Preface and Document Convention
The purpose of this document is to provide an end to end visibility on the documentation process for LCL from HBL creation
to the final stage of sending pre-alert to customer. This document is an outline of the SOP used for training the beginners by
the documentation team of New Age Software & Solutions India.
This material explains in a sequential manner the steps involving from creation of HBL to the final stage of sending pre-alert
to final customer along with screenshots from the system enabling the user to understand on the navigation & sequential
process involved in an export shipment & how the required data needs to be entered into the system.
This Document has been prepared by New Age Delivery Group and approved by the Leadership Team.

Introduction to C/O SOP, Validate and Entering the correct shipper & Consignee
details, NO status clearance, Profile update, Customer exceptions.
Parties allowed in the Shipper box on our B/L Vanguard has the following policy with regards to which
parties can be shown in the Shipper box on our B/L
Note: the BCO referred to in this SOP is the Beneficial Cargo Owner. The Beneficial Cargo Owner (BCO)
is the actual Shipper = i.e. the Exporter, the U.S. Seller of the goods

Scenario#1 Shipper: NVOCC Example: ABC Shipping
➢ Permitted
➢ The shipper in this example is ABC Shipping
➢ ABC Shipping is liable for freight payment
➢ ABC Shipping must appear on the NVOCC OTI List on fmc.gov
➢ ABC Shipping must act as an NVOCC on the shipment & issue its own underlying B/L

Scenario#2 Shipper: NVOCC, DBA Example: ABC Shipping Dba Marine Container Line
➢ Permitted
➢ The shipper in this example is ABC Shipping operating under NVOCC trade name Marine
Container Line
➢ ABC Shipping dba Marine Container Line is liable for freight payment
➢ ABC Shipping dba Marine Container Line must appear on the NVOCC OTI List on fmc.gov as a
licensed NVOCC (Marine Container Line would be listed as a Trade Name)
➢ ABC Shipping dba Marine Container Line must act as an NVOCC on the shipment & issue its
own B/L
➢ ABC Shipping and Marine Container Line are affiliated (related by common ownership)

Scenario#3
Shipper: NVOCC C/O BCO Example: ABC Shipping c/o XYZ Manufacturing
➢ Not Permitted
➢ If ABC Shipping appears on the NVOCC OTI List on fmc.gov as a licensed NVOCC and acts as an
NVOCC on the shipment & issues its own underlying B/L, this is not a valid shipper designation.
➢ An NVOCC is an Agent for the Carrier; only the NVOCC can be shown in the Shipper box on our
B/L. (XYZ Manufacturing should be shown as the shipper on ABC Shipping’s underlying B/L).

Scenario#4 Shipper: UNLICENSED NVOCC Example: DEF Shipping
➢ Not Permitted
➢ If DEF Shipping does not appear on the NVOCC OTI List on fmc.gov and thus is not licensed to
operate as an NVOCC, this is not a valid shipper designation.
➢ It is in violation of FMC regulations for us to accept cargo from an unlicensed NVOCC who does
not appear on the NVOCC OTI List on fmc.gov
➢ DEF Shipping is in violation of FMC regulations if it acts as an NVOCC and issues its own
underlying B/L without a license/registration, bond and tariff.

Scenario#5 Shipper: US NVOCC Example: ABC Shipping as agent for Z-Ship HK AS AGENT
FOR FOREIGN NVOCC
➢ Permitted
➢ The shipper in this example is Z-Ship HK, a foreign registered NVOCC
➢ ABC Shipping is a U.S. NVOCC and acts as Agent for Z-SHIP HK
➢ Z-Ship HK is ultimately liable for freight payment – we invoice ABC Shipping
➢ Z-Ship HK must appear on the NVOCC OTI List on fmc.gov as an NVOCC
➢ ABC Shipping must appear on the NVOCC OTI List on fmc.gov as a U.S. based, licensed NVOCC
➢ ABC Shipping must act as an NVOCC on the shipment & issue a Z-Ship HK B/L
➢ ABC Shipping and Z-Ship HK may or may not be affiliated (i.e. related by common ownership)

Scenario#6 Shipper: BCO Example: XYZ Manufacturing
➢ Permitted
➢ The shipper in this example is XYZ Manufacturing
➢ XYZ Manufacturing is the actual shipper and beneficial cargo owner (BCO)
➢ XYZ Manufacturing is liable for freight payment If U.S. Freight Forwarder involved:
• If FFW is on the FFW OTI List on fmc.gov, show FFW in Forwarder box on our B/L

