I am truly happy that I succeeded to solve known
problems and to bring noticeable changes during my tenure
as a Member of Cabinet and Minister for Defense for 2008-
2012 serving together with military servicemen, generals and
officers for reforms in the defense sector.
The period I spent at the Defense Ministry was years
of clear targets, huge workloads and hard works. It is fully
justified to conclude that I worked hand in hand with the
Ministry of Defense, the Chiefs of Staff of the Armed Forces
and heads of military units and organizations of Mongolia in
achieving our goals and making substantial progress in the
reforms of the armed forces.
We brought about positive solutions to many pressing
issues of the sector that served the interests of the Mongolian
defense policy and goals and of the military staff and employees.
There are many successes and achievements that we
share together. I am proud that we managed to overhaul
the previous practice of defense financing from the budget
residuals with only operational budgets and without major
investments, for example.
I wish to note that those years witnessed many in-
novative accomplishments and practical results in improving
the legal environment of our defense activities, deepening the
reforms and military capabilities and readiness in the Armed
Forces, expanding the military foreign relations and cooperation
and their efficiency, and in improving the work environment
and social guarantees for the military servicemen.
The Centennial Anniversary of the Defense Ministry
that we observed during this tenure was a rear historic event.
While expressing my deep thanks to all the people for
their continued support to the defense sector and the Armed
Forces of Mongolia, I wish to share with you the images of
history of my years as the Defense Minister.

The Great Black Banner, the Coat of Arms of the Chinggis
Khaan’s Military, was reintroduced in 1992 and enshrined
as the “Great Black Banner” of the Mongolian Armed
Forces. The Banner was made by the best craftsmen and
of 180 grams of pure gold and 300 grams of silver from
the Mongolian National Treasure, a support stone from
Karakorum, an ancient capital of Mongolia, a holder
handle from birch wood from Khan Khentii Mountains,
the birthplace of Chinggis Khaan, and copper from
Erdenet Copper Mine.

II. Within the implementation of the Law on the
Participation in Peacekeeping Operations, the Gov-
ernment passed in 2011 Resolution #236 adopting
“Regulations for Simplified Border and Customs
Control and for Providing Navigation and Other
Services” and “Regulations for Financing of Psycho-
logical and Physical Rehabilitation and Treatment”
of the military servicemen participated in the peace-
keeping missions.
These regulations provide the rights for the Mon-
golian peacekeepers to simplified border and cus-
toms procedures when departing from the country
and to psychological and physical rehabilitation and
treatment at the state expenses when back home
from their duties.
In connection with the amendments made to the
Law on Pension and Welfare of the Military Service-
men, the Government passed in 2011 Resolutions
#9 and #38 adopting “Regulations for Welfare
Payment to the Families of Military Servicemen”,
“Regulations for Housing Support to Military Ser-
vicemen”, “Regulations for Reimbursement to the
Social Insurance Fund of the Difference of Wages
and Social Insurance Payment” and “Regulations for
Providing One-Time Welfare Payment to the Mili-
tary Servicemen”.
These regulations created conditions for imple-
menting the Law provisions on pension, welfare
payment, allowance and support to the military.
These steps institutionalized many issues directly
related to improving the living conditions of the
military, including support to the servicemen of 25
years of military service to purchase houses (apart-
ments) and to get entitled to higher pension and a
provision to pay unemployed spouses of the military
serving in the remote locations quarterly cash allow-
ances based on the minimum wage rate.
In accordance with the 2010 Law on “Amendments
to the Law on Military Pension and Social Welfare”
and the 2011 Regulations to implement this Law,
the pension rates for a sergeant of 25-year service,
for a major of 25-year service and for a colonel of
27-year service have substantially increased as pre-
sented in the following graph:

The substantial cut made in the 1990s in the de-
fense sector and the Armed Forces left the sector’s
budget and investment unattended for some time
and weakened the state of the sector. Therefore, it
was the most pressing goal to increase the sector’s
budget and surplus for investment. Steps were tak-
en from year to year in this respect. As a result, the
investment reached MNT 17.9 billion in 2011 and
MNT 27.86 billion in 2012. A budget of MNT 10 bil-
lion was approved in 2011 for the housing program
“Armed Forces – 1,000 Apartments” which was
the largest investment never seen before in the
history of the Armed Forces.
The 2012 budget of the defense sector amount-
ing to MNT 166.6 billion was a 3-times increase
compared to 2009 and a 13.7-times increase in the
investment measures.
The chart on the annual growth of the defense
budget and investment presents that the defense
sector budget was MNT 54.1 billion in 2009, MNT
74.4 billion in 2010, MNT 110.3 billion in 2011 and
MNT 155.2 in 2012. The investment in the sector,
which was only MNT 2 billion in 2009, saw an in-
crease to MNT 3.2 billion in 2010, MNT 17.9 billion
in 2011, and MNT 27.86 in 2012.

New military equipment
A policy to increase the defense readiness was
implemented through renovation of technical
arsenal and equipment that would match the
requirements to carry out multiple roles to be
played by the military in peacekeeping, fight
against terrorism and participation in disaster
relief in addition to its main functions under
the law.

The office of the Chiefs of Staff of the
Armed Forces was reorganized into a “J”
structure. Two command offices for the
general-purpose military and air defense
were established.

Human Resources in Defense Sector
Within the framework of relations and
cooperation established with foreign
countries, over 200 military staff take
part in long-term and short-term train-
ing at the foreign military schools. The
number of students sent to the Russian
Federation has increased substantially.

