Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

สมัยใหม่ ในช่วงสมัยของ Frederick William I ประสบความสาเร็จในการล้มล้างระบบศักดินา

ในช่วงเวลาใกล้เคียงกัน ผลจากการปฏิวัติปี ค.ศ. 1789 ได้ทาให้ระบบราชการของประเทศ
ฝรั่งเศสมุ่งเน้นในเรื่องการรับใช้ประชาชน ข้าราชการพลเรือนมีหน้าที่ปฎิบัติงานให้เป็นไปตาม
บทบัญญัติของกฎหมาย ไม่ใช่ตามประสงค์ของผู้ปกครอง และเปิดให้โอกาสชนชั้นกลางหรือบุคคลทั่วไป
สามารถเข้ารับราชการได้ ไม่ใช่เป็นเรื่องอภิสิทธิ์(privilege) ของบางกลุ่มชนเท่านั้น ถัดต่อมาในยุคของ
พระเจ้านโปเลียนก็ได้มีการปฏิรูปกฎหมายและระบบการบริหารราชการแผ่นดินครั้งใหญ่ ให้ความสาคัญ
ต่อโครงสร้างสายการบังคับบัญชา ความรับผิดชอบ และความเชี่ยวชาญชานาญการเฉพาะด้าน
(specialization) ในส่วนกลางนั้นได้มีการจัดตั้งกระทรวงและแบ่งออกเป็นหน่วยงานย่อยเฉพาะทาง ใน
ส่วนระบบภูมิภาคก็ได้แยกออกเป็นจังหวัด (département) และอาเภอ (arrondissement) นอกจากนี้ยัง
ได้มีการจัดตั้งโรงเรียนเพื่อเตรียมคนเข้ารับราชการ (école polytechnique) เป็นผู้เชี่ยวชาญในสาขา
ต่างๆ ที่จาเป็นต่อการบริหารประเทศ เช่น วิศวกร นักวิทยาศาสตร์ เป็นต้น 5
ในขณะที่การปฏิรูประบบข้าราชการพลเรือนของสหราชอาณาจักรเป็นไปตามข้อเสนอแนะใน
รายงานที่เรียกกันว่า “Northcote-Trevelyan Report” ในปี ค.ศ. 1854 อันเป็นไปตามประสบการณ์ของ
การบริหารงานในอาณานิคมอินเดีย (the East India) ในช่วงทศวรรษ 1930 ซึ่งได้รับอิทธิพลมาจาก

คุณธรรม และในปี ค.ศ. 1870 ก็เริ่มมีการใช้ระบบการสอบแข่งขันแบบเปิด (open competitive
examination) ในบางหน่วยงาน จวบจนกระทั่งปี ค.ศ. 1914 จึงสามารถขยายผลไปจนครบทั้งระบบ 6
สาหรับกรณีของประเทศสหรัฐอเมริกานั้น การบริหารงานในช่วงระยะแรกหรือยุคภายหลังการ
ประกาศอิสรภาพ (ค.ศ.1789-1829) มีลักษณะที่เรียกว่า “government by gentlemen” เนื่องจาก
ขอบเขตและขนาดของรัฐบาลมีค่อนข้างเล็ก ไม่ได้แยกเรื่องการเมืองและการบริหารออกจากกัน การสรร
หาบุคคลเข้าดารงตาแหน่งจึงมักจะมาจากบรรดาชนชั้นนา ผู้มีฐานะหรือชาติตระกูล เป็นคนเก่งและจบ
การศีกษาขั้นสูง และมีความซื่อสัตย์สุจริต ถัดมาในยุคของประธานาธิบดี Andrew Jackson มีลักษณะที่
เรียกว่า “government by the common man” เปิดโอกาสให้บุคคลต่างๆ ที่มีความสามารถเข้ารับ
ราชการได้ แต่ยังคงให้ความสาคัญต่อความจงรักภักดีทางการเมืองและความสัมพันธ์ส่วนตัว อันเป็น
จุดเริ่มต้นของระบบอุปถัมภ์เล่นพรรคเล่นพวก (spoils system) และขยายตัวมากขึ้นนับตั้งแต่ในช่วง
หลังยุคสงครามกลางเมืองเป็นต้นมา โดยมีการใช้ระบบข้าราชการพลเรือนในทางที่ผิด (abuse) เป็น
เรื่องของการตอบแทนผู้ให้การสนับสนุนทางการเมืองมากเกินไป จนนาไปสู่กรณีการลอบสังหาร
ประธานาธิบดี James Garfield โดยบุคคลผู้ผิดหวังจากการเข้ารับราชการ ในที่สุดจึงได้มีการออก
กฎหมายเพื่อปฏิรูประบบข้าราชการพลเรือน (The Pendleton Act ค.ศ. 1883) ขื้น เพื่อขจัดปัญหา
ระบบอุปถัมภ์ทางการเมือง โดยจัดให้มีการสอบแข่งขันเข้ารับราชการอย่างเป็นระบบและมีการจัดตั้ง
คณะกรรมการข้าราชการพลเรือนขึ้นอย่างเป็นทางการเพื่อวางนโยบายและออกกฎระเบียบเพี่อบังคับใช้
กับหน่วยงานต่างๆ ให้เป็นไปตามหลักการของระบบคุณธรรม 7
ในกรณีของประเทศไทยนั้น ในรัชสมัยของพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัวได้ทรงริเริ่ม
ให้มีการปฏิรูประบบราชการเพื่อทาให้มีความทันสมัยตามแบบอย่างของอารยะประเทศตะวันตกหลาย
ประการ โดยมีการจัดระเบียบการบริหารราชการแผ่นดินเสียใหม่ ในส่วนกลางได้ทรงตั้งกระทรวงและ
กรม มีการแยกราชการทหารออกจากราชการพลเรือน การรวมศูนย์อานาจและระบบมณฑลเทศาภิบาล
เลิกระบบกินเมืองและให้มีการจ่ายเงินเดือน รวมทั้งได้ทรงริเริ่มให้มีโรงเรียนสาหรับฝึกหัดวิชา
ข้าราชการฝ่ายพลเรือนขึ้น 8
อย่างไรก็ดี เจ้ากระทรวงแต่ละแห่งยังคงมีอิสระในการดาเนินการ ไม่ได้มี
การกาหนดหลักเกณฑ์และมาตรฐานของการบริหารงานบุคคลให้ถือปฏิบัติในวงราชการอย่างเป็นระบบ
และเป็นแบบแผนเดียวกัน

