A Grad rocket struck close to a civilian bus near Volnovakha in eastern Ukraine, killing 12 people on the bus and wounding 17 others. The OSCE monitoring mission witnessed the aftermath and damage from shrapnel that was 12-15 meters from the bus. Ukrainian and Russian military leaders agreed to a joint investigation led by the Joint Centre for Control and Coordination, while the OSCE monitors will also investigate to establish their own findings.

The project aimed to investigate the possible impact of
the deteriorating security situation following the Russian annexation of Crimea and the eruption of armed conflict in Eastern Europe on migration from Ukraine to the EU, particularly to Poland, Czechia, and Slovakia. Raw amber, which is illegally mined in Ukraine, is unlawfully transported abroad. And it is successfully sold in Poland. These precious stones of organic origin are also popular in Russia and China.
The Volyn customs unit of the State Fiscal Service of Ukraine said that people, in the majority of cases, have been hiding amber from customs control in their personal belongings. They are also using specially created storage units that are hidden in the frames of cars. These hiding places were previously taken apart.
According to information from the customs unit, amber that becomes the property of the state on the basis of a court decision is transferred to the “State Storage of Precious Metals and Precious Stones of Ukraine.”

The total breakdown in law and order and the violence and fighting in the eastern regions, fuelled by the cross-border inflow of heavy and sophisticated weaponry as well as foreign fighters, including from the Russian Federation, has for the past eight months had a direct impact on all fundamental human rights – including the security, liberty and well-being – of individuals living there.
The OSCE Special Monitoring Mission to Ukraine (SMM), in accordance with its mandate, continues to “monitor and support respect for human rights and fundamental freedoms” including the ability of people to access essential justice services. In this regard, the SMM has monitored the implications of the relocation of all judicial, prosecution and administrative services from non-government- to government-controlled areas due to the conflict in Donetsk and Luhansk regions.

Techniques to optimize the pagerank algorithm usually fall in two categories. One is to try reducing the work per iteration, and the other is to try reducing the number of iterations. These goals are often at odds with one another. Skipping computation on vertices which have already converged has the potential to save iteration time. Skipping in-identical vertices, with the same in-links, helps reduce duplicate computations and thus could help reduce iteration time. Road networks often have chains which can be short-circuited before pagerank computation to improve performance. Final ranks of chain nodes can be easily calculated. This could reduce both the iteration time, and the number of iterations. If a graph has no dangling nodes, pagerank of each strongly connected component can be computed in topological order. This could help reduce the iteration time, no. of iterations, and also enable multi-iteration concurrency in pagerank computation. The combination of all of the above methods is the STICD algorithm. Spot report by the OSCE Special Monitoring Mission to Ukraine, 14
January 2015: 12 civilians killed and 17 wounded when a rocket
exploded close to a civilian bus near Volnovakha
At approximately 14:35hrs on 13 January the regional traffic police confirmed to the SMM that a Grad rocket
struck close to a civilian bus when it stopped at a Ukrainian Armed Forces checkpoint approximately 2km north
of Volnovakha (35km south-west of Donetsk).
The SMM arrived at the location of the incident at 17:45hrs and witnessed the removal of two of the dead
passengers from the bus. The bus had shrapnel damage consistent with a nearby rocket impact, estimated by the
SMM to be 12-15 meters from the side of the bus. The SMM visited the Volnovakha hospital where the staff
confirmed that ten persons on the bus were killed instantly, while two died later in the hospital. Another 17
passengers were injured.
Following a proposal from the SMM, the Ukrainian Major-General and Head of the Ukrainian side to the JCCC
and the Russian Federation Major-General, representative of the Armed Forces of the Russian Federation to the
Joint Centre for Control and Co-ordination (JCCC) and the “Donetsk People’s Republic” (DPR) leadership have
agreed to conduct a joint investigation led by the JCCC. In parallel, the SMM will continue its observations and
establish its own findings regarding the incident.
