In an effort involving six key government agencies in Bahrain, Ordnance Survey International has developed a national 3D data model for the Kingdom. It enables all topographic, cadastral, hydrographic, urban planning, roads, electricity, water, telecom and oil data to be integrated in 3D. The model is based on open geospatial standards and is entirely vendor neutral. A prototype implementation proved that it was easy to connect GIS tools from six different software vendors to a central data model that implemented the data model. Following a comprehensive as-is analysis, a national standards profile utilising relevant ISO, OGC, IHO as well as aeronautical standards, together with implementation best practise, was agreed. This made use of methodologies and guidance suggested by the European INSPIRE initiative. Based on data requirements from all agencies, a comprehensive national model consisting of 136 feature classes was developed and implemented in a non-production database as a reference.
