Total 13 SNCUs were approved but only 5 were
operational till 2014.
HR Gaps – 70% gaps in Staff Nurses and 80% in
Pediatrician.
Chhattisgarh is home to 6
lakhs infants. Of every ten
infant deaths, five happens
to be during 1st week of
life SRS (2013).
These deaths are preventable.
Saving neonatal lives in the first week requires
improved coverage and quality care at facilities.
Adopted strategies are:

Special care of LBW and sick neonates
The present initiative, a partnership between
Government, UNICEF and EKAM Foundation aimed
to implement a facility based newborn care initiative
through operationalization of all 13 SNCUs in the
state and ensuring quality of care for sick infants
during the early days of life.

UNICEF entered into a tripartite agreement between NHM and
EKAM Foundation (Chennai) for operationalization and
strengthening of SNCUs in the State.
Under the agreement NHM requested and funded EKAM
Foundation for outsourcing the HR of SNCUs . The agreement
administration cost and salary of the SNCU human resource were
approved and payed by NHM PIP 2014-15.
Objective of the Partnership
Provide quality care to neonates admitted within SNCUs in
Chhattisgarh by filling the gaps in human resources
Improve the quality, maintenance of SNCU equipment and
monitoring of their functioning.

Reinforcement of service delivery and innovations in health
human resources is a key to bring changes in facility based care
for ensuring maternal and new-born health. Presence of expertise
in specialized field like health human resource management
always given an edge and comparative advantage increases the
quality of care.
This partnership is one of the successful mechanisms for
operationalization of SNCU.
To reduce the shortfall state has already initiated the recruitment
of Staff Nurses and Medical Officers through HR agency and they
have been posted in the tribal and LWE affected districts of the
state with differential salary package considering the difficulty of
the location and non-availability of the staff. Through different
agency total 290 staff nurses are recruited and positioned at
District Hospitals and CHCs of 10 districts.
With this partnership total thirteen (13) SNCU made operational in
the state and thus ensuring facility based new-born care in these
districts. Moreover these units are also serving as referral units for
the adjacent district for sick new-born.
