3. Due to the inconsistencies present in the current system
we propose the following idea..
Smart card based Public Distribution System.Any distribuion outlet
in the country will be equipped with a smart card reader and a
computer.the computer will contain a software by which the
amount of grains given to a person,the number of times a person
has used the service,the is the card geniune or not...In short it
aims a full automization of the present system of pulic distribuion
system.
4. The Present System
Food procured from

The food is procured by the
FCI which is a govt. body is
responsible for storing of
food,and distributing it
among PDS outlets
Outlets receive the
food grains,
Distributed among
people after showing
their ration card.
INCONSISTENCIES
FARMERS:
Food is procured at
low rates from
them and even if
their is an increase
in food prices the
profits dont trickle
down to them as
the govt. Decides
the rate
FCI:
In the functioning
of FCI many
malpractices have
been reported.(for
eg:food
wastage),hoarding
PDS Outlets:
PDS outlets often
divert grains meant
for poor to their own
personal use,they
may later sell this
food at normal maket
prices(blackmarkettin
g)
Ration Card:
Since a ration card is
paper based,there
exists a large possibility
of accessing the service
with illegal ration
cards,or they may also
be distributed to
citizens who do not
qualify for the service
5. OUR IDEA
Grains procured
from farmers at
normal market
rates(so that the
farmers are not
undercharged for
their service)
FCI pays the farmers .A calculation is
made on how many users are there
in a particular consituency based on
that Member of Parliament(MPs)
direct the FCI on much grains are
needed in a paricular
consituency.Based on the direction
the FCI distributes the food to
various outlets in a consituency.
On getting the food
grains the PDS outlet
will ask for the smart
card.The card contains
the details of the
person and how much
grains is he/she entitle
to get.The user has to
enter the no.of grains
he has got personally,
the transaction will be
over when the
customer enters his
thumb fingerprint as for
proof.
The information collected from
him goes to the main database of
the system.and gets updated. And
the amt of grains he has taken
will be deducted from the amt he
is entitled to get.
So thereby per
person activity will
be recorded.So a
simple analysis of
the database with
the previous
readings will predict
any malpractice of
the system.

9. Advantages
1.Reduction in possibilty of violation.
2.Since there is a perfect analysis of the data (done by database analysts),any wrong
doing can be predicted by the number of grains sold.
3.Full scale automation of system may predict the number of food grains the country
requires as a result wastage may be curbed(the grains which are produced in excess
may be exported
4.Smart Card reduces the possibilty of ghost cards,cards will only be valid till their date
of expiration which is written on card