Housing is the Top Priority
Providing an affordable housing to the military servicemen
is the top priority. 300-unit apartment buildings for the
military on active duty are being constructed in the capital.
There was no previous case when apartments for 300 mili-
tary families were constructed at once. The state budget
provided funding for MNT 10 billion for this purpose. A
40-unit apartment building for the active duty military of
the Unit #256 in Uvurkhangai province and an 8-unit apart-
ment building for the Military Unit #325 in Bayankhongor
province are being constructed.
In accordance with the Regulations on Providing Mortgages
to Public Service Employees, the 285 apartment mortgage
quota provided to the defense sector was distributed to all
entities and organizations of the Ministry and the Office of
the Chiefs of Staff, military units and subunits.

My tenure was the years of many state awards and decora-
tions presented to the military personnel for their achieve-
ments. If some 170 military persons received state orders and
medals in 2008, the number was 118 in 2009, 320 - in 2010,
and 641 - as of 1 December 2011. From among them one ser-
viceman was awarded with Sukhbaatar Order, 4 - with Labor
Excellence Red Flag Order, 17 - with Military Excellence Red
Flag Order, 61 - with Military Excellence Order, 9 - with Polar
Star Order, 105 - with Military Honor Medal, 55 - with Labor
Honor Medal, and 389 - with Medal for Peace.

“Special Unit” Serial Film Made
In commemoration of the Centenary of the

Banner” Produced
On the occasion of the Centenary of the Defense
Ministry, a documentary film “The Secrets of the
Formidable Black Banner” on the art, might, spirit

The film documents the military skills and cour-
age of the Mongolian Army from the time of

Introduction of Award “For Motherland”
An award “For Motherland” was introduced in
2010 to decorate citizens who greatly contributed

and lawyer, Lieutenants B.Azzaya and T.Sambuu-
Yondon who excelled in Iraq.

As a revival of the ancestral tradition to edu-

other world leaders who visited Mongolia

the Mongolian peacekeepers. The US Presi-
dent George Bush during his 4-hour visit
to Mongolia personally met with and paid
respect to Mongolian servicemen Azzaya
and Sambuu-Yondon who destroyed sui-
cide bombers before they could attack a
military unit of 3,000 men commanded by
the Polish military, thus saving their lives.
During my tenure as Defense Minister in
2008-2012, 12 military men were promoted
to the highest military rank of General. 4
of them were from the peacekeeping units.

We brought back the respect of the Mongolian Soldier as a World Soldier
these days. The world view of the Hunnu cavalry, famous not only in the
Mongolian steppes but also in the European plateaus, and of the military
generals of the Lord Chinggis, winning battles from the Pacific to the Adri-
atic Sea, as invaders have changed today. They restored the rule of law,
maintained peace and promoted free trade all over the lands they were
controlling. Therefore, a new terminology “PAX MONGOLICA” or peace by
the Mongolians emerged. Historians characterized the peaceful life of those
days as “secure as nothing to fear even when you walk at night with a
golden plate on your head”. Thanks to the peaceful environment main-
tained by the Mongolians, the East and the
West developed cultural exchanges, free
trade and technological know-how transfer
between themselves and both experienced
development and progress. In this sense,
the Mongolian Military were the world’s
first peacekeepers and the guarantors of
inter-continental development and peace-
ful life.

Foreign Relations and Cooperation
Thanks to the pro-active policy and activities on foreign relations and cooperation in the field of defense,
the Russian Federation, the USA, the People’s Republic of China, the Federal Republic of Germany, the Re-
public of Turkey, the Republic of India, the Republic of Korea and other countries provided assistance and
support to renew the military weaponry and equipment of the Armed Forces. As a result, armored vehicles,
weaponry of the air defense forces and equipment of the peacekeepers and multi-purpose units have im-

First Visit to Pentagon
The first ever visit to Pentagon by the Mongo-
lian Defense Minister was an event of historic
significance in the military relations of the two
countries. This visit produced important principal
agreements to bring the military relations and co-
operation with the United States to a new level.
During the consequent visit by the President of
Mongolia to the United States, the two heads of
state adopted a joint communiqué which stated,
inter alia, that the US would provide assistance to
improve the capacity of the Mongolian Air Forces,
which was a step of great significance in the de-
velopment of the sector.

Ministerial Visits
The Defense Minister during his tenure paid official vis-
its to the Russian Federation, the USA, the People’s Re-
public of China, the Federal Republic of Germany, the
Republic of Korea, the Republic of Turkey, Japan, Viet-
nam and others. The talks and outcomes of these visits
on further developing and expanding bilateral relations
and cooperation made a great contribution to the de-
velopment of the Armed Forces and renewal of military
weaponry and equipment.

During the visit to the Republic of Turkey, “the
Agreement between the Government of Mongo-
lia and the Government of the Republic of Tur-
key on Financial Cooperation in the Military Field”
was signed. In accordance with the Agreement, a
military aid of $800,000 as the first earmark was
agreed by which Mongolia was to procure materi-
als for the military uniform and boots.

Military Drill “Darkhan” Renamed “Selenge”
The military drill organized jointly with the Russian Fed-
eration under the name “Darkhan” in 2008-2010 was re-
named as “Selenge” as of 2011. The “Selenge” drill was
successfully carried out contributing greatly to the readi-
ness, quality of the military weapons, the experience and
skills of the servicemen. Especially, the field exercises of
combat fight organized in the Russian Federation in 2010
and in Mongolia in 2011 were two large operations reviv-
ing the tradition of the joint drills carried out in the 1970s.

Other Joint International Training and Practice
The training and drilling exercises and practices organized as joint peacekeeping and international
measures in Mongolia are expanding in terms of frequency and participation. The “Khaan Quest”
training and drills organized since 2006 has been recognized already as an international training
school for peacekeeping operations of large scale taking place in the Northeast Asian region.
