FEMALE SPEAKER: How do you get a policymaker's
attention? It's very simple.
You develop a relationship with that person. Don't wait until
you need something.
Develop the relationship early on.
[MUSIC PLAYING]
FEMALE SPEAKER: Sometimes it's difficult to get issues on
the agenda that are
our issues, that might be an issue that's of interest to a nurse, if
it doesn't align
with the interests and the priorities of that elected official. So
it's really important
to know what their priorities are, what their health issues are
that they're most
interested in. You can usually Google their name. You can get
their official bios.
You can read about the committees that they serve on and the
issues that matter
to them. And look to see whether or not their agenda matches
with yours, or if
there's a way you can leverage your issue into their agenda.
FEMALE SPEAKER: Know exactly what the congressional
members have on
their agenda. And you can get them online, through their local
office, or through
their congressional office in Washington, DC. Find out what
they're interested in.
Find out how you can help them. You need to call them up, or
you need to go
visit the office and find out exactly what is being done.
FEMALE SPEAKER: Call up a state senator and say, I am so-
and-so. I would
like to meet with you. I'm a registered nurse. And I think I may
have something
that you might be interested to talk about.
FEMALE SPEAKER: Do the homework you need to do to get
up to speed, not
just on the issue and a potential solution you may be
advocating, but also their
background so that you can calibrate your conversation with
them in ways that
will resonate for them, that they'll understand and appreciate.
FEMALE SPEAKER: It's often helpful to have what is known as
a policy
entrepreneur. That's a big word that simply says, do you have
anybody who's on
your side or who's really interested or who can continue to work
with your
policymaker when you're out doing your own practice. It could
be a retired
legislator. It could be a current legislator, someone who's
willing to support a bill
and then could perhaps introduce your bill, because only
legislators can
introduce bills. The president cannot, the governor cannot.
That's the purview of
the General Assembly or the Congress.
FEMALE SPEAKER: People want to hear from their
constituents. Ideally, you are
communicating with the people who represent you. So that's
almost always the
first place to start, your elected official, not the one two states
over. That might be
appealing, because you know their name from national news.
And you certainly

can communicate to them. But the voices that often matter the
most, I've found,
are the voices from local communities back home in the district
or the state that
that Senator or Congressman or state legislator represents.
FEMALE SPEAKER: You have to make sure that you are in it
for the long run.
These kinds of political processes and policy issues may take
years. So you say,
oh, my gosh, are you on this forever. Sometimes it seems like it.
It may take one
session of two years. It may take two. It may take five sessions.
But if it's
important enough to you, you need to go.
FEMALE SPEAKER: This particular meeting with the president
was my coming
over to the White House, because he'd asked me to meet with
him. And he
started by saying, Mary, I want to thank you for. And I did what
people probably
never should do and that my mother would have been very
unhappy about my
having done, I interrupted the President of the United States.
And I did that
because I thought I had something more important as a nurse to
tell him than he
had to tell me.
So I had hijacked that meeting with him. And given that
feedback, very quickly
went through those programs that I thought were important for
him to hear about,
told him the impact, speaking as quickly as I am right now to
convey that
message. There is information that nurses are uniquely
positioned, because of
our expertise and our practice, to inform the work of
policymakers. And you don't
ever want to lose that opportunity to do just that, even when
you're talking to the
President of the United States.

Hello Adeduntan,
The utilization of unlawful tobacco and
alcohol has been a long-standing issue in American culture, an
issue that has taken on a specific desperation over the most
recent 30 years. In the mid-1960s, a presidential commission
expressed: ''The worry and the pain of the American individuals
over the national issue of medication misuse is communicated
each day in the papers, the magazines, logical diaries, open
discussions and in the home. It is a genuine and many-faceted
issue" (President's Advisory Commission on alcohol and
tobacco use, 1963:1). In 1971, President Nixon called drugs
abuse, America's open adversary number one. After President
George Bush's broadcast address in September 1989 (his first as
President) on a national medication control procedure, 64
percent of respondents to a New York Times-CBS survey
evaluated sedates as the country's main issue (New York Times,
1990). As one proportion of significance appended to this issue,
in monetary 1992 the government burned through $12 billion on
antidrug endeavors, and state and neighborhood offices together
spent generally a similar sum (White House, 1992).

