The People's United Party rejects Guatemala's recent proposals regarding referendums to decide the territorial claim, as they violate the spirit of the 2008 agreement between the two countries. The proposals are unacceptable and raise concerns about Guatemala's commitment to a just solution. The PUP does not support unilateral referendums or changes to Belizean law simply to accommodate Guatemala. The party calls on the Belizean government to maintain its territorial integrity and right to self-determination in negotiations.

Within this framework, communication plays a key role to facilitate knowledge sharing, participation and to enhance rural institutions capacities to assist small farmers to face climate change challenges.
CBA requires communication methods and tools to deal in an integrated manner with climate change issues, in order to:
• involve communities through participation and dialogue;
• discover with farmers appropriate technologies, livelihood options and sound economic practices;
• share knowledge through improved advisory services, such as Farmer and Climate Field Schools, demonstrations, field days etc.
Communication for Development (ComDev) is an approach promoted by FAO and other development agencies. It is central to CBA as it combines participatory communication methods and processes with a variety of media and tools, ranging from rural radio to Information and Communication Technologies (ICTs).
The FAO’s Communication for Sustainable Development Initiative (CSDI) is documenting and sharing good practices on the use of communication for CBA and it is piloting out strategies and services in selected pilot areas, namely: Congo, Jamaica, Bangladesh and Bolivia. These initiatives and other ongoing efforts and experiences will be shared and assessed in a working session at the conference come up with a common framework on communication for CBA.

The Barrow Administration came into office in 2008 with great promise. They promised a 6% annual growth after inheriting an economy that had more than doubled to $2.5 billion dollars in goods and services under the PUP government (1998-2008). During the PUP years, the annual average growth rate was 5%. Even if we take account of the 5% GDP growth in 2012 claimed by the Prime Minister, the average growth rate for their five years is 2.6%.

He denied this supported by the Chairman of the village in a Press Conference on August 1, 2012. This is proof of the desperation of the present government as the leader of the government makes false statements in the house to win political favours. Read the list yourselves. Where there is the indication Minister of Lands, means that it has not been issued to anyone. By the special land history of this village, only descendants can own land in the village.

PUP STATEMENT ON GUATEMALA’S PROPOSALS
On Sunday March 17, 2013 Guatemala put forward certain proposals that make clear its
intention to breach its agreement with Belize to hold simultaneous referenda on October 6, 2013.
The People’s United Party (PUP) rejects any proposal which violates the spirit and letter of the
Special Agreement signed by Belize and Guatemala in December 2008. Neither option proposed
by Guatemala is acceptable. Guatemala’s latest proposals raise serious concerns about its good
faith in finding a just and definitive solution of this longstanding claim.
The PUP has consistently rejected this unfounded claim while always remaining supportive of
any initiative that would lead to a definitive and just solution.
The PUP does not support the holding of any unilateral referendum on October 6, 2013, or on
any other date. We do not support the amendment of our national law to reduce our threshold
participation in referenda, simply to accommodate Guatemala.
The PUP calls on the Government of Belize to remain resolute in maintaining national and
international support for our inalienable right to self-determination with full territorial integrity.