2. ปัญหาของระบบราชการที่มีความเป็นอิสระ
ความพยายามในการสร้างระบบราชการที่ปราศจากการแทรกแซงทางการเมือง (political-free
bureaucracy) และทาให้ระบบข้าราชการพลเรือนตั้งอยู่บนพื้นฐานของความสามารถและประสบ
ความสาเร็จได้ด้วยตัวบุคคลเอง ไม่ใช้สิทธิพิเศษ มีความเป็นวิชาชีพและปลอดจากการแทรกแซงทาง
การเมือง (meritocratic, depoliticized professional civil service) นั้นมักจะประสบกับปัญหาข้อจากัด
บางประการ เนื่องจากในความเป็นจริงแล้วจะพบว่าเราไม่สามารถแยกการเมือง-การบริหารออกจากกัน
ได้อย่างเด็ดขาด แต่ละฝ่ายต่างพยายามสร้างอิทธิพลของตนเอง ฝ่ายการเมืองมักจะเข้ามาเกี่ยวข้องกับ

อานาจของตนไว้เช่นกัน นอกจากนี้ บุคคลหลายฝ่ายต่างมีความกังวลใจในการให้ความเชื่อมั่นไว้วางใจ
ต่อระบบราชการเพราะยังคงมีปัญหาในเรื่องประสิทธิภาพและประสิทธิผลของการทางาน รวมทั้งสงสัย
ในพฤติกรรมของข้าราชการที่มักจะตอบสนองต่อเป้าหมายของตนเองมากกว่าประโยชน์ส่วนรวม
ตลอดจนกรณีของการใช้ประโยชน์จากตาแหน่งและอานาจหน้าที่เพื่อแสวงหาผลประโยชน์ในทางมิชอบ
อันนาไปสู่เรื่องของการควบคุมระบบราชการดังจะได้กล่าวถึงในหัวข้อถัดต่อไป
2.1 การเมือง-การบริหารไม่สามารถแยกออกจากกันได้อย่างเด็ดขาด
ปัญหาเรี่องการแยกการเมืองและการบริหารออกจากกัน (politics-administration dichotomy)
นั้นเป็นประเด็นข้อถกเถียงที่ยังไม่มีข้อยุติทางด้านรัฐประศาสนศาสตร์มานานนับศตวรรษ 15
โดยเฉพาะ
การจัดความสัมพันธ์และการแบ่งแยกหน้าที่ซื่งกันและกันระหว่างผู้นาทางการเมืองและข้าราชการประจา
ในการบริหารราชการแผ่นดิน ไม่ว่าจะเป็นในเรื่องกระบวนการของฝ่ายการเมืองในการกาหนดนโยบาย
และกระบวนการของฝ่ายข้าราชการประจาในการนานโยบายไปปฏิบัติ
ในปัจจุบันเป็นที่ยอมรับกันว่าระบบราชการแบบอุดมคตินั้นเป็นสิ่งที่เกิดขึ้นได้ค่อนข้างยาก
ในทางปฏิบัติ ซึ่งนักวิชาการหลายท่านมองว่าการบริหารงานราชการนั้นเป็นเรื่องที่เกี่ยวข้องกับ
การเมืองอย่างที่ไม่สามารถแยกออกไปจากกันได้อย่างเด็ดขาด การบริหารงานราชการนั้นเป็นเรื่องของ

