This document discusses the need to establish an Integrated National Security Professional system to develop interagency national security professionals for the 21st century strategic environment. It analyzes the current system's gaps and recommends a new system with centralized management, leadership, and funding. The new system would designate National Security Professionals across government who receive integrated training and can rotate to roles outside their home agencies. It would include military, state, and local personnel and have four implementation stages.
