Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

1. ОТПУСК БЕЗ СОХРАНЕНИЯ
ЗАРАБОТНОЙ ПЛАТЫ
• отпуск без сохранения заработной платы предоставляется по
заявлению работника с согласия работодателя.
•Такой отпуск предоставляется по семейным обстоятельствам
(вступление в брак, похороны близких родственников и т.п.) и в других
случаях по уважительным причинам.
2. При истечении стажа работы для отпуска учитывается
также время, когда работник фактически не работал, но за
ним в случаях, предусмотренных Федеральными законами,
сохранялись место работы (должность) ст. 121Трудового
кодекса РФ.
Время предоставляемых по просьбе работника отпусков
без сохранения заработной платы, не превышающее14
календарных дней в течение рабочего года
Соответственно, если в течение рабочего года сотруднику
предоставлялись отпуска без сохранения заработной
платы, то в подсчет стажа, дающего право на ежегодный
отпуск, включается 14 (или менее) календарных дней,
проведенных в них.
Все остальные дни неоплачиваемых отпусков в таком
стаже не учитываются, независимо от количества и
порядка предоставления отпусков без сохранения
заработной платы.
3. Изменения законодательства
С 30 декабря 2001г. По 5 октября 2006г. В расчет
стажа для отпуска не включалось время
предоставляемых по просьбе работника отпусков
без сохранения заработной платы
продолжительностью более семи календарных
дней;
С 6 октября 2006г. В расчет стажа для отпуска
включается только время предоставляемых по
просьбе работника отпусков без сохранения
заработной платы, не превышающее 14
календарных дней в течение рабочего года (то
есть все отпуска без сохранения заработной
платы суммируются)
4. В отличие от остальных отпусков, отпуска без
сохранения заработной платы, общая
продолжительность которых превышает 14
календарных дней в течение рабочего года,
«отодвигают» окончание данного рабочего года.
Рабочий год не совпадает с календарным.
Календарный год начинается с 1 января и
заканчивается 31 декабря очередного года, а
рабочий год начинается с первого дня работы
сотрудника в организации и заканчивается
через 12 месяцев непрерывной работы.
Таким образом, у каждого работника свой
рабочий год
5. пример
В рабочем году 12.07.2011 по 11.07.12 работнику, по его просьбе,
были предоставлены два отпуска без сохранения заработной платы:
1-й отпуск – 8 календарных дней;
2-й отпуск – 10 календарных дней;
В сумме отпуска составили 18 календарных дней.
Так как общая продолжительность отпуска без сохранения заработной
платы больше 14 календарных дней, в отпускной стаж включаются
только 14 календарных дней.
Оставшиеся 4 календарных дня(18-14) в отпускной стаж не входят и
«сдвигают» верхнюю границу рабочего года на 4 дня.
Следовательно, последний день рабочего года придется не на
11.07.2012, а на 15.07 2012(11 июля+4 дня).
Право на первый отпуск работник приобретает после 11.01.2012, а
второй отпуск – не с 12.07 2012, а через год и 4 календарных дня, то
есть с 16.07 2012.
6. Фактически, пока работник работает в
данном учреждении, отпуск без сохранения
заработной платы не повлияет на
количество дней ежегодного
оплачиваемого отпуска
Фиксируется только превышение дней
отпуска за свой счет в приказе на
предоставление ежегодного отпуска,
увеличивая продолжительность рабочего
года.
7. пример
Работник принят на работу с 01.09.2009г. Продолжительность ежегодного
оплачиваемого отпуска 28 календарных дней. 01.06.2010– предоставлен
оплачиваемый отпуск на 28 календарных дней.С 29.06.2010 по 31.08 2010– 64
календарных дня – отпуск без сохранения заработной платы.
Рабочий год сдвинется на 50 дней(64-14) и закончится не 31.08.2010, а 20.10.2010.
С 21.10.2010г. Начинается отсчет следующего рабочего года, который должен
закончиться 20.10.2011г., но работник также в летний период берет с 01.06.11–
оплачиваемый отпуск на 28 календарных дней и отпуск без сохранения
заработной платы, с 29.06.2011 по 31.08.2011 – 64 календарных дня – отпуск без
сохранения заработной платы, с 29 рабочий год сдвинется на 50(64-14) и
закончится не 20.10.2011, а 09.12.2011.
Таким образом за два календарных года у работника по календарным датам
сдвигается окончание рабочего года на 100 календарных, и если в течение 6 лет
работник будет брать отпуск без сохранения заработной платы указанной
продолжительности, то на восьмой календарный году него не возникнет право
на предоставление ежегодного оплачиваемого отпуска так как у него не будет
стажа, который дает право на предоставление ежегодного оплачиваемого
отпуска
8. Важно учитывать:
1. При предоставлении продолжительного отпуска без сохранения
заработной платы каждый год в летний период вскоре ежегодный
оплачиваемый отпуск будет предоставляться «авансом»
2. Предоставление такого отпуска должно быть мотивировано
работником в заявлении, т.к. он предоставляется только по
уважительной причине, например, по семейным обстоятельствам.
3. Поскольку в период отпуска за свой счет работник не получает
заработную плату, то и взносы в Пенсионный Фонд не начисляются,
а следовательно время такого отпуска страховой пенсионный стаж
не увеличивает.
4. Предоставление отпусков без сохранения заработной платы по
другим причинам, нежели предусмотрено статьей, в частности,
по инициативе работодателя трудовым законодательством не
предусмотрены.
5. Случай, когда все работники были отправлены в отпуск без
сохранения заработной платы, может быть расценен как нарушение
трудового законодательства.