public policy process) ได้อย่างครบวงจร โดยเฉพาะการตัดสินใจเชิงนโยบายของรัฐบาลในหลายกรณี
นั้นพบว่าเป็นผลมาจากการที่ข้าราชการระดับสูงได้พยายามเข้าไปเจรจาต่อรองเพื่อปกป้องรักษาหรือ
ส่งเสริมผลประโยชน์ของหน่วยงานตนเอง หรือเรียกกันว่า การเมืองของฝ่ายราชการ (Bureaucratic

ในขั้นตอนการสร้างวาระและการกาหนดนโยบายสาธารณะนั้นก็พบว่าฝ่ายข้าราชการประจา
มักจะเข้าไปยุ่งเกี่ยวกับฝ่ายการเมืองเพี่อพยายามปกป้องหรือรักษาผลประโยชน์บางประการให้ตกแก่
หน่วยงานของ ไม่ว่าจะเป็นการนาเสนอประเด็นและปรุงแต่ง (shape) เนี้อหาสาระในการตัดสินใจเชิง
นโยบายของรัฐบาล (บางกรณีก็อาจเป็นผลมาจากความอ่อนแอของฝ่ายการเมืองเองที่เปิดให้ฝ่าย
ข้าราชการประจาเข้าไปมีส่วนร่วมเพราะต้องอาศัยข้อมูลและประสบการณ์บางอย่าง) ในขั้นตอนการนา
นโยบายไปปฏิบัติก็มีแนวโน้มในการที่จะทาให้เกิดการเบี่ยงเบนไปจากเจตนารมณ์เดิม (bureaucratic
drift) รวมทั้งหากเกิดกรณีความขัดแย้งระหว่างฝ่ายการเมืองและฝ่ายข้าราชการประจาก็อาจจะนาไปสู่
การแข็งข้อต่อต้านของบรรดาข้าราชการประจา (bureaucratic resistance) เช่น การนิ่งเฉยหรือใส่เกียร์
ว่าง เป็นต้น 19
2.2 พลังอานาจของระบบราชการ
แม้แต่ Max Weber เองก็ได้เคยชี้ประเด็นถึงพลังอานาจ (bureaucratic power) และอันตราย
ของระบบราชการ ฝ่ายข้าราชการประจาอาจจะเข้ามาครอบงาฝ่ายการเมืองและกลายเป็นเจ้านายของ
ประเทศ (masters of the state) เสียเอง เพราะมีข้อมูล ความรู้ความชานาญทางเทคนิคและ

นอกจากนี้ นักวิชาการชั้นนาอีกหลายท่าน เช่น Dwight Waldo 21
ได้เตือนเราเกี่ยวกับรัฐบริหาร
(administrative state) โดยเฉพาะแนวโน้มการขยายตัวเพิ่มขึ้นเรื่อยๆ ของหน่วยงานราชการ การใช้
จ่ายงบประมาณแผ่นดิน และการใช้ดุลพินิจในการตัดสินใจของข้าราชการ หากไม่สามารถทาให้
ข้าราชการมีความรับผิดชอบและยึดมั่นในค่านิยมตามระบอบประชาธิปไตยได้ก็อาจจะมีผลกระทบต่อ
ประชาชนและสังคมโดยรวม และ James Q. Wilson 22
ก็ได้ชี้ให้เห็นถึงปัญหาความไม่มีประสิทธิภาพ
อันเป็นผลมาจากกฎระเบียบ บรรทัดฐานและค่านิยม แรงจูงใจและเป้าหมาย ตลอดจนพลังอานาจและ
ความใหญ่โตของระบบราชการ อันอาจจะนาไปสู่ความเป็นรัฐราชการ (bureaucratic state) ได้ใน
ท้ายที่สุด
ข้าราชการมักจะถูกวิพากษ์วิจารณ์อยู่เสมอว่าให้ความสาคัญต่อหลักการและค่านิยมแบบ
ราชการ (bureaucratic values) ซึ่งค่อนข้างจะขัดแย้งกับหลักการและค่านิยมแบบประชาธิปไตย
(democratic values) กล่าวคือ ระบบราชการให้ความสาคัญต่อโครงสร้างและการสั่งการตามสายการ
บังคับบัญชาในแบบบนลงล่าง ประสิทธิภาพ และความเป็นแบบแผนเดียวกัน (uniformity) แต่ระบอบ
ประชาธิปไตยเน้นในเรื่องของการมีส่วนร่วมของฝ่ายต่างๆ ในการตัดสินใจ ความโปร่งใส ความยืดหยุ่น
และการตอบสนองความต้องการของประชาชน ในกรณีที่เกิดความขัดแย้งระหว่างค่านิยมทั้งสองขึ้นก็มี
แนวโน้มว่าข้าราชการจะตัดสินใจเลือกค่านิยมแบบราชการของตนมากกว่า 23

