The following Notification shall be published in the Andhra Pradesh Gazettee:
NOTIFICATION
In exercise of the powers conferred by the proviso to article 309 of the
constitution of India and in supersession of the Special Rules issued in G.O. Ms. No.
3401, Development Department, dated. 30-8-1950 by the composite Madras State and
the Special Rules issued and in G.O. Ms. No. 578, General Administration Department,
dated 12-5-1961 in so far as they relate to Sericulture Wing ( Class XI), as amended
subsequently from time to time, the governor of Andhra Pradesh hereby makes the
following special Rules for the Andhra Pradesh Sericulture Subordinate Service.
RULES
1.Short Title:
These rules may be called the Andhra Pradesh Sericulture Subordiante Service
Rules.
2. Constitution:
The Service shall consist of the following categories of posts.

3. Method of appointment and appointing authority:
Subject to the other provisions in these rules, the method of appointment and
appointing authority for the several categories shall be as follows:

Note (1) :
(a) : 30% of the number of substantive vacancies in the categories of Inspector of
Sericulture and Assistant Inspector of Sericulture ( Categories (1) and (2) of Class (A)
shall be filled by Direct recruitment.
(b) : Appointments, other than by direct recruitment to the posts of Inspector of
Sericulture shall be made by promotion of Assistant Inspector of Sericulture, Weaving
Assistant, Reeling Assistant and Processing Assistant from a combined seniority list of
these four categories.
Note (2) : 50% of the number of substantive vacancies in the category of Farm Foreman
( Grade II ( Category (4) of Class A ) shall be filled by Direct recruitment.
Note (3) : The category of Farm Foreman, Grade I and Sericulture Demonstrator shall,
on vacation of the existing posts by the present incumbents be converted into Farm
Foreman, Grade II ( Category (4) of Class A )
4. Reservation of appointment:
( a ) The rule of special representation ( General Rule 22) shall apply to
appointments by direct recruitment to the various categories in this service except in so
far as it relates to appointment of physically handicapped persons.
( b ) (i) In the matter of appointment by direct recruitment to the following posts
for which women are better suited than men, preference shall be given to women in
terms of sub-rule (1) of rule 22-A of the Andhra Pradesh State and Subordinate Services
Rules.
1. Operatives
In the reeling, Weaving and Processing units2. Farm Foreman
3. Assistant Inspectors
4. Inspectors of Sericulture
Provided that such absolute preference to women shall not result in total
exclusion of men in any category of posts.

(ii) In the matter of appointment by direct recruitment to the following posts for
which men and women are equally suited, other things being equal, preference shall be
given to women and they shall be selected to an extent of at least 30% of the posts in
each category of O.C., B.C., S.C., and S.T quota in terms of sub-rule (2) of rule 22-A of
the Andhra Pradesh State and Subordinate Services Rules.
Provided that if sufficient number of women candidates are not available such
vacancies may be filled by men candidates.
5. Qualifications:
No person shall be eligible for appointment to the category specified in column
(1) of the Annexure by the method specified in the corresponding entry in column (2)
unless he possesses the qualifications specified in the corresponding entry in column (3)
thereof.
6. Age:
No person shall be eligible for appointment by direct recruitment if he has
completed 28 years of age on the first day of July, of the year in which the notification for
selection is made.
7. Minimum Service:
No person shall be eligible for appointment by promotion unless he is an
approved probationer and has put in not less than three years of service in the category
from which promotion is made.
8. Probation:
(a) Every person appointed by direct recruitment to any of the posts shall from the
date of commencement of probation, be on probation for a period of two years on
duty within a continuous period of three years.
(b) Every person appointed to any of the posts by promotion shall, from the date on
which he commences probation be on probation for a total period of one year on
duty within a continuous period of two years.
9. Training:
(a) Every person appointed by direct recruitment to the categories of Inspector of
Sericulture, Assistant inspectors of Sericulture and Farm Foreman Grade II shall
under go training as indicated below:
1. Inspector of Sericulture:
Training for a period of 15 months in Central Silk Board Training Institute at Mysore /
Berhampur / Ranchi.
2. Assistant Inspector of Sericulture:
P.G.D.S. training for a period of 15 months in Central Silk Board Institution.
3. Farm Foreman Grade II:
Short term training course for a period of 6 months in Central Silk Board Institution.