abuse (Tobacco, Alcohol, and Drug) in today's society. The
first draft of your Agenda Comparison Grid comparing the
impact of the current/sitting U.S. president and the two previous
presidents’ agendas on the healthcare item you selected for
study was well-developed and researched. I look forward to
reading Part 2: Agenda Comparison Grid Analysis, and Part 3:
Fact Sheet or Talking Points Brief in Week 2.

Tobacco and alcohol use in the United States is a
growing concern. It affects not only the individuals who use the
products but society overall. Although tobacco use is legal, it
continues to negatively affect the population. According to the
National Institute on Alcohol and Abuse and Alcoholism
(2018), alcohol used result in about 249 billion in spending in
the United States in the year 2010. Gaining control over this
would help to impact the healthcare system including nursing
care. As nurses we have to care for many patients who suffer
from alcoholism who have to be closely monitored and cared
for. According to the CDC (2019), smoking tobacco can cause
cancer, COPD, diabetes, stroke, and HIV. The government must
take control over these issues which will help to change
healthcare overall. As nurses, we try our best to help our
patients with stopping tobacco use, however, it is a system wide
problem. I think you have done very detailed research on a
widely controversial topic.

Assignment: Agenda Comparison Grid and Fact Sheet or
Talking Points Brief
It may seem to you that healthcare has been a national topic of
debate among political leaders for as long as you can remember.
Healthcare has been a policy item and a topic of debate not only
in recent times but as far back as the administration of the
second U.S. president, John Adams. In 1798, Adams signed
legislation requiring that 20 cents per month of a sailor’s
paycheck be set aside for covering their medical bills. This
represented the first major piece of U.S. healthcare legislation,
and the topic of healthcare has been woven into presidential
agendas and political debate ever since.
As a healthcare professional, you may be called upon to provide
expertise, guidance and/or opinions on healthcare matters as
they are debated for inclusion into new policy. You may also be
involved in planning new organizational policy and responses to
changes in legislation. For all of these reasons you should be
prepared to speak to national healthcare issues making the
news.
In this Assignment, you will analyze recent presidential
healthcare agendas. You also will prepare a fact sheet to
communicate the importance of a healthcare issue and the
impact on this issue of recent or proposed policy.
To Prepare:
· Review the agenda priorities of the current/sitting U.S.
president and the two previous presidential administrations.
· Select an issue related to healthcare that was addressed by
each of the last three U.S. presidential administrations.
· Reflect on the focus of their respective agendas, including the
allocation of financial resources for addressing the healthcare
issue you selected.
· Consider how you would communicate the importance of a
healthcare issue to a legislator/policymaker or a member of
their staff for inclusion on an agenda.

Analysis, and 1-page Fact Sheet)
Part 1: Agenda Comparison Grid
Use the Agenda Comparison Grid Template found in the
Learning Resources and complete the Part 1: Agenda
Comparison Grid based on the current/sitting U.S. president and
the two previous presidential administrations and their agendas
related to the public health concern you selected. Be sure to
address the following:
· Identify and provide a brief description of the population
health concern you selected and the factors that contribute to it.
· Describe the administrative agenda focus related to the issue
you selected.
· Identify the allocations of financial and other resources that
the current and two previous presidents dedicated to this issue.
· Explain how each of the presidential administrations
approached the issue.
(A draft of Part 1: Agenda Comparison Grid should be posted to
the Module 1 Discussion Board by Day 3 of Week 1.)

