  tended to select indigents who were
  physically nearer to them, to the
  detriment of those living further away
• O = to compare two groups of
  indigents selected by two different
  community organizations

METHODS
• Sample = spatially and socially representative of
  the population of indigents
• Each indigent person’s geographic location : GPS
• Hydrographic network, the roads and trails
  network, the administrative boundaries, and the
  locations of villages
• Spatial analysis methods :
  – concentrations of indigents, distance from the health
    centres, geographic distribution
RESULTS
Density of the indigents
selected by the VSCs
• Distributed without
  following any particular
  logic

  road network : a
  determinant for the largest
  concentrations

• Further studies, taking into account
  other characteristics such as indigents’

  refine the analyses
• Confirmed the efforts undertaken to
  overcome the geographical barrier to
  access

• VSCs :
  –villagers’ good knowledge of one
    another
  –indigent selection process that did not
    take into account distance from the CSPS
• COGES :
  –Select people who were geographically
    nearest to the HC
FUTURE STUDIES
• Utilitarian standpoint : maximize the
  benefit of this exemption for the worst-off
• COGES members did not know all of the
  inhabitants of all of the villages
• Some villages were simply not represented
  because the COGES elections are not
  always entirely democratic or
  representative
CONCLUSION
Selection by the village committees was :
• more socially appropriate
• more likely to capture those in greatest
  need
• more effective from a geographic
  standpoint
COGES validation step could be eliminated
and the selection essentially entrusted to
the village committees ???
