2. INTRODUCTION
Regional Civil Society Network (R-CSN) was founded in 2012 with the support of Civil Development
Agency (CiDA) aiming to strengthen and to develop Civil Society Organizations in the regions of
Georgia. The communique establishing the network was signed by 30 regional organizations. At
present, the Network unites about 70 regional organizations.
Regional Civil Society Network is an informal union of Civil Society Organizations and active citizens
from various regions of Georgia; every organization, operating in Georgia and sharing the Network’s
values, is eligible for membership. The financial support to the Network’s activities and development
is provided by the East-West Management Institute’s ACCESS project.
The network is remarkable due to its geographic coverage. It covers 10 regions of Georgia and
promotes partnerships among the Civil Society, the Central Government, Local Governments,
Business and Media. The Network enjoys capacity to quickly mobilize around issues and it represents
an effective advocacy mechanism.
The activities of the members of the Regional Civil Society Network cover all spheres of public life,
which is its additional strength. These spheres are: Education, Social-Economic Support to Vulnerable
Groups, Provision of Social Services, Gender Issues, Supporting Business Development, Fighting
against Poverty, Environment Protection, Health Protection, Supporting the Development of Non-
Governmental Sector, Agriculture, Infrastructure Development, Local Self-Government, Advocacy,
Elections and Social Entrepreneurship.
Since its establishment, the Network has actively taken part in various events, campaigns, civic
weeks, high-level meetings and reforms’ implementation. The Organizations working in the regions
get engaged in every campaign or demonstration, which is held to protection women’s rights in the
capital or the regions.
The Network, due to its activities, managed to direct the interest of media towards various relevant
issues. The Network members appear through various means of mass information as whistle-
blowers of local issues, implementers of reforms in the regions and local community mobilizers. In
order to identify and to solve local problems in the regions of Georgia, two media-tours have been
organized with the support of the Network.
The Network actively conducts civic campaigns and research. During the 5-year period it has
conducted: Survey on Regional Problems; Study of Rural Needs and Priorities; Study of Work of
Bureaus of Parliamentarians Elected through the Majoritarian System; Study on Attitudes of Rural
Population towards General Community Meetings; Feedback of Regional Population on Civil Service
Reform and Priorities of Women Voters Living in the Regions of Georgia ahead of Local Self-
Government Elections.
From 2012 to 2018, with the organization of CiDA and R-CSN, numerous awareness-raising
campaigns, demonstrations, trainings and civic weeks were held and the Network took part in
various national-level campaigns.
Regional Organizations gather several times a year and share experience with each other. During
this period, more than 30 experience-sharing meetings and 20 thematic group meetings along with
5 annual reporting meetings have been held.

villages, women, persons with disabilities, former prisoners, ethnic minorities, probationers and people in
conflict with the law.

Organizational Mission/Objective: CiDA established and formed Regional Civil Society Network (R-CSN) in

www.cso.ge. Organization initiated and implemented number of campaigns thorught the country including:
Clean Air, Sate Traffic, Europe is Home, the Voice of the Citizen in the Electoral Process.
CiDA coordinates two corporate responsibility platforms in Georgia: CSR Club and Global Compact Network

in Bolnisi, which continues to function even after the end of the project with the financial support of the
Bolnisi Municipality Local Self-Government.
Award/Recognition: In 2016, the Cross-Border Project “Fairy-Tales Teaching Trust”, funded by the
European Union, was named as a legendary project.

community involvement, participation and awareness. Based on the results of this survey, three important
recommendations were developed and the advocacy campaign was planned and implemented.

Main Achievement of the Organization/Result of Advocacy: In 2017-2020, the Organization will be

In 2012, the Organization founded a social enterprise «Ikorta», which united two enterprises - Cloisonné
enamel workshop «Ikorta» and a social café - «Hello Cafe». This social enterprise offers its beneficiaries
professional development together with employment opportunities. Social Enterprise «Ikorta» is a co-
founder of an Alliance of Social Enterprises and member of Georgian Traditional Handicrafts Association.