Using the information you recorded in Part 1: Agenda
Comparison Grid on the template, complete the Part 2: Agenda

addressing the following:

· How do you think your selected healthcare issue might get on
the agenda for the current and two previous presidents? How

Part 3: Fact Sheet or Talking Points Brief
Based on the feedback that you received from your colleagues
in the Discussion, revise Part 1: Agenda Comparison Grid and
Part 2: Agenda Comparison Grid Analysis.
Then, using the information recorded on the template in Parts 1
and 2, develop a 1-page Fact Sheet or Talking Points Brief that
you could use to communicate with a policymaker/legislator or
a member of their staff for this healthcare issue. You can use
Microsoft Word or PowerPoint to create your Fact Sheet or
Talking Point Brief. Be sure to address the following:
· Summarize why this healthcare issue is important and should
be included in the agenda for legislation.
· Justify the role of the nurse in agenda setting for healthcare
issues.
By Day 3 of Week 1
Submit a draft of Part 1: Agenda Comparison Grid to the
Module 1 Discussion Board
Considering the feedback you received in the Module 1
Discussion on Part 1: Agenda Comparison Grid, revise and
further develop Part 1: Agenda Comparison Grid and Part 2:
Agenda Comparison Grid Analysis. Consider how the feedback
you received might influence your Fact Sheet or Talking Points
and revise as necessary.
By Day 7 of Week 2
Submit your final version of Part 1: Agenda Comparison Grid,
Part 2: Agenda Comparison Grid Analysis, and Part 3: Fact
Sheet or Talking Points Brief.

Part 1: Agenda Comparison Grid
Use this Agenda Comparison Grid to document information
about the population health/healthcare issue your selected and
the presidential agendas. By completing this grid, you will
develop a more in depth understanding of your selected issue
and how you might position it politically based on the
presidential agendas.
You will use the information in the Part 1: Agenda Comparison
Grid to complete the remaining Part 2 and Part 3 of your
Assignment.

Tobacco and Alcohol Use
Describe the Population Health concern you selected and the
factors that contribute to it.
According to CDC, approximately, 85,000 death occur each year
in the United States are attributed to alcohol abuse and 5,000
infants are born each year with fetal alcohol syndrome. So, also,
approximately, 440,000 deaths occur each year that attributed to
cigarette smoking, which makes it leads preventable cause of
death in the United States.

Describe the administrative agenda focus related to this issue

August 29th, 2018, President Donald Trump announced $90.9
million in grants to 731 local drug prevention coalitions. The
grants will provide local community coalitions funding to
prevent youth substance use, including prescription drugs,
marijuana, tobacco, and alcohol. (The White House 2018).
President Obama declared “The Family Smoking Prevention and
Tobacco Control Act” In the year 2009 also provides FDA with
regulatory authority to regulate marketing and promotion of
tobacco products and set performance standards for tobacco
products to protect the public health.
December 2014, The Obama administration remains steadfast in
its commitment to reduce drug use and its consequences—and
we know that the best way to reduce drug use is to prevent it
from ever starting.

Alcohol and Drug Addiction Recovery Month, 2016.

Our Nation is committed to the health and well-being of our
youth. On Child Health Day, we reaffirm our commitment to
helping children develop good nutrition habits and active
lifestyles, so that they can grow into healthy and productive
adults ("Child Health Day, 2007," 2007).
Children today face many risks, such as alcohol and drug use,
obesity, smoking, and other dangers. As parents and role models
to America's youth, we have a responsibility to teach them
about the importance of healthy behavior, daily exercise, and
good nutrition.

current and two previous presidents dedicated to this issue.

ONDCP Deputy Director James W. Carroll hosted a roundtable
discussion with DFC grant awardees and Youth Representatives
at the White House.
President Barack Obama proposed investing $1 billion to
expand access to treatment for prescription opioid misuse and
heroin use. He continued to urge the Congress to fund treatment
like he have proposed -- because if they fund these efforts, we
can help more individuals across our country seek help,
complete treatment, and sustain recovery.
The President proposed a three-year, $150-million initiative to
help youth at risk of gang influence and involvement. Through
grants to faith-based and community organizations targeting
youth ages 8-17, the initiative will help some of America's
communities that are most in need. These organizations will
provide a positive model for youth - one that respects women
and rejects violence.
Explain how each of the presidential administrations
approached the issue.
President Donald Trump said he will continue to provide grants
to the DFC Program for the community coalitions to strengthen
the infrastructure among local partners to create and sustain a
reduction in local youth substance use.
President Obama said he will continue urging the Congress to
fund treatment like I have proposed -- because if they fund
these efforts, we can help more individuals across our country
seek help, complete treatment, and sustain recovery.

