профессиональных союзах, их правах и гарантиях деятельности» от 12

Каждый имеет право на объединение, включая
право создавать профессиональные союзы для

10. Федерация Независимых Профсоюзов России является
самым крупным объединением трудящихся России и
объединяет 49 общероссийских профсоюзов. В
республиках, краях, областях Российской Федерации
действуют 79 территориальных объединений организаций
профсоюзов, которые наряду с отраслевыми профсоюзами
являются членскими организациями ФНПР. В
профсоюзах, объединяемых ФНПР, состоит 25 млн.
членов - около 95 процентов всех членов профсоюзов в
России.
Среди членов профсоюзов 81 % составляют работающие,
11 % - студенты и учащиеся, 8 % - неработающие
пенсионеры.
11. ПРОФСОЮЗНОЕ ДВИЖЕНИЕ В РОССИИ
История профсоюзов начинается с первых выступлений рабочих против работодателей. Стачечные
комитеты стали предшественниками профессиональных союзов России. Таким образом рабочие
пытались объединиться для защиты своих экономических интересов.
В июне 1917 г. состоялась III Всероссийская конференция профсоюзов, которая избрала временный
Всероссийский центральный совет профессиональных союзов (ВЦСПС). В эти годы профсоюзами
был взят курс на участие в государственном и хозяйственном строительстве.
К началу Великой Отечественной войны профсоюзы СССР объединяли свыше 25 млн. человек.
Свою деятельность они подчинили задаче «все для фронта, все для победы!». В 50-е годы XX в.
роль профсоюзов была весьма велика, являясь одним из звеньев советской политической системы.
С 1989 г. законотворческая работа стала одним из важнейших направлений в защитной
деятельности профсоюзов. Они подготовили ряд важных законов: о занятости, о пенсиях, о налогах
и т.д., а также Федеральный закон «О профессиональных союзах, их правах и гарантиях
деятельности» (1990 г.).К этому времени профсоюзы объединяли около 140 млн. человек.
Профсоюзы контролировали состояние условий труда и техники безопасности на производстве
силами своей технической инспекции труда, управляли бюджетом государственного социального
страхования, добиваясь от государства постоянного его увеличения. Неуклонно росли и основные
фонды санаторно-курортного хозяйства профсоюзов. Большая работа проводилась по контролю за
соблюдением законодательства о труде.
В марте 1990 года в Москве состоялся Учредительный съезд профсоюзов РСФСР и было образовано
общероссийское профсоюзное объединение (профцентр) – Федерация независимых профсоюзов
России (ФНПР).