Note:
(a): During the period of training in order to see that the work does not suffer, a
leave reserve will be necessary. The Department has to obtain sanction of Government
for creating such a reserve as part of the cadre.
(b): Every person appointed by direct recruitment shall before the
commencement of training, execute an agreement bond that he shall serve the
department for a period of three years after the completion of training referred to in Sub-
rule (a).
He will be liable to refund to the Government the pay and allowances or other
remuneration received by him in addition to the amount spent by the government on his
training.
(i) If he fails to serve the Department for a period of three years after the
completion of his training for any reason, or
(ii) If he discontinues the training or is discharged from the training course for
misconduct or any other reason or
(iii) If he secures any other employment, elsewhere than under the State
Government
( c ): The period of training shall count for purposes of probation, increment, leave
and pension.
( d ): A direct recruitment who is selected and appointed shall be eligible during the
period of training for the initial pay of the post with the usual allowances admissible at
the place of training.
10. Tests:
( a ) Every person appointed by direct recruitment to the categories of Inspector
of Sericulture and Assistant Inspector of Sericulture shall pass the Accounts Test for
Subordinate officers Part I within the period of probation.
( b ) Every person appointed by direct recruitment to the category of Farm
Foreman, Grade II shall pass the Sericulture Departmental Test within the period of
probation.
11. Unit of appointment:
For purposes of recruitment, appointment, discharge for want of vacancy,
reappointment, Seniority, promotion, transfer and posting and appointment as full
member to the post specified in column (2) of the Table below, the unit of appointment
shall be specified in column (3) thereof.

NOTIFICATION
In exercise of the powers conferred by the proviso to Article 309 of the
Constitution of India, the Governor of Andhra Pradesh hereby makes the following
amendments to the Special rules for Andhra Pradesh Sericulture Sub-ordinate Service
issued in G.O. Ms. No. 4 housing (S) Department, dt. 13-11-1990.
AMEMDMENTS.
In the said rules:-
1. To rule 9 the following proviso shall be added at the end, namely:-
“Provided that the persons possessing Post-Graduate Diploma in Sericulture or
Master’s Degree or Bachelor’s Degree in Sericulture from any recognized university
or Institution shall not be required to undergo the above training programme.”
2. In column (3) of the Annexure relating to qualifications:
(a) (i) For the entry against direct recruitment in column (2) of category-I,

Inspector of Sericulture in column (1), the following shall be substituted,
namely:--
“ Must possess a Master’s degree in Sericulture or Botany or Zoology as
subjects of study or a Bachelor’s degree in Agriculture from any
University established or incorporated by or under a Central Act or
Provincial Act or a State Act or an Institution recognized by the university
Grants Commission.
Preference shall however be given to candidates possessing Master’s
degree in Sericulture or holding Post Graduate Diploma in Sericulture
from any recognized University or Institution as an additional
qualification.”
(ii) For the entry against promotion from the category of Assistant Inspector
of Sericulture in column (2), the following proviso shall be substituted
namely:--
“ Must have passed Sericulture Department Test, Part – II:
Provided that the persons possessing Master’s Degree/Bachelor’s
Degree in Sericulture or Post Graduate Diploma in Sericulture / Short
Term Course in Sericulture from any recognized University or an
Institution shall not be required to pass this test.”
(b) (i) For the entry against direct recruitment in column (2) of Category -2,
Assistant Inspector of Sericulture in column (1), the following shall be
substituted, namely:--
“ Must possess Bachelor’s Degree in Sericulture or Bachelor’s Degree
with Botany, and Zoology as subjects of study or Bachelor’s degree in
Agriculture from any recognized University in India established or
incorporated by or under a Central Act, or Provincial Act or State Act or
an Institution recognized by the University Grants Commission.
Preference shall however, be given to candidates possessing Bachelor’s
degree in Sericulture or holding Post Graduate Diploma in Sericulture,
from any recognized University or an Institution as an additional
qualification.”
(ii) For the entry against promotion in column (2), the following shall be
substituted, namely:--
“ Must have passed Sericulture Department Test Part – I:
Provided that the persons possessing Bachelor’s Degree in Sericulture /
Post Graduate Diploma in Sericulture / Short Term Course in Sericulture
shall not be required to pass this test.”
( c ) For the entry against direct recruitment in column (2) of category – 4,
Farm Foreman, Grade-II in column (1), the following shall be substituted,
namely:--
“ Must possess a B.Sc., degree in Sericulture or B.Sc. degree with
Botany, Zoology and Chemistry as subjects of study from any
recognized University established or incorporated by or under a Central
Act or Provincial Act or a State Act or an Institution recognized by the