President George W. Bush addressed the issue of alcohol and
tobacco use in the population by focusing on young adult and
supporting organization that provide positive model to youth.

  • 1. Setting the Agenda © 2018 Laureate Education, Inc. 1 Setting the Agenda Program Transcript FEMALE SPEAKER: How do you get a policymaker's attention? It's very simple. You develop a relationship with that person. Don't wait until you need something. Develop the relationship early on. [MUSIC PLAYING] FEMALE SPEAKER: Sometimes it's difficult to get issues on the agenda that are our issues, that might be an issue that's of interest to a nurse, if it doesn't align with the interests and the priorities of that elected official. So it's really important to know what their priorities are, what their health issues are that they're most interested in. You can usually Google their name. You can get their official bios. You can read about the committees that they serve on and the issues that matter to them. And look to see whether or not their agenda matches with yours, or if there's a way you can leverage your issue into their agenda. FEMALE SPEAKER: Know exactly what the congressional
  • 2. members have on their agenda. And you can get them online, through their local office, or through their congressional office in Washington, DC. Find out what they're interested in. Find out how you can help them. You need to call them up, or you need to go visit the office and find out exactly what is being done. FEMALE SPEAKER: Call up a state senator and say, I am so- and-so. I would like to meet with you. I'm a registered nurse. And I think I may have something that you might be interested to talk about. FEMALE SPEAKER: Do the homework you need to do to get up to speed, not just on the issue and a potential solution you may be advocating, but also their background so that you can calibrate your conversation with them in ways that will resonate for them, that they'll understand and appreciate. FEMALE SPEAKER: It's often helpful to have what is known as a policy entrepreneur. That's a big word that simply says, do you have anybody who's on your side or who's really interested or who can continue to work with your policymaker when you're out doing your own practice. It could be a retired legislator. It could be a current legislator, someone who's willing to support a bill and then could perhaps introduce your bill, because only legislators can introduce bills. The president cannot, the governor cannot.
  • 3. That's the purview of the General Assembly or the Congress. FEMALE SPEAKER: People want to hear from their constituents. Ideally, you are communicating with the people who represent you. So that's almost always the first place to start, your elected official, not the one two states over. That might be appealing, because you know their name from national news. But the voices that often matter the most, I've found, are the voices from local communities back home in the district or the state that that Senator or Congressman or state legislator represents. FEMALE SPEAKER: You have to make sure that you are in it for the long run. These kinds of political processes and policy issues may take years. So you say, oh, my gosh, are you on this forever. Sometimes it seems like it. It may take one session of two years. It may take two. It may take five sessions. But if it's important enough to you, you need to go. FEMALE SPEAKER: This particular meeting with the president was my coming
  • 4. over to the White House, because he'd asked me to meet with him. And he started by saying, Mary, I want to thank you for. And I did what people probably never should do and that my mother would have been very unhappy about my having done, I interrupted the President of the United States. And I did that because I thought I had something more important as a nurse to tell him than he had to tell me. So I had hijacked that meeting with him. And given that feedback, very quickly went through those programs that I thought were important for him to hear about, told him the impact, speaking as quickly as I am right now to convey that message. There is information that nurses are uniquely positioned, because of our expertise and our practice, to inform the work of policymakers. Gaining control over this would help to impact the healthcare system including nursing care. As nurses we have to care for many patients who suffer from alcoholism who have to be closely monitored and cared for. According to the CDC (2019), smoking tobacco can cause cancer, COPD, diabetes, stroke, and HIV. The government must take control over these issues which will help to change healthcare overall.
