Turkey hosts over 3.4 million refugees, mainly from Syria, making it the country with the largest refugee population worldwide. Over 90% of Syrian refugees in Turkey live outside of camps with limited access to services. The EU is providing €3 billion from 2016-2017 through the EU Facility for Refugees in Turkey to address the needs of refugees and host communities via humanitarian and development assistance. This includes €348 million for the Emergency Social Safety Net program providing debit cards for basic needs to 1.3 million refugees. The EU is also funding education programs like the Conditional Cash Transfer for Education.