University Grants Commission.
Preference shall however be given to candidates possessing Bachelor’s
Degree in Sericulture or holding a Post Graduate Diploma in
Sericulture / Short Term Course in Sericulture, as an additional
qualification.”
(d) For the entry against promotion in Column-2 of category –IV, Farm
Foreman – II in column –I, the following shall be substituted namely:--
(a) Must have passed X th class examination or its equivalent
examination.
(2) Must have passed the Sericulture Department Test Part-I
Provided that persons possessing B.Sc., Sericulture or holding a PGDS /
STC in Sericulture shall not be required to pass this test.
(e) For the entry against direct recruitment in column (2) of category – 6,
Operative in column (1) the following shall be substituted, namely:--
“ Must have passed VIII class examination with practical experience in
units of the Department of Sericulture in Andhra Pradesh atleast for a
period of one year or must have passed the Vocational Course in
Sericulture conducted by the Andhra Pradesh Intermediate Board “.
(3) In the references quoted in the G.O. 1st
read above, G.O. Ms. No. 120,
Industries Department, dt. 9-3-1989 shall also be read as item No. 10.

Service.
Government have decided to declare the post of Inspector of Sericulture as
Gazetted. Therefore the Inspector of Sericulture is included in these Rules, by deleting
the same from A.P. Sericulture Subordinate Service Rules issued vide reference 9th
and
10 read above.

Note 1: (a) Thirty percent of the number of substantive vacancies in the category of
Asst. Director of Sericulture ( Category 5 (b)), Inspector of Sericulture
( Category 6) shall be filled by direct recruitment.
(b) Appointment to the category of Asst. Director of Sericulture, other than
by Direct recruitment shall be made by promotion from the Inspector of
Sericulture
( c) Appointment to the category of Inspector of Sericulture, other than by
Direct recruitment shall be made by appointment by transfer of Asst.
Inspector of Sericulture, Weaving Asst., Reeling Asst., and Processing
Asst. from combined seniority list of these four categories in the A.P.
Sericulture Subordinate Services.
Provided that not withstanding anything contained in this rules, the
seniority of a person appointed as Assistant Director of Sericulture and
Inspector of Sericulture shall be governed by the provisions of General
Rule 33 of the Andhra Pradesh State and Subordinate Service Rules in
the respective categories.
Note 2: For purposes of appointment by transfer of Superintendent in the A.P.
Ministerial Service the Sericulture Department to the post of Assistant
Director of Sericulture ( Non-Technical), a common seniority list of all
Superintendents in the Directorate and the subordinate offices shall be
prepared.
4. RESERVATION OF APPOINTMENT:
The Rules of Special Representation ( General Rule 22) shall apply to
appointments by direct recruitment to the category of Assistant Director of Sericulture,
( Category 5 (b), and Inspector of Sericulture ( Category 6) provided that no reservation
shall be made for physically handicapped persons. In the matter of direct recruitment to