Main Achievement of the Organization/Result of Advocacy: Within the Policy, Advocacy, and Civil
Society Development Project in Georgia, in 2013 the Organization held a successful advocacy
campaign on the territory of the Dusheti Municipality; The project “Legalizing Real Estate Ownership
in Khevsureti” was implemented in the Shatili community.
Within the framework of the project funded by the Europe Foundation, «Strengthening the
Organization through the Members’ Trainings «, the survey was conducted in the population of the
Tserovani IDP Settlement in 2015 to identify the social and infrastructural problems. As a result of the
survey, three main problems were identified, based on which an advocacy campaign was conducted
targeting local population, the Heads of Administrations of Akhalgori and Mtskheta Municipalities
and representatives of Georgian Water and Power Ltd.
Award/Recognition: The Organization is trusted by its beneficiaries and has earned respect among
all stakeholders by its activities.

Main Achievement of the Organization/Result of Advocacy: The Advocacy Campaign aimed
at checking quality of drinking water and publicizing the results was successful. The Samtskhe-
Javakheti branch of the United Water Supply Company of Georgia and its Akhaltsikhe Service Center
took into consideration the initiative of Union of Democrat Meskhs and placed the informational
boards in their offices and citizens were able to get acquainted with drinking water quality every day.
Award/Recognition: On November 18, 2016, according to the decision of the Ombudsman of Georgia
Tolerance Centre and the Council of National Minorities, the Union of Democrat Meskhs was named
a Protector Organization of Tolerance.

were developed; Advocacy Campaigns on the Protection of Children’s Rights were held and relevant

Award / Recognition: During the festivals of documentaries made within projects, two films (One Rock
Homeland” and “Homeland Far Away” made by Association «Tolerant» have been awarded with the main
prize and the grand prix.

Main Achievement of the Organization/Result of Advocacy: Since 2010, Akhaltsikhe Youth Center has
been participating in the Civic Education Program «Future Generation», which is being implemented in 112
Georgian and Non-Georgian public schools in the Samtskhe-Javakheti region. Within the framework of this
project, 4 Support Manuals of Civil Education (Georgian and Armenian) were introduced in the educational
process, civic clubs were created in schools and the small grants program is being implemented. Within
the same project, 112 teachers have been trained; 93 students and 48 teachers took part in summer and
civil integration youth camps. 40% of these schools have received different equipment as a result of the
competition on the school equipment. Since 2013, with the participation of students and teachers, Youth
Forums are held aimed at identifying local needs of the community, searching for solutions, developing
recommendations and collaborating with decision-makers.

Main Achievement of the Organization/Result of Advocacy: The Media Center has established the
Youth Engagement Center in Borjomi that encourages young people to become more active and to
realize their potential. Together with partner regional TV companies, the Organization has implemented
various media projects and created an interactive media content that promotes bilateral communication
between people and the Government, as well as youth clubs in Samtskhe-Javakheti and Kvemo Kartli.
These clubs conduct education and information campaigns in the regions to promote gender awareness
and prevention of discrimination against women. The Media Center conducted research in focus groups
in Akhaltsikhe and began an advocacy campaign for the introduction of an effective mechanism for
citizens› involvement in decision-makingprocesses. In partnership with an Armenian NGO «City Research
Center», Media Center has made 12 documentaries aimed at introducing the neighboring regions of
Armenia and Georgia and getting them closer to each other.
In partnership with the Organization «Nakresi», the Media Center for the first time in Georgia founded a
Volunteer Fire Brigade in Borjomi that aims to prevent forest fires.

of teenagers, the Organization has completed 15 Advocacy Campaigns regarding social and infrastructural

Advocacy Campaign and prepared recommendations for the assessment of Educational System and
institutional improvement of kindergartens. Six Studies have been conducted for the protection of social
rights of individuals up to age of 18 as well as the elderly and improvement of their well-being. Based on
these studies, the Organization has prepared 112 recommendations for Local and Central Government
structures, out of which 47 recommendations have been lobbied and taken into consideration; In addition,
the regulation for determining functions and responsibilities of LEPL Social Service Agency and a Servive
Provider in an Inpatient Specialized Institution for People with Disabilities and the Elderly has been
developed, which entered into force through the individual legal act of the Director of LEPL Social Service
Agency.

the online sessions of Sakrebulo of Ozurgeti Municipality; An online form of public survey has been
developed and integrated into the website of the Ozurgeti Municipality. Ozurgeti Municipality has
been tasked to implement these instruments and to ensure their continuity in future according to
the Action Plan of the Open Government Partnership. Guria Youth Resource Centre is one of the
partners of the Municipality in completing the mentioned responsibilities.

