Which vision of the field persons? Systemic Approach: Richness of the information. How to deal with the complexity and the quantity of the resources? Wish to work on all the actors and sectors through a territorial approach. Approach Experimental and pilot approach, suited to the territorial particularities and participative actors. 3 workshops in 4 ½ days. Remarks The enterprises are often outside the definition. The social context of the applicant has an impact on the social operator as well as on the enterprise. The employability does not only take the individual competences into account but also the collective working conditions. Involve the operational persons. The financers does not consider themselves as actors. Times are different. => Involve the deciders Difficulty of transmission towards the operational persons because the actors of the vision are not the ones whom make it operational. Need to target the pilot of the action: well defined mission, regular evaluations, good coordination, legitimacy. Difficulty to mobilise the private. Gap between the needs formulated by the actors and the answers from the teaching and formation world..

The interest of an eco-construction approach 4 - Discussion Guénaël DEVILLET– Université de Liège Diffusion spatiale des réseaux d’entreprises multi-établissements de la grande distribution spécialisée Salerno 4-7 nov 2009 The eco-construction as a leverage of the social and economic development New bearing channels (materials supplier, construction enterprises,etc.) On the analysed territory, possibilities to welcome new enterprises and new industries. Employment creation are possible for each level of competences (manual activities, engineering, etc.)Or even the creation of new jobs. The eco-construction can catalyse a channel and needs hence to prepare suitable formation programs… New formation channels for the unemployed persons and for the enterprises as well.

The interest of an eco-construction approach 4 - Discussion Guénaël DEVILLET– Université de Liège Diffusion spatiale des réseaux d’entreprises multi-établissements de la grande distribution spécialisée Salerno 4-7 nov 2009 The eco-construction makes it possible to guide housing (dwelling) programs notably for weakened populations (low incomes, etc.) Stake = accessible housing for everybody. Buildable areas are rare. Face the land pressure – develop projects aiming at social property opposed to speculatory real estate investment. The eco-construction can allow a part of self-construction and reduce the costs to have access to housing and energy. Better responsibility of the environment and a feeling of belonging to his territory. The social dwellings built and renovated with the eco-construction techniques involve an long term investment strategy  less energy spendings because better isolation  avoid palliative and expensive politics  Allow an including instead of excluding territory

Conditions of success 4 - Discussion Investment considered on the long term Depends on a political wish to heightening public awareness to build and reniew in an other way and implies that the deciders themselves show the example notably for the public buildings Administrations have to give more bylaws flexibility notably to allow a mutualisation of community services  also encourage the social links, more collective. Validate the competences of the innovation bearer which aren’t big public organisms. - Today, in North Luxembourg, it’s the social economy which has this know-how! What about the positioning of the formation operators in the field of the professional qualification - Cross the expertise, integrate the eco-construction within the academic channels and use foreign expertises. Tracks… 4 - Discussion Work more on the link with private enterprises Work on the question of values (instead of a thematic or sectorial approach) Through the education, the culture and the formation, through the eco-construction channels, assertion of the stakes of a territorial eco-development! Possibility of creation of label Social, economic, environmental and cultural choices become consistent society choices: Crossing at the same time of the thematics of the services to the citizens, of the tourism and of a new economy (because it increases the sense of solidarity) The tourism development is not excluding from the development of an industry.
