La incineración es la mejor alternativa para los residuos rechazo porque reduce volumen y emisiones controladas, ahorrando combustibles fósiles.

Estratègia temàtica per la prevenció i reciclatge de
residus (COM (2005) 666)
• Objectiu a llarg termini: la UE s’ha de convertir en una
societat del reciclatge que tracti d’evitar els residus i els
faci servir com a recurs

• la generació de residus municipals està estabilitzada a
la EU-27 (degut a fort descens en 4 Estats Membres)
• Dissociació relativa entre generació de residus i
consum (↑16,3% entre 1999 i 2007)
• Grans diferències entre Estats Membres (entre 400 i
800 kg/hab·any)
• Pocs progressos tangibles en prevenció quantitativa,
més en qualitativa (RUSP ha reduït 110.000 t/any)
• Sense polítiques suplementàries de prevenció,
augment de la generació del 7% entre 2008 i 2020

• Al 2008, la UE va importar sis vegades més materials
dels que va exportar:
– Els impactes negatius del nostre consum es produeixen a altres
parts del món
– El materials reciclats representen una oportunitat per reduir la
dependència (però entre 1997 i 2005 les exportacions de residus
de la UE es van multiplicar per 4!)

Directiva anterior), que servirà d’ordre de prioritats en la
legislació i política:
