3. INTRODUCTION
Studying the concept of “Saturday Market”
prevalent in U.K and U.S.A, the Punjab Mandi
Board decided to organize “Apni Mandis”.
The Punjab Mandi Board introduced “Apni Mandi”
in Feb, 1987 at S.A.S Nagar, Mohali (Punjab).
In Apni Mandi, farmers/ growers would sell their
produce especially fruits & Vegetables directly to
the consumers.
The Board is holding Apni Mandis in 21 towns in
the state including Chandigarh

6. SCHEME OF APNI MANDI
Apni Mandis are organized by the Punjab Mandi
Board through Market Committees.
There is no involvement of middleman.
In the Apni Mandi scheme, the net profit is
shared by the producers and the consumers.
The farmers sell their farm fresh fruits &
vegetables grown by them at their fields directly
to consumers at reasonable rates.
7. Apni Mandis scheme provides direct contact and
can be stated as direct marketing.

8. OBJECTIVES OF THE SCHEME
To have a better Marketing of agricultural produce
especially fruit and vegetables.
To diversify agricultural production towards
Fruits/Vegetables and to improve the profitability
of these crops to the producers.
To ensure the availability of farm fresh produce at
reasonable rates to the consumers and discipline
margins of profit in the market.
To remove social inhibition among the farmers for
retail sale of their produce themselves
9. To ensure direct contact between the producer and
consumer.
To help self employment to the producers and to
help in rural development and economic growth.
To promote national integration by inviting the
farmers of other States to sell the produce grown
by those at their fields direct to consumers in APNI
MANDIS.
10. CONTROL OF THE SCHEME
The scheme is to be operated by the
Secretaries, Market Committees concerned as
per instructions of the Secretary, Punjab Mandi
Board.
At Board’s level the working of the scheme to be
supervised by the secretary (Apni Mandi) under
the supervision of General Manager (Project).
11. SCOPE OF SCHEME
The scheme would apply to commodities listed
in the schedule of agricultural produce under the
Punjab Agricultural Produce Markets Act,
1961.
However, to begin with the items the
fruits/vegetables are taken up for sale in APNI
MANDIS.
Other farm produce like Honey and Soya
Cheese have been allowed to be sold in APNI
MANDIS.
Items of agricultural produce can be permitted to
be sold in Apni Mandi as per need.
12. REGISTRATION OF FARMERS
The selection of farmers for participation in APNI
MANDIS is to be done by the Secretary, Market
Committee.
If required, help of horticulture department
officers can be taken.
The persons to be allowed to sell their produce
in Apni Mandi should be farmers in the real
sense.
Caution is to be taken that retailers should not
participate in the garb of farmers and thus defeat
the very purpose of scheme.
13. DEFINITION OF FARMERS FOR THE PURPOSE OF
“APNI MANDI”
Land owner in whose land the agricultural produce
(fruits/vegetables) is grown.
The tenants of land owners who actually till the land
and grow the agricultural produce on such land.
Any other category which may be considered as
necessary by the General Manager (Project) with
the approval of Secretary Board.

proforma A.M-II :-
18. SELECTION OF SITE
Concentration of consumers. (Request/
Suggestion)
Spacious place for parking.
The site shall be visited by the consumers quite
frequently.
The farmers shall be able to reach the site easily.
The site shall not be located in a congested area
where the vehicles of farmers or consumers can
not reach conveniently.
The site shall not be located in the area adjoining
to any main road of the city causing traffic
problems.
19. PUBLICITY
Through handbills.
Through beat of drum or by professional ‘ Munadi
Walas’.
Through advertisement by cinema slides .
Through loudspeakers with permission of local
administration where necessary.
Advertisement in News Papers.
News items by giving press notes or handouts to
press correspondents or various news papers, T.V.
and A.I.R.
20. DETERMINATION OF RATES
Under this scheme the sale of fruits and
vegetables in APNI MANDIS shall be permitted at
20% to 25% less than the prevailing rates in the
retail markets.
In each Apni Mandi, one electronics display rates
board or two or three flex banner rates boards will
be installed as per requirement.
21. INFRASTRUCTURE
For temporary camp office; Shamiana, Table,
Chairs etc.
Counter balances of capacity upto 5 kg. with 5 kg
weight set can be provided to the farmers in due
course.
Packaging material in which minimum 2 kg
commodity can be filled can be supplied to the
farmers.
The provisions of the Punjab Plastic Carry Bags
(Manufacture, Usage and Disposal) Control Act,
2005 may also be kept in view while supplying the
packaging material to the farmers.
22. The registered farmers who do not have
transport facility can be provided the facility or
transport to bring their fruits and vegetable to
APNI MANDI.
Arrangement of drinking water and cleanliness
according to the need be made by the Market
Committee.

28. MAJOR ISSUE FACED BY APNI MANDIS
Apni mandi fails to chuck plastic :
Despite the Panchkula Municipal Corporation
cracking the whip on the sale/use of plastic carry
bags in apni mandis, the situation hasn’t changed as
these are openly being used by the vendors in the
area.
A complaint was filed by the local welfare association
members with the MC officials to take up the issue.

29. Apni mandis need washrooms, paths :
Shopkeepers raised the issue with authorities,
asking them to install temporary washrooms,
concrete paths and water dispensers at the Apni
Mandi sites.
Bharat Kumar, (chairman, Apni Mandi) said though
he has not received any request from shopkeepers
or residents, he will soon take a decision on
installation of temporary washroom and water
dispensers in all 20 Apni Mandis in the city.

30. PREVIOUS RESEARCH FINDINGS
An Analytical Study of Apni Mandi (Seema
Bathla 1990)
4.17% to 50% higher price received for different
vegetables and fruits.
Consumers were benefited as the prices were lower
to the extent of 4.94% to 31.25% than the retail
price.

31. An Economic Analysis of Apni Mandi in
Ludhiana District (Moti Areya Benti ,2014)
Study calls for adequate infrastructural facilities to
be provided by government.
There should be provision of grading, branding,
labeling and packing facilities by the concerned
body.

32. CONCLUSION
An evaluation study conducted by the Economists of
Punjab Agriculture University, Ludhiana has shown
that “Apni Mandi” has really proved a blessing for
the farmers particular the small ones and boon to the
consumer.
With the elimination of middleman, the net profit is
shared by the producers and the consumers. Besides
this consumers also get fresh items of produce which
they want.
Farmers can fetch higher prices for their produce in
Apni Mandi as compared to local wholesale market.
Apni Mandi is beneficial in terms of higher profits and
high quality fresh produce at the door steps of the
consumers.
33. SUGGESTIONS
There should be shed and permanent space at the
site of Apni mandi to prevent the farmers and
produce from calamities like rain.
Transportation facility/subsidy should be given to the
registered framers of Apni Mandi.
There must be check in the price fluctuations during
morning and evening times.
Only registered growers should be allowed to
participate in Apni Mandi.
Middleman entry must be prohibited.