Main Achievement of the Organization / Result of Advocacy: Ozurgeti Municipality has been awarded
with the The Local Self-Government Index. Civic engagement mechanisms introduced in the Ozurgeti
Municipality have been assessed by the Minister of Justice of Georgia as exemplary and taken into
account in the OGP Action Plan. The Municipality›s activities at the International Conference on OGP in
Vienna was regarded as transparent and transparent and exemplary.
Strengthening civil society in Guria can be considered as an achievement for the Organization, as most of
the Organizations operating in the region were created with the support of the House of Progress (former
Young Scientists’ Club).
As a result of the project implemented by the Organization in 2016-2018, the European Union named
Guria together with Imereti and Racha regions as a priority target region for 2019.

learning resources – toys. Within the WWF project, issuing 12 grants for economic capacity building of
communities near Racha protected territories; In 2017-2018, Zekari prepared and published a bilingual
manual “Travel in Racha”. With the support of the Association, a mini-enterprise for souvenirs has been
opened. In cooperation with the Local Self-Government, the Association developed the Methodology for
fighting erosion; with the involvement of local communities, erosion-affected hills have been recovered in
7 communities; up to 1000 anti-erosion plants have been planted; an informational newspapers has been
published and distributed in the region.
Award / Recognition: In 2017-2018, as a result of successful partnership between «Zekari» and WWF, the
Donor Organization has prepared extensive material and published in a German-language journal. In 2016,
UNDP has prepared an article about the Association Zekari project and published on its website. In 2011,
the Europe Foundation prepared a documentary film for the Georgian Public Broadcaster on the Zekari
environmental project.

beneficiary; With the initiative of the schools of the region, to popularize a healthy lifestyle, the Association
applied to the Local Self-Government with the request to conduct a cycling marathon in the central district
of Zugdidi. This request was satisfied and since then, on June 22 of every year, the Association «Atinati» has
the right to conduct a large-scale event on the territory of Zugdidi Central Boulevard.

Main Achievement of the Organization / Result of Advocacy: The projects implemented during the
last two years mainly focused on advocacy of environmental issues and human rights protection. The
Organization has conducted a number of trainings on the above-mentioned topics with school students of
Public Schools of Senaki and Martvili Municipalities. As a result of these trainings, active, sustainable and
informed eco-clubs have been created in public schools. The beneficiary probationers of the Organization,
as a result of the training and sports-recreational activities, completely overcame the alienation complex.
At present, some of them are volunteers in the Organization and actively participate in the events.
Award / Recognition: Organization "Orbeliani Georgia" awarded the Chairman of the Association with a
certificate of gratitude for initiating positive changes to the society in 2016; Senaki Municipality Board
granted the Association a certificate of gratitude for civil activity in 2018.

Main Achievement of the Organization / Result of Advocacy: Since 2003, IDPs, individually or in group
sessions, systematically meet with a lawyer, a psychologist and a reproductologist in the Organization or
in IDP Settlements. The Advocacy of the IDPs' problems and needs is being implemented. A film called "We
United for Peace" was made about the activities of Youth Peace Centers in Gali, Ochamchire and Zugdidi in
2012 with the support of the Organization. In 2014, the Association of Samegrelo-Zemo Svaneti Women's
Peacekeeping Network was created, which unites women-led NGOs and women leaders of the region.
Award / Recognition: In 2015, the Head of the Organization was awarded the Diploma of the Supreme Council
of the Autonomous Republic of Abkhazia. In 2016, the Association was awarded by the Government of the
Autonomous Republic of Abkhazia and the Ministry of Sport and Youth Affairs of Georgia for participation in
"Georgian Youth Forum - 2015".
