This document describes the design process for a spillway and stilling basin for a small urban lake and dam. Recent floods revealed failures in the existing spillway. Constraints included a limited site footprint and the need for flows to exit the side of the stilling basin rather than the end. Through computer modeling, physical model testing, and design iterations, an innovative concrete chute and St. Anthony's Falls stilling basin with side discharge was developed. Testing provided insight into flow dynamics and validated the computer model. A new design nomograph was created to aid future similar designs.
