Offshore drilling is the process of drilling through the seabed to explore and extract petroleum deposits beneath the seafloor. It involves using seismic surveys to locate potential oil deposits, drilling holes hundreds to thousands of feet below the seabed using metal casing and drill pipes, and extracting oil through the wells. Offshore drilling poses environmental risks like oil spills that can harm ocean life and pollute shorelines if not properly regulated. Unconventional drilling methods allow drilling at angles and laterally to access more oil.
The document discusses the environmental impacts of offshore oil drilling and oil spills. It describes the multi-step process of locating and drilling for offshore oil reserves, which includes seismic surveying that uses sound waves to map underground resources but can harm marine mammals. Offshore drilling produces toxic waste waters and cuttings that pollute the environment. Major oil spills like the Deepwater Horizon and Exxon Valdez disasters caused widespread damage to wildlife like birds, sea turtles, and marine mammals from oil coating and ingestion. Oil pollution has long-lasting impacts by persisting in the environment and disrupting food webs.

The Deepwater Horizon oil rig exploded in the Gulf of Mexico 1,500 meters below the surface and 66 km off the coast of Louisiana, killing 11 workers. Over the next 36 hours, the rig burned and eventually sank, leaving a damaged wellhead that was leaking oil into the Gulf. For months, oil gushed from the wellhead at an estimated rate of up to 40,000 barrels per day, spreading across 1,500 square km of the Gulf and reaching the coasts of Louisiana, Florida, and elsewhere in the Gulf region due to ocean currents. The well was finally capped on July 15, over 80 days after the initial explosion.

World Rig Forecast Long Term Trends (full description)
The World Rig Forecast: Long-Term Trends Report is published twice annually – March and September. The last report to be published
was the March 2008 edition; the next report will be dated September 2008 and is expected to be published in early October. The report is
focused on providing demand and day rate forecasts for (as well as a review of recent history and the current state of) the global mobile
offshore drilling rig market worldwide. Specifically, the report covers the jackup, semisubmersible and drillship markets in six geographic
regions that account for the bulk of offshore drilling activity: Africa (West and South), Asia-Pacific, Latin America, Mediterranean/Middle
East, Northwest Europe/Canada and the US Gulf of Mexico. More details on these regional designations can be provided if necessary.
The report is presented in a total of twelve content sections as well as an executive summary. A summary of the content sections is provided
below. Please note that the term “floaters” refers to semisubmersibles and drillships combined. The term “MODU” refers to any mobile
offshore drilling rig – specifically, any jackup, semisubmersible or drillship.
Report Contents, By Section
Apparent Demand: Provides an overview of contracted demand in the jackup and floater markets separately, as well as for the global MODU
market. Summaries are provided both by demand type (commitments, options, tenders or plans) as well as by region.
Forecasted Demand: Provides global and regional summaries of demand forecasts (as well as history) for jackups, floaters and total MODUs.
Demand forecasts are shown using three outlooks corresponding to high-, mid- and low-case commodity prices. The mid-case
corresponds to NYMEX futures prices at an earlier time in the year (usually two months prior to publication). High- and low-case price
series are constructed around the mid-case based on current price levels. Deviations that appear in the March 2008 report are USD 20
per barrel and USD 2.50 per million Btu at the end of the forecast period for crude oil and natural gas prices, respectively.
Supply: Presents an overview of visible MODU supply. Please note that the report does not contain supply forecasts (including forecasts of
attrition). In addition to providing jackup and floater supply by water depth category and region (historically), this section provides details
on many newbuild specifications including rated water depth, variable deckload and expected delivery date.
Market Balance: Presents a comparison of jackup and floater market balance globally, as well as by region.
Day Rates: Provides forecasts of day rates across major market categories. The term “market category” refers to the intersection of jackup
versus floaters and the regional market categories. Please see the attached table of contents and list of tables and charts for more
details.
Macroeconomics: Provides an overview of global macroeconomics as it applies to the global MODU market including details on oil and
natural gas prices used in the forecasts.
(Six) Regional Markets: Each provides an overview of (i) the history of the jackup and floater markets in the region, (ii) short-term outlook for
the regional jackup and semisubmersible market including relevant news, (iii) region-specific balance between demand forecasts and
visible supply allocation and (iv) a summary of recent and near-term field development activity and its impact on the regional rig markets.
Demand forecasts are provided for the period ending eight years from the end of the publication year (i.e., the June and December 2008
reports forecast demand to the end of 2016). Day rate forecasts are provided for a period of four years (i.e., March 2008 forecasts go to
mid-2012 and September 2008 forecasts will go to the end of 2012). Visible supply figures are shown for the entire demand forecast
period.
