Somalia has faced civil war and government collapse since 1991, allowing foreign vessels to fish and dump waste in their waters. Somali villagers turned to piracy to defend their fishing industry and capture ships for ransoms to support their impoverished nation. Most pirates are not violent but see no alternative, using speedboats, RPGs, and other equipment sometimes funded by terrorist groups. A notable 2009 incident saw Navy SEALs rescue an American captain by killing 3 pirates simultaneously on a rocking ship with precision sniper shots.
