Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Dalam rangka mewujudkan peranan penting jalan dalam mendorong
perkembangan kehidupan bangsa, sesuai dengan U.U. no. 13/1980 tentang Jalan, Pemerintah
berkewajiban melakukan pembinaan yang menjurus ke arah profesionalisme dalam bidang
pengelolaan jalan, baik di pusat maupun di daerah.
Adanya buku-buku standar, baik mengenai Tata Cara Pelaksanaan, Spesifikasi,
maupun Metoda Pengujian, yang berkaitan dengan perencanaan, pelaksanaan, pengoperasian
dan pemeliharaan merupakan kebutuhan yang mendesak guna menuju ke pengelolaan
jalan yang lebih baik, efisien, dan seragam.
Sambil menunggu terbitnya buku-buku standar dimaksud, buku " Spesifikasi
Lampu Penerangan Jalan Perkotaan " ini dikeluarkan guna memenuhi kebutuhan intern di
lingkungan Direktorat Pembinaan Jalan Kota.

5. SPESIFIKASI LAMPU PENERANGAN JALAN KOTA
I. DESKRIPSI
1.1. Maksud dan Tujuan
Buku Spesifikasi ini dimaksudkan untuk menjadi petunjuk bagi Pembina Jalan
dalam pemasangan dan penempatan/penataan lampu penerangan sebagai pelengkap
jalan kota yang berfungsi sesuai dengan tujuannya. Sedangkan tujuan spesifikasi ini
adalah untuk keseragaman pemasangan dan penempatan/penataan lampu penerangan
jalan kota secara baik, tepat dan benar sehingga dapat diperoleh manfaat secara
maksimal.
1.2. Ruang Lingkup
Ruang lingkup Spesifikasi ini mencakup masalah-masalah sebagai berikut :
- pembahasan teknis seperti : fungsi, dimensi, struktur dari lampu penerangan
jalan.
- penempatan/pemasangan lampu penerangan jalan.
- ketentuan-ketentuan lain tentang lampu penerangan pada jalan-jalan di daerah
perkotaan.
Spesifikasi ini digunakan terutama untuk jalan-jalan perkotaan yang mempunyai
klasifikasi fungsi Jalan Arteri dan Jalan Kolektor.
1.3. Fungsi
Beberapa fungsi dari Lampu Penerangan Jalan antara lain :
- untuk meningkatkan keselamatan dan kenyamanan pengendara, khususnya untuk
mengantisipasi situasi perjalanan pada malam hari.
- memberi penerangan sebaik-baiknya menyerupai kondisi di siang hari.
- untuk keamanan lingkungan atau mencegah kriminalitas.
- untuk memberikan kenyamanan dan keindahan lingkungan jalan.

6. 1.4. Pengertian
a. Lampu Penerangan Jalan
Lampu penerangan jalan adalah bagian dari bangunan pelengkap jalan yang
dapat diletakkan/dipasang di kiri/kanan jalan dan atau di tengah (di bagian
median jalan) yang digunakan untuk menerangi jalan maupun ling kungan di
sekitar jalan yang diperlukan termasuk persimpangan jalan (intersection), jalan
layang (interchange, overpass, fly over), jembatan dan jalan di bawah tanah
(underpass, terowongan).
Lampu penerangan yang dimaksud adalah suatu unit lengkap yang terdiri dari
sumber cahaya (lampu/luminer), elemen-elemen optik (pemantul/reflector,
pembias/refractor, penyebar/diffuser). Elemen-elemen elektrik (konektor ke
sumber tenaga/power supply. dll.), struktur penopang yang terdiri dari lengan
penopang, tiang penopang vertikal dan pondasi tiang lampu.
b. Satuan Penerangan Sistem Internasional
Satuan penerangan sistem internasional yang digunakan adalah sbb :
- Tingkat/Kuat Penerangan (Iluminasi - Lux), didefinisikan sebagai sejumlah
arus cahaya yang jatuh pada suatu permukaan seluas 1 (satu) meter persegi sejauh
1 (satu) meter dari sumber cahaya 1 (satu) lumen.
- Intensitas Cahaya adalah arus cahaya yang dipancarkan oleh sumber cahaya
dalam satu kerucut ("cone") cahaya, dinyatakan dengan satuan unit Candela.
- Luminasi adalah permukaan benda yang mengeluarkan/memantulkan intensitas
cahaya yang tampak pada satuan luas permukaan benda tersebut, dinyatakan
dalam Candela per meter persegi (Cd/m2
)
- Lumen adalah unit pengukuran dari besarnya cahaya (arus cahaya).