the post of Asst. Director of Sericulture ( Category 5 (b) and Inspector of Sericulture
( Category 6), there shall be reservation to women to an extent to 33 1/3 of the posts in
each category of O.C., BC-A., BC-B, BC-C., BC-D, SC, ST provided that no reservation
shall be made for physically handicapped persons.
Provided further that where suitable women candidates do not come up for
selection to the required extent, the vacancies shall be filled by men candidates.
5. QUALIFICATION:
No person shall be eligible for appointment to the categories specified in column
(1) of the annexure to these rules, by the method specified in column (2), unless he
possesses the qualifications specified in the corresponding entry in column (3) thereof.
6. AGE:
No person shall be eligible for appointment by direct recruitment, if he has completed
28 years of age on the first day of July of the year in which the notification for selection is
made.
7. MINIMUM SERVICE:
No person shall be eligible for appointment by transfer or promotion unless he has
put in not less than three years of service in the category from which promotion or
transfer is made.
8. PROBATION:
a). Every person appointed by direct recruitment to any of the posts shall, from the
date on which he joins duty, be on probation for a total period of two years on
duty within a continuous period of three years.
b). Every person appointed either by promotion or by transfer shall, from the date on
which he joins duty, be on probation for a total period of one year on duty within a
continuous period of two years.
9. TRAINING:
a). Every person appointed by direct recruitment to the post of Asst. Director of
Sericulture and Inspector of sericulture shall undergo, immediately after
appointment, a course at training centers run by the Central Silk Board at Ranchi
or Mysore or Berhampur for a period of 15 months.
Provide that the persons possessing post graduation diploma in Sericulture (or)
Master degree (or) Bachelor degree in Sericulture from any recognized university
(or) Institute shall not be required to undergo the above training programme.
b). Every person appointed direct recruitment shall, before the commencement of
training, execute an agreement bond that he shall serve the department for a
period of three years after the completion of training referred to in sub-rule(a).
He will be liable to refund to the Government the pay and allowances or any
other remuneration received by him in addition to the amount spent by the
Government on his training.
i). If he fails to serve the Department for a period of 3 years after the completion
of his training for any reason; or

ii). If he discontinuous the training or is discharged from training course for
misconduct or any other reason; or.
iii). If he secured any other employment elsewhere than under the state
Government.
c). The period of training shall count for purposes of probation, increments, leave
and pension.
d). A direct recruite shall be eligible, during the period of training, for the initial pay of
the post with usual allowance admissible at the place of training.
10. TESTS:
a). Every person appointed by direct recruitment to the post of Asst. Director of
Sericulture and Inspector of Sericulture shall pass the Accounts test for
Executive officers, within the period of probation.
Provided that the persons who have been holding the post of Inspector of
Sericulture on the date of notification shall pass the Accounts test for Executive
Officer with in (2) years from the date of issue of these rules, failing which their
increments shall be stopped without cumulative effect.
11. TRANSFERS AND POSTINGS:
The Director shall be competent to transfer persons in the category of Asst.
Directors and Inspector of Sericulture and in respect of all other categories the
Government shall affect the transfers and postings.
12. UNIT OF APPOINTMENT:
For the purposes of recruitment, appointment, discharge for want of vacancy,
reappointment, seniority, promotion, transfer and posting and appointment as full
member to the post of Inspector of Sericulture, the unit of appointment shall be
as specified below:
Zone-I. Comprising, Srikakulam, Vizianagaram and Visakhapatnam
Zone-II Comprising of East Godavari, West Godavari and Krishna Districts.
Zone-III Comprising Guntur, Prkasam and Nellore districts.
Zone-IV Comprising Chittoor, Cuddapah, Anantapur and Kurnool Districts.
Zone-V Comprising Adilabad, Karimnagar, Warangal and Khammam districts.
Zone-VI Comprising Hyderabad, Nizamabad, Mhaboobnagar, Medak, Nalgonda
and Ranga Reddy districts.
