2. Purpose
ο To implement the five steps of SAMHSAβs Strategic
Prevention Framework for the San Antonio/Bexar
County catchment area under the collaborative efforts
of:
ο The University of Texas Health Science Center San Antonio-
Division of Community Pediatrics
ο The Bexar County Misdemeanor & Felony Drug Courts
ο The Bexar County Substance Abuse Treatment Facilities
ο Various community agencies and planning groups
ο To reduce or prevent substance abuse, HIV, and
hepatitis in minority and minority reentry populations
by providing an evidenced-based integrated Substance
Abuse/HIV/Hepatitis prevention intervention
4. Outcome Goals
Goal 1: Prevent/reduce use of and problems
associated with substance use
Goal 2: Reduce risk of HIV and HCV among SPARC
participants
Goal 3: Enhance psychosocial and legal outcomes
among SPARC participants

β Twin RX (vaccine protection against Hep A and B)
β Hepatitis C screening and referrals
β HIV testing and counseling