7. c. Perbandingan Kemerataan Pencahayaan (Uniformity Ratio)
Uniformity Ratio adalah perbandingan harga antara nilai minimum dengan nilai
rata-rata atau nilai maksimumnya dari suatu besaran kuat penerangan atau
luminasi pada suatu permukaan jalan.
Uniformity Ratio 3 : 1 berarti rata-rata nilai kuat penerangan/luminasi adalah 3
(tiga) kali nilai kuat penerangan/luminasi pada suatu titik dari penerangan
minimum pada permukaan/perkerasan jalan.
d. Pandangan Silau dan Pandangan Silhoutte
- Pandangan Silau adalah pandangan yang terjadi ketika suatu cahaya/sinar
terang masuk di dalam area pandangan/penglihatan pengendara yang dapat
mengakibatkan ketidak nyamanan pandangan bahkan ketidak mampuan
pandangan jika cahaya tersebut datang secara tiba-tiba.
- Pandangan Silhoutte adalah pandangan yang terjadi pada suatu kondisi
dimana obvek yang gelap berada di latar belakang yang sangat terang, seperti
pada kondisi lengkung alinvemen vertikal yang cembung, persimpangan yang
luas, pantulan dari perkerasan yang basah, dll.
Kedua pandangan ini harus diperhatikan dalam perencanaan penempatan
/pemasangan lampu penerangan jalan kota.
e. Sistem Penempatan Lampu Penerangan Jalan
Sistem penempatan lampu penerangan adalah susunan penempatan/penataan
lampu yang satu terhadap lampu yang lain. Sistem penempatan ada 2 (dua)
sistem, yaitu
- Sistem Penempatan Menerus
Sistem penempatan menerus adalah sistem penempatan lampu penerangan
jalan yang menerus/kontinyu di sepanjang jalan/jembatan.

8. - Sistem Penempatan Parsial (setempat)
Sistem penempatan parsial adalah sistem penempatan lampu penerangan jalan
pada suatu daerah-daerah tertentu atau pada suatu panjang jarak tertentu sesuai
dengan keperluannya.
f. Tiang Penopang Lampu
Jenis-jenis tiang penopang lampu penerangan ditinjau dari fungsi dan
penempatannya terbagi menjadi :
- Tiang Penopang Lampu Kaku
Yang dimaksud Tiang Penopang Lampu Kaku adalah tiang yang direncanakan
kaku/tegar sehingga kuat untuk menahan benturan. Penempatan tiang ini
terbatas, kecuali jika tersedia ruang bebas yang cukup lebar atau
dikombinasikan dengan bangunan pengaman jalan.
- Tiang Penopang Lampu Mudah Patah
Yang dimaksud Tiang Penopang Lampu Mudah Patah adalah tiang yang
direncanakan jika tertabrak tidak akan memberikan kerusakan yang fatal.
Penempatan tiang ini sangat luas karena dapat dietakkan pada daerah-daerah
ruang bebas yang sempit.
1.5 Lain-lain
a. Dasar perencanaan yang perlu diperhatikan adalah sebagai berikut :
- Volume lalu-lintas baik kendaraan maupun lingkungan yang berinteferensi
seperti pejalan kaki, sepeda, dll.
- Tipikal potongan melintang jalan, situasi ("lay-out") jalan dan persimpangan
jalan.
- Geometrik jalan seperti alinemen horizontal dan vertikal, dll.
- Tekstur perkerasan dan jenis perkerasan yang mempengaruhi pantulan cahaya
lampu penerangan.
- Pemilihan jenis dan kualitas sumber cahaya/lampu, data fotometrik lampu dan
lokasi sumber listrik.
- Tingkat kebutuhan, biaya operasi, biaya pemeliharaan, dll. agar perencanaan
lampu penerangan efektif dan ekonomis.

9. - Rencana jangka panjang pengembangan jalan dan pengembangan daerah
sekitarnya.
- Data kecelakaan dan kerawanan di lokasi.
b. Beberapa tempat yang memerlukan perhatian khusus dalam membuat desain /
merencanakan lampu penerangan jalan, antara lain :
- Lebar daerah milik jalan yang bervariasi dalam satu ruas jalan.
- Tempat-tempat dimana kondisi lengkung horisontal (tikungan) tajam
- Tempat yang luas seperti persimpangan, interchange. tempat parkir, dll.
- Jalan jalan berpohon.
- Jalan jalan yang mempunyai nilai sejarah untuk keperluan nilai estetis.
- Jalan jalan dengan lebar median yang sempit, terutama untuk pemasangan
lampu di bagian median.
- Jembatan sempit/panjang, jalan layang dan jalan bawah tanah (tero-wongan).
- Tempat-tempat lain dimana lingkungan jalan banyak berinteferensi dengan
jalannya.

Jenis lampu penerangan jalan ditinjau dari karakteristik dan pengunaannya dapat
dilihat pada tabel di bawah ini :

1. Kriteria Perencanaan
a. Penempatan lampu penerangan jalan harus direncanakan sedernikian rupa
sehingga dapat memberikan :
- penerangan yang merata
- keamanan dan kenvamanan bagi pengendara
- arah dan petunjuk (guide) yang jelas
Pada sistem penempatan parsial. lampu penerangan jalan harus memberikan
adaptasi yang baik bagi penglihatan pengendara sehingga efek kesilauan dan
ketidaknvamanan penglihatan dapat dikurangi.
b. Pemilihan jenis dan kualitas lampu penerangan jalan didasarkan efektifitas dan
nilai ekonomi lampu. yaitu - nilai efektifitas (lumen/watt) lampu yang tinggi
umur rencana yang panjang

pertimbangkan dengan pemilihan penempatan lampu penerangan jalan
kombinasi dari cara-cara tersebut di atas dan pada kondisi seperti ini,
pemilihan penempatan Iampu penerangan jalan direncanakan sendiri- sendiri
untuk setiap arah lalu-lintas.

untuk penglihatan siang maupun malam hari.

dll.