นอกจากนี้ William Niskanen ได้แสดงให้เห็นว่าข้าราชการมักจะ
พยายามแสวงหางบประมาณให้ได้มากที่สุด (budget maximizer) เพื่อนาไปสู่ “3P’s” (pay, power, and
prestige) กล่าวคือ หากหน่วยงานของตนมีความสาคัญและทรงอานาจมากขึ้นก็สามารถเจรจาต่อรองขอ

ตามแนวความคิดของ Agency Theory มองว่าข้าราชการประจาในฐานะเป็นฝ่ายตัวแทน
(agent) ไม่ได้เป็นบุคคลผู้อุทิศตนเพื่อประโยชน์ส่วนรวม (benevolent despot) และปฏิบัติหน้าที่เพื่อให้
เกิดประโยชน์สูงสุดแก่ประชาชนในฐานะเป็นฝ่ายเจ้าของ (principal) อย่างแท้จริง ประกอบกับ
ความสัมพันธ์ของทั้งสองฝ่ายดังกล่าวนี้มีลักษณะในแบบอสมมาตร (asymmetric) ฝ่ายข้าราชการประจา
จึงมีแนวโน้มที่จะใช้โอกาสที่เอื้ออานวยให้และความได้เปรียบในเรื่องของข้อมูลข่าวสาร ตาแหน่งหน้าที่
และอานาจดุลพินิจของตน เพื่อแสวงหาประโยชน์ส่วนตัว อันเป็นที่มาของการเกิดปัญหาทุจริต
คอร์รัปชั่นหรือการแสวงหาค่าเช่าอย่างไม่ชอบธรรม (rent-seeking) ในวงราชการนั่นเอง 26
ความวิตกกังวลว่าระบบราชการที่ทรงพลังอานาจและไม่สามารถตรวจสอบได้ (unaccountable
power) อาจจะทาให้ระบบราชการไม่รับใช้หรือตอบสนองต่อใครเลย ไม่ว่าจะเป็นฝ่ายการเมืองหรือ
ประชาชน แต่จะรับใช้หรือตอบสนองต่อตนเอง (self-directing) เป็นหลัก อันเป็นภัยอันตรายอย่างยิ่งต่อ

จึงได้เสนอว่าเราต้อง
พยายามทาให้ข้าราชการไม่สามารถใช้อานาจดุลพินิจอย่างตามอาเภอใจได้ แต่ควรจะต้องมีภาระ
รับผิดชอบต่อผู้บริหารราชการแผ่นดินฝ่ายการเมืองและประชาชนผู้ออกเสียงเลือกตั้ง รวมทั้งจะต้อง

3. การควบคุมระบบราชการและข้าราชการประจา
การควบคุมระบบราชการและตัวข้าราชการเพื่อให้เกิดภาระรับผิดชอบ (accountability) นั้นถีอ
ว่าเป็นสิ่งที่มีความจาเป็นในการบริหารราชการแผ่นดิน การออกแบบระบบการควบคุมระบบราชการให้มี
ความยืดหยุ่นหรือเข้มงวดเพียงไรก็ย่อมขึ้นกับว่าเรามีความเชื่อมั่นไว้วางใจ (public trust) มากน้อยแค่
ไหน ซึ่งเป็นประเด็นที่มักจะมีการถกเถียงกันมาอย่างยาวนานระหว่างสองขั้วโรงเรียนความคิด ในด้าน
หนึ่งนั้นมองว่าการควบคุมนั้นสามารถทาได้โดยการเสริมสร้างจิตสานึกภายใน (inward sense of

