UNDESA is organizing a side event, " The Role of Parliamentarians and Citizens in St ren ght e ning Accountability in Development Co o pe ra tion " (30 November TBC), at the second High - Level Meeting (H LM2) of the Global Partnership for Effective Development Cooperation(GPEDC).
Co - organized with Inter- P a r lia mentary Union (IPU) and the Association of European Parliamentarians with Africa (AWEPA),the event will provide an open practical platform to discuss innovative ways to engage parliamentarians and citizens in s t ren ght eni ng domestic and mutual accountability in development cooperation. It will build on the discussion at the 2016 High –Level Meeting of the DCF(New York 21- 22 July 2016) as well as the Parliamentarians Forum in Nairobi on the 29 November 2016 to be jointly organized by IPU, Parliament of Kenya and AWEPA on the occasion of the HLM2. The event will make more accessible to GPEDC participants the deliberation and analytical work of the 2014 – 2016 DCF cycle.
The UN Secretary – General has been invited to the HLM2 and requested Under- Secretary – General Mr. Wu Hongbo to represent and deliver a message to the event on behalf of the Secretary – General.

CONCEPT NOTE
The principle of aid and development effectiveness has been constantly re – emphasized and refined since they were articulated in the M o n terrey Consensus(2002) .
The Global Partnership for Effective Development Cooperation (GPEDC), which was established as a result of the Busan Partnership Agreement (2011), further set out and shifted the agenda from aid to Development Effectiveness, with increasing focus on support on country level implementation and follow– up. Much has changed since in the landscape of international development cooperation as well as the global economy, as reflected in the 2030 Agenda for Sustainable development. Monitoring and oversight of development cooperation is an integral part of the 2030 Development Agenda, which necessitates engaging all stakeholders.
The Addis Ababa Action Agenda(AAAA) on financing sustainable development further acknowledges that increased transparency and mutual accountability among development actors is crucial for enhancing the effectiveness of development cooperation.
The recently concluded High level Meeting of the Development Cooperation Forum (New York, 21 -22 July 2016) highlighted the need to S tre n g ht en the qualitative dimension of multi layered monitoring and accountability systems for development cooperation, with increased focus on sustainable development results.
