technology centers, full-time technical high schools, early college high schools, career academies, and community and technical colleges — that allow students to earn advanced credentials and college credits while still participating in activities at their home high schools. Incentivize districts, technology centers, and community and technical colleges to partner to create early advanced credential programs modeled after early college high schools. Early advanced credential programs allow students to graduate with a diploma plus an advanced industry certification, postsecondary credential or significant credits toward an associate degree.
  5. Ohio’s policy on career advising expands the number of opportunities that students have to link their learning to career fields. Effective this school year, districts are strategizing how to better engage students in career awareness, exploration and individualized planning. The Student Success Dashboard is one resource that the Department is supporting. Available to districts at no cost beginning Spring 2016, the Dashboard helps districts satisfy the requirement to have a process in place for identifying and addressing the individual needs of struggling students.   As you may reference in your handout, the Dashboard is made possible through a partnership with the OERC and BFK. While ODE serves as the lead partner, OERC will work directly with districts to implement the Dashboard recognizing appropriate data privacy and confidentiality parameters and a sensitivity to student information. Josh is going to share with you Ohio’s Student Success Dashboard and Erin will highlight the additional resources available to districts through the related Resource Library – which she will point out is available outside of the Dashboard as well. Create guidance systems that include career information, exploration and advisement and engage students in ongoing career and college counseling beginning in the middle grades. Mandate career exploration courses and activities in the middle grades and high school and adopt distributed, curriculum-based career guidance systems that make career and college counseling the shared responsibility of every adult in the school.
  6. how do we know which students are struggling? How do we know which students have been successful year in and year out? Achievement measures obviously provide us with one source of data. Attendance may be tracked independently. Individual teachers have a strong “radar” that allows them to hone in on which students need help. The problem is if a school has 1000 kids, how do you identity a group of kids that might all need help with academic achievement, or might have problems with attendance and academic achievement. Many districts in Ohio and many states around the nation have developed data tools that give teachers resources to understand student progress academically. Our Dashboard dashboard is distinctive in a few ways. First, it provides comprehensive information in one place using the standard district log in process. It is integrated into what districts already do. Second, it offers a set of elements that represent success for individuals in key domains (academic, disciplinary, attendance). It is critical to note that these data are standardized across all districts, and can include students who are mobile. It is visually appealing and easy to use. There are resources integrated into the Dashboard that make it useful for practitioners Mention that districts simply need to have a way of identifying students at risk, this specific tool is not required.
  7. What does the Dashboard actually do. It calculates key risk measures, risk of dropping out, grade repetition, and graduation. If the teacher is authorized (or administrator) you can also see prior history of students on tests and mobility among other items.
  8. Using the EMIS record data is provided for annual education data for all students in grades 7-12
  9. Scores are based on individual students that did and did not experience the negative outcomes such as dropping out. Having data on both students that did and did not experience a negative outcome allows the data to produce risk scores for all kids regardless of their risk.
  10. Our colleagues from BFK will describe how the resource library is used, but it provides teachers will access to a range of materials that can potentially help address barriers that students present – and the material is accessible from inside and as a stand alone part of the Dashboard tool.
  11. What you see first when you log in to the Dashboard is a school view. It lists the three risk measures with metric values, the numbers of kids and a trend arrow. All of this is available to be drilled down on.
  12. School level data is also available as I stated to show the distribution of the risk. So this one is showing the student distribution of risk on the risk of dropping out. As you can tell very few students have a high risk of dropping out.
  13. The risk assessment student tab shows for each individual student risks (outcomes overall risk) and low, medium or high risk for each set of indicators.
  14. One of the most useful tools is a student specific history page. It allows you to see ED, IEP and Homeless status measures for the most current year, as well as a trend for days absent and disciplinary days.
  15. The history tab also provides a list of the annual schools attended and the history of academic performance for the student. Note, if a student attends 2 schools (or more) in a given year they are all listed (see 2009 here)