หรือไม่ควรทา เราจึงสามารถเชื่อมั่นไว้วางใจและเปิดให้ใช้ดุลพินิจได้ โดยให้ความสาคัญในเรื่องของ
ความรับผิดชอบ (responsibility) ต่อค่านิยมและจริยธรรม รวมทั้งมาตรฐานทางวิชาชีพ (professional
standards) อันมาจากองค์ความรู้ทางเทคนิควิชาการ มีการอบรมสั่งสอนปลูกฝังและพัฒนา ตลอดจน
การวางระบบดูแลควบคุมและตรวจสอบกันเอง (peer-based review) ของบรรดากลุ่มชนร่วมวิชาชีพ
เดียวกัน (colleagues) ซึ่งทาให้ข้าราชการมีความรับผิดชอบต่อการปฏิบัติหน้าที่ของตนและตัดสินใจใช้
ดุลพินิจได้อย่างถูกต้องเหมาะสม สามารถอธิบายหรือตอบคาถามใดๆ เกี่ยวกับการตัดสินใจและการ
ปฏิบัติงานของตนได้
อย่างไรก็ดี นักวิชาการบางท่านได้ตั้งข้อสังเกตบางประการว่าการควบคุมตนเองของข้าราชการ
โดยอาศัยมาตรฐานทางจริยธรรมนั้นมีแนวโน้มที่จะทาให้เรื่องของจริยธรรมมีสภาพบังคับและบทลงโทษ
หรือกลายสภาพเป็นกฎหมาย กล่าวอีกนัยหนึ่ง ได้เปลี่ยนจาก ‘ควรทา’ (ought) เป็น ‘ต้องทา’ (must)
นั่นเอง อันจะเป็นการลดดุลพินิจและความยืดหยุ่นคล่องตัวลงไป ซึ่งแตกต่างไปจากการทาให้สามารถ
ควบคุมตนเองได้ในรูปแบบการสร้างความมุ่งมาดปรารถนา (aspirational approach) ที่มีลักษณะเป็น
ความสูงส่งทางจิตใจ (high-minded principles) โดยเน้นความสาคัญในเรื่องการตรึกตรองใช้เหตุผลและ
การตัดสินใจในเชิงจริยธรรม (ethical reasoning and judgment) 31
สาหรับการควบคุมที่ไม่ใช่การควบคุมตนเองนั้นก็อาจมีหลายรูปแบบและวิธีการ เริ่มตั้งแต่การ
ควบคุมตามโครงสร้างสายการบังคับบัญชา (hierarchical structure) ภายในฝ่ายบริหาร โดยผู้บริหาร
ราชการแผ่นดินฝ่ายการเมือง (political boss) อันได้แก่ประธานาธิบดี นายกรัฐมนตรีและรัฐมนตรีเจ้า
กระทรวง ซึ่งมักจะมีวิธีการต่างๆ เช่น วางนโยบาย คาสั่ง กฎระเบียบ ขั้นตอน แนวทางปฏิบัติ การ
แต่งตั้งโยกย้ายข้าราชการพลเรือนระดับสูง การเพิ่ม/ลดงบประมาณให้แก่หน่วยงาน รวมจนถึงวิธีการ
นักวิชาการท่านอื่นๆ เช่น J. Donald Kingsley ได้เคยเสนอแนวคิดเกี่ยวกับ “Representative
bureaucracy” ซึ่งมองว่าระบบราชการจะตอบสนองประชาชนตามระบอบประชาธิปไตยได้นั้นจะต้องสามารถทาหน้าที่
เป็นตัวแทนของกลุ่มบุคคลที่ตนรับใช้อยู่ โครงสร้างกาลังคนของระบบราชการควรต้องสะท้อนกับลักษณะทางประชากร
และสังคม เช่น เพศ เชี้อชาติ กลุ่มชนชั้น ศาสนา ภูมิภาค ฯลฯ อันจะช่วยทาให้เข้าใจและเข้าถึงความต้องการของ
ประชาชนที่มีความหลากหลายและแตกต่างกันได้ดีขึ้น แต่ก็มักจะถูกวิพากษ์วิจารณ์ว่าอาจจะก่อให้เกิดอคติในการ
เสนอแนะนโยบายและการปฏิบัติงาน ไม่วางตนเป็นกลาง เกิดการแบ่งฝ่าย มุ่งปกป้องผลประโยชน์เฉพาะกลุ่มของตน
มากกว่าผลประโยชน์ส่วนร่วม รวมทั้งยังอาจต้องลดเกณฑ์มาตรฐานบางอย่างลงเพื่อให้สามารถสนองตอบความเป็น
