1. Section K of the RFP, Page 51, shows the size standard as $15M. Since we are required
to submit the RFP as part of Volume I, will the Government be issuing a revised
Complete Solicitation with Section K showing the revised Size Standard of $38.5M?
Government Response: Amendment 0004 will be issued to correct the size
standard referenced in Section K to $38.5M.
2. Section L of the RFP, Page 61, B. Volume I, 1. General, states that “Offerors shall ensure
that all clauses and provisions that require “fill-in” information are appropriately
completed, including the proposed prices associated with the contract line items in the
Schedule of the RFP”. The RFP does not list any estimates of hours or labor categories.
Please advise how we should establish “proposed prices” without this information.
Government Response: Please see the PWS and CDRLs which explain what the
effort is for.
3. Are contractors expected to price out the Sample Tasks?
Government Response: No, the Sample Tasks are not to be priced out.
4. There is an asterisk next to Volume II in the page limits and number of copies table. The
asterisk is not defined. Please define the asterisk?
Government Response: Disregard the asterisk. Amendment 0004 will include
the removal of the asterisk.
5. Per section M the Cost/Price evaluation is waived. Section L conflicts as it states Offerors
shall ensure that all clauses and provisions that require “fill-in” information are
appropriately completed, including the proposed prices associated with the contract line
items in the Schedule of the RFP.” Can you confirm that offerors are not to provide any
cost or pricing information?
Government Response: There is not a conflict. Offerors are to provide cost/
pricing information for each CLIN but the evaluation of cost/pricing information
will be waived.
6. Is the requirement for salaries in our Total Compensation Plan in conflict with the clause
waiving the cost/pricing information requirement?
Government Response: The requirement for salaries in the Total Compensation
Plan is not in conflict.
7. Is it sufficient for offerors to describe their methodology for establishing professional
employee salaries and direct labor rates, or is the Government expecting all offerors to
bid a full list of labor categories, qualifications, and salaries anticipated for the life of the
SES IDIQ?
Government Response: In accordance with FAR52.222-4, as part of their
proposals, offerors will submit a total compensation plan setting forth salaries and
fringe benefits proposed for the professional employees who will work under the
contract
8. You did not check the box stating whether it was extended or not. Could you please
extend it a week?
Government Response: A proposal extension will not be granted.
9. Can my firm respond only to Subfactor One, Engineering Analysis and Testing
Capability [Sample Task 1] without including a response to Subfactor Two,
Cybersecurity [Sample Task 2]?. We are primarily a mechanical/structural engineering
firm, with limited cybersecurity and I/O experience. Will our response be rejected in it’s
entirety or can we be considered without penalty?
Government Response: In order for a proposal to be technically acceptable it
must be deemed technically acceptable for all subfactors identified in Sections
L&M.
10. Our Total Compensation Plan includes an attachment with labor categories identified and
associated salaries. In response to this RFP, our plan is to include labor categories
required for the sample tasks only. Is this a correct approach?

setting forth salaries and fringe benefits proposed for the professional employees
who will work under the contract.
