Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

e alle sue ripercussioni sul territorio di San Severino Marche

Preambolo.
Commento alla sentenza 566/2014 del TAR delle Marche: San Severino Marche-Regione Marche e altri
contro il decreto n. 1/VAA del 4.1.2013 e successivi con cui la Regione Marche esprimeva giudizio
positivo di compatibilità ambientale (VIA) in relazione al progetto di ammodernamento e potenziamento
dell’impianto di produzione del cemento della Sacci S.p.a..
I giudici del TAR, nel rigettare l’istanza dell’amministrazione di San Severino Marche, affermano che sono gli
avvocati stessi del comune di San Severino M. ad asserire che il vento da sud-ovest ha una frequenza del
12,9%, e che non potrebbe quindi essere considerata prevalente; di conseguenza, secondo gli stessi
giudici, se l’87,1% spirasse dalle altre direzioni, allora dovrebbero essere chiamati in causa come interessati
tutti i comuni del circondario, e non solo San Severino, con un conseguente aggravio esagerato di spesa
senza la sussistenza di esigenze specifiche che facciano differenziare San Severino dagli altri comuni.
In definitiva i giudici hanno sentenziato che la posizione di San Severino non sarebbe né particolare né
peggiore rispetto a quelle degli altri paesi delle vicinanze.
Quel che qui si ribadisce e sostiene con forza, invece, è che tale argomentazione appare superficiale,
inesatta e non corroborata affatto da qualsivoglia base scientifica. Si sintetizzano nel seguito i punti salienti
che motivano tale convinzione.
Descrizione preliminare
L’impianto in località Selvalagli (Gagliole, MC) è collocato in una posizione criticabile dal punto di vista
ambientale, in particolare per quanto riguarda la possibilità di diffondere ampiamente sul territorio
circostante, e specialmente verso Est, le polveri e gli inquinanti emessi. In effetti si trova proprio
all’imbocco della stretta valle che si dipana in direzione approssimativamente “Ovest-Est” tra
Castelraimondo e San Severino Marche.
Per l’analisi dei dati del vento ci siamo serviti di quelli rilevati dalla stazione agrometeorologica dell’ASSAM,
posta in località Roccafranca a meno di 5 Km dall’impianto, come da immagine 1 e tabella 1 riportate.
Tali dati sono forniti e certificati dal Centro Operativo Agrometeorologia – ASSAM (Agenzia Servizi Settore
Agroalimentare delle Marche).

Iniziamo dal tratto saliente della motivazione di rigetto da parte dei giudici del TAR delle Marche quando
dichiarano che “la frequenza con cui i venti soffiano verso San Severino Marche non può certo considerarsi
prevalente”, essendo quella da sud-ovest solo del 12,9%.
Ebbene, ci sono due grossolani errori in questa constatazione:
1. anzitutto non è scientificamente fondato tenere conto della sola frequenza del settore di sud-ovest
come l’unica pericolosa per San Severino. E’ chiaro infatti che la maggior parte dei flussi che

oscillano da nord-ovest a sud-ovest vengono convogliati nella valle, come in un imbuto, fino ad
essere riversati e concentrati poi su San Severino, come da figura sottostante.

In tal senso la tabella 1 mostra come nel 46,1% dei casi la direzione di provenienza dei venti sia dai
quadranti occidentali, nettamente prevalente rispetto a quella orientale (28,6%) o alla calma di
vento (7,3%). Dunque le direzioni dominanti sono proprio quelle da ponente, le più critiche e
preoccupanti per San Severino M., perché più adatte a incunearsi nella stretta valle che lo separa
da Castelraimondo (e lungo la quale si dipana la strada statale 361). Tali correnti sono in grado di
veicolare gli inquinanti verso San Severino.
2. In ogni caso non sarebbe scientificamente fondato fissarsi solo sul concetto di “frequenza
prevalente”, piuttosto occorre individuare quale sia l’effettiva ”direzione prevalente” del vento,
calcolando un indice che sia in grado di tenere conto simultaneamente di direzione e velocità del
vento, combinandoli in maniera adeguata. Del resto la frequenza di provenienza rappresenta solo
una componente del dato eolico, la quale da sola potrebbe anche falsare l’informazione
complessiva qualora venisse omessa la velocità che il vento ha sostenuto nelle varie direzioni.
Facendo un esempio banale, se un vento spirasse alla velocità di solo 1 m/s dai quadranti
occidentali nel 60% dei casi e alla velocità di 50 m/s da quelli orientali nel restante 40% , ebbene il
60% dei modesti flussi occidentali non potrebbe certo dirsi preminente rispetto ai forti flussi che
spirano da levante.
Non a caso in Fisica e Meteorologia la nozione di “Direzione Prevalente” è un indice ben noto e
riconosciuto universalmente, non un concetto generico come nel linguaggio comune e come
impropriamente usato dai giudici. La Direzione Prevalente è una particolare media angolare
ponderata secondo le intensità dei venti ed è espressa dalla seguente formula matematica:

dove , per =1,…,N, è l’insieme (delle intensità) delle velocità del vento registrate negli istanti di
tempo .
Veniamo ora al dunque: l’elaborazione dei dati direzione/intensità del vento del quadriennio 2009-
2012 per la stazione ASSAM di Castelraimondo (attraverso la formula sopra mostrata) fornisce in
maniera indiscutibile come “Direzione Prevalente” l’angolo . Per immediata
chiarezza sull’informazione ottenuta riportiamo la rosa dei venti con l’indicazione dei gradi relativi.
La freccia rossa indica la Direzione Prevalente emersa.
Dunque, la direzione prevalente risultante, collocata tra ovest e ovest-nord-ovest, risulta
ampiamente compatibile con uno scenario di venti largamente convogliabili dentro la vallata-
imbuto di Castelraimondo-San Severino M., come testimonia anche l’immagine 3 e la freccia
direzionale rossa che vi compare.

In definitiva La “Direzione Prevalente” occidentale risulta un dato incontrovertibile sotto il
profilo scientifico e conferma come il territorio di San Severino M. risulti tra i più esposti alle polveri e
agli inquinanti emessi dal sito ex Sacci e trasportati dalle correnti d’aria, paradossalmente finanche più
dei territori nelle immediate vicinanze del sito ex Sacci dato che vi si registra appena il 7,3% di calma di

vento (vento di intensità inferiore o uguale a 0,5 m/s), capace di far ristagnare l’aria in zona, a fronte del
46,1% dei venti che spirano verso est e quindi verso San Severino M.
Punto 2. L’“Effetto Venturi” (o di Bernoulli)
A peggiorare la situazione di San Severino M. contribuisce anche uno dei più noti fenomeni fluidodinamici:
il cosiddetto Effetto Venturi (o di Bernoulli). Il fenomeno consiste nell’accelerazione dei fluidi nel momento
in cui si trovano costretti a scorrere in percorsi più angusti come quello della valle Castelraimondo-San
Severino M.. La seguente immagine 4 ne facilita la comprensione.

L’effetto è conseguenza dalla legge di conservazione della massa (equazione di continuità) del flusso che
attraversa la strettoia, così che esso accelera nella stessa, poi si espande e rallenta alla sua uscita (nel
nostro caso proprio su San Severino Marche) rispettando, nei fluidi incomprimibili come i liquidi, la
seguente legge:

dove sono rispettivamente le aree delle sezioni di ingresso e interna della valle e le velocità di
ingresso e interna della valle (si veda la successiva immagine 5).

La legge evidenzia l’inversa proporzionalità tra aree delle sezioni e velocità: in pratica, dove l’area è minore
la velocità è maggiore e viceversa. A tale legge si adeguano con buona approssimazione anche i gas, tipo
l’aria, come confermato da numerosa e autorevole letteratura in proposito. Solo per citare un riferimento,
si veda il classico:

Pertanto l’effetto Venturi giustifica le accelerazioni e la maggiore velocità con cui le correnti spirano lungo i
restringimenti come quelli rappresentati da una vallata. Ecco dunque che i venti lungo la stretta valle
Castelraimondo-San Severino M. tendono ad essere sospinti con velocità ancor più elevate rispetto a
quelle registrate dalla stazione ASSAM di Roccafranca (e riportate nella tabella 1).
Questo non fa che rendere più critica la collocazione del sito ex Sacci e le ripercussioni degli inquinanti sul
territorio di San Severino M..

Punto 3. Condizioni favorevoli alla condensazione del vapore acqueo e alle precipitazioni all’uscita della
valle su San Severino M..
Si deduce inoltre che, trovandosi San Severino proprio allo sbocco d’uscita della vallata (vedi immagine 2 e
6), l’ampliamento dell’area di sezione, e le conseguenti diminuzione della velocità di uscita produce un
aumento di pressione e l’espansione delle masse d’aria provenienti da ponente, quindi un raffreddamento
delle stesse proprio in prossimità di San Severino. Tale raffreddamento incrementa l’umidità relativa
favorendo la saturazione dell’aria, la condensazione del vapore acqueo, la formazione di nubi e la caduta
degli inquinanti sul territorio settempedano attraverso la pioggia.

Conclusioni
In base a quanto riportato appare indubitabile come il territorio di San Severino Marche verrebbe
coinvolto, in maniera peculiare e maggiore rispetto ad altri comuni limitrofi, dall’emissione di polveri e
inquinanti prodotti nel sito del cementificio ex Sacci. In molti casi di regime ventoso, le ripercussioni su San
Severino sarebbero addirittura peggiori di quelle sulle aree situate nelle immediate vicinanze al sito ex Sacci
stesso.
Tutto questo imporrebbe un doveroso coinvolgimento diretto degli amministratori (e dei cittadini) del
territorio di San Severino M., come parti direttamente interessate, in qualunque questione che riguardi la
possibilità di emissioni di inquinanti prodotti nell’area del cementificio ex Sacci, appunto perché
risulterebbe uno dei comuni più colpiti dalla dispersione delle polveri emesse.
