PURPOSE:
In an effort to improve commercial conveyance processing efficiency U.S. Customs and Border Protection at Otay
Mesa Cargo and the Administración General de Aduanas de Tijuana will initiate a 90 pilot program expanding the
usage of the designated FAST lanes on both sides of the border to include empty trucks belonging to C-TPAT
carriers submitting an e-manifest. After mutual consultation between CBP and Aduana, the pilot program will
commence on Monday June 13, 2011 and run for 90 days concluding Saturday September 10, 2011. The expanded
usage for qualifying empty trucks submitting an e-manifest will run Monday though Friday from 0600 to 1200.
PROCEDURES:
The pilot program will be available to trucking companies that are currently C-TPAT certified and whose drivers
hold a valid FAST identification card. The driver will be required to provide an e-manifest with the following
information, driver name, conveyance license plates (tractor and trailer), and the transport company’s standard
carrier alpha code. The conveyances may utilize the FAST lanes on both sides of the border for empty vehicles
from 0600 to 1200 hours, Monday through Friday. This expanded usage of the FAST lanes for qualifying empty
trucks is offered as a 90 day test only, after which the usage results will be evaluated by CBP and Aduana.
For verification purposes as per existing policy in Mexico, the empty trailers using the expanded FAST lane pilot
program will arrive at the Otay cargo facility with the rear doors open. Any questions concerning this notice may