Scenario#8 Shipper: BCO, DOING BUSINESS AS Example: XYX Chemical Dba XYZ Manufacturing
➢ Permitted
➢ The shipper is this example is XYX Chemical which is also called XYZ Manufacturing
➢ XYX Chemical is the beneficial cargo owner (BCO)
➢ XYX Chemical is liable for freight payment
➢ If U.S. Freight Forwarder involved:
o If FFW is on FFW OTI List on fmc.gov, show FFW in Forwarder box on our B/L

Scenario#9 Shipper: COMPANY IN NON-U.S. COUNTRY Example: Overseas Trading in Taiwan
➢ Not permitted for FCL. LCL is subject to approval by RVP
➢ The Shipper in this example is Overseas Trading, located in a non-U.S. country
➢ Overseas Trading in non-U.S. country is liable for freight payment
➢ Should be handled on Freight Prepaid basis only. If the shipment is consignee-routed it can be
accepted on Freight Collect basis.
➢ If U.S. Freight Forwarder involved: o If FFW is on FFW OTI List on fmc.gov, show FFW in
Forwarder box on our B/L

Scenario#10 - Shipper: LICENSED FFW AS AGENT FOR BCO Example: Forward Inc. as Agent for XYZ
Manufacturing.

➢ The shipper in this example is XYZ Manufacturing
➢ XYZ Manufacturing is the beneficial cargo owner (BCO) XYZ Manufacturing is liable for freight
payment
➢ Since Forward Inc. is an agent only, acting on behalf of XYZ, Forward Inc. is not liable for freight
payment
➢ Forward Inc. must appear as a Freight Forwarder on the FFW OTI List on fmc.gov
➢ Forward Inc. cannot act as an NVOCC on the shipment and thus cannot issue its own B/L

➢ Sales Agent not to appear on B/L
➢ Freight invoice to be issued to XYZ Manufacturing (for exceptions, see Sales
Agent Agreement SOP)
➢ A Sales Agent Agreement must be in place and Sales Agent must appear on Sales
Agent Master List

Pickup/Inland Charges changes
• Sometime customer may mentioned Line haul fee instead of Pickup/Inland
On forwarding charges update
• On forwarding charges will be mentioned in BLINFO, Profile or rate quote
• When customer requested to On-forwarded the cargo from booking destination. We should ask CSV for
rates if the BLINFO or profile notes
• Should show Trans “Y” and Transdst: Final destination (In HBL this shows as Place of
delivery)

• Bill the Charges in Onfwd and Vendor Destination Agent
• Make sure to enter both buy( Expense Column) and sell rate ( Revenue ie Prepaid/Collect)
DAP Charges update
• If shipment is DAP, the same will be mentioned in SLI or the details and charges will be
mentioned in profile comments, BLINFO (Milestone F5) and also in rate quote
• DAP charges will include Trucking, destination local charges and Customs clearance also

• Calculation of DAP
• Always put the charges mentioned in the profile notes/CSV advised in Excel
• Calculate the each charge as per quote
• If the charges mentioned in other currency we should change into US $ with help of Google
• Once calculation done, refer below how to update in the BL
• Trans should be “Y” & Transdst :Final destination or place name and the “*”
• “*” the start will denote we have updated information for DAP in the BL body

• The BL Description should mentioned the DAP charges details
• DAP Charges should always billed in MISC column as “DAP” and Vendor Destination agent.
DDP charges update
• If shipment is DDP, the same will be mentioned in SLI or the details and charges will be
mentioned in profile comments, BLINFO (Milestone F5) and also in rate quote.
• DDP charges will include Trucking, destination local charges, Customs clearance and Duty

• Buy rates below and trucking charges is differ

• The calculation and BL updates will be remain same as per DAP process
• The Duty will be mentioned as %, so we should calculate Duty per the commercial invoice
value if in case the value not provided ( for example the above mentioned 6.5%, and assume
cargo value is $4400, we should calculate (4400*6.5/100)
• The taxes applicable for the total DDP amount, In the above case the VAT is 4%.
• Let assume the DDP total amount is $600, we should calculate the tax of 600*4/100
• If in case the Tax value not given, we should use 18% which is maximum of tax value.
• There are bookings CSV will provide lum sum buy and sell which is not required to calculate
manually.

Handover Process:
➢ We need to capture the bills from the clerk report and then identify the Bl which needs
to be print as original and original at destination.
➢ If the Profile has been updated as cash account or BOOK & Hold those bills (Prepaid)
needs to be captured and highlight to CSV for printing and also they will be responsible
to collect the cash from the customer.
➢ If the customer or agent has request for the correction same has to be informed CSV
using Handover report.
