• Director of Hedgepeth Research Group from 2001 to 2008, conducting research studies in
transportation and logistics technology.
• President and CEO of Hedgepeth Transport, 2006 to 2010, a trucking company, running daily flat
bed and refrigeration contracts to the US Army Commissary Agency and private business needs.
• GRC International, Inc., Vienna, VA, 1997-2001. Title: Principal Investigator. Developed
requirements for $20,000,000 Army contract on logistics data management.
• Office of the Deputy Under Secretary of the Army for Operations Research (DUSA-OR),
Department of the Army, The Pentagon, Washington, DC, 1995-1997. Title: Senior Scientist.
Oversight of $22,000,000 annual research grant for a Federally Funded Research and
Development Center.
• U.S. Army Training and Doctrine Command (TRADOC), Deputy Chief of Staff for Simulations and
Analysis, Fort Monroe, VA, 1989-1995. Title: Chief, TRADOC Research Office. Oversight for all US
Army research grants and coordinator for research grant programs with RAND.
• U.S. Army Combat Support Command, Operations Research Directorate, Fort Lee, VA, 1984-
1989. Title: Chief, Artificial Intelligence Center for Logistics [a.k.a. Knowledge Engineering Group
(KEG) for Army Logistics]. Developed a series of first ever expert systems to management
logistics programs for the US Army. Developed a grant based funding system to support the
program.
• Deputy Under Secretary of the Army for Operations Research, Army Models Management Office
(AMMO), Fort Leavenworth, KS, 1981-1984. Title: Principal Scientific Advisor for AMIP Data
Management. Developed the first data base management system for all DOD data being used
for Army models, simulations and wargames.
ACADEMIC EXPERIENCE
• Since March 2014, Program Director for Government Contracting and Acquisitions.
• From 2011 to 2014, Program Director of the Reverse Logistics Management Department at
AMU/APU
• From 2010 to 2011 was Program Director of the Transportation and Logistics Department at
AMU/APU
• From 2001 to 2010, taught face-to-face and online courses as a tenured Associate Professor and
Chair (for five years) at UAA.
• From 2001 to 2006, taught graduate project management, engineering economics and logistics
courses each summer in Finland and Russia as part of a $1M grant from Department of Labor.

INTELLECTUAL CONTRIBUTIONS
• Currently developing the first (in the US) totally online Batchelor’ s degree and MBA
concentration in Government Contracting and Acquisitions for American Public University (APU).
• Developed first (in the US) Batchelor and Master’s degree programs in Reverse Logistics
Management at American Public University.
• Published the first book on RFID data analysis, RFID Metrics, 2007, CRC Press.
• Obtained $1,000,000 grant and developed the first Graduate Online Certificate in Supply Chain
Management at University of Alaska Anchorage (UAA) in collaboration with University of Hawaii
and University of Nevada.
• Obtained $3,000,000 grant and eestablished a graduate degree in logistics at three Russian
universities while at the University of Alaska Anchorage.
• Published in numerous peer reviewed proceedings, journals and trade magazines.
• Interviewed and testified as expert witness before technology the Alaska legislature on limits of
RFID technology.
• Completing book chapter in technology use in transportation management.
• Continuing research with NASA Ames and private company on hybrid aircraft.
