year who provide programs/services to our youth.
2013 FSS Successes
• 201 households received case management services
provided by FSS and ROSS coordinators.
• 309 individuals of the 201 households received
services provided by FSS, ROSS, and partner service
providers.
• 50 households increased total household income.
• 44 households experienced an increase in
household income due to employment.
• 20 FSS additional escrow accounts were established
with positive balances.

Maintenance of a current schedule of allowances for tenant utility costs
Units comply with the housing quality standards before families enter into leases
and PHAs enter into housing assistance contracts

Ensure that landlords and tenants promptly correct housing quality deficiencies
Ensure that all available housing choice vouchers are used
Expand housing choice outside areas of poverty or minority concentration
Enroll families in the family self-sufficiency (FSS) program as required and help FSS
families achieve increases in employment income.

  • 17. Goal 5: Continue to Seek Opportunities to Acquire or Develop Multifamily Housing, including Development Funding, for Families and Individuals, Including Veterans Bank-owned Lake Seminole Multifamily Property Acquired by PCHA in 2013

  • 21. 2013 PCHA High Performance During 2013: • PCHA continued to operate its programs at a High Performing level. • Implemented efficiencies to operate effectively within sequestered funding • Received the following final scores:  Final PHAS Score for FYE 2012 = 98 out of a possible 100 points  Final SEMAP Score for FYE 2012 = 100 out of a possible 100 points  Annual audit for FYE 2012 = No financial or compliance findings/internal control weaknesses  Norton REAC Score = 97a (previous score was 41c prior to PCHA ownership) • PCHA’s PHAS and SEMAP scores for FYE 2013 will be released and are expected again to indicate high operating performance.

Goal: Implement Green Initiatives • Replaced the remaining HVAC’s at Palm Lake Village with energy efficient heat pumps • Energy Survey’s conducted for Magnolia Gardens, Palm Lake Village management office and community center • Pinellas Heights is slated to receive the National Green Building Standard designation and the Water Star designation • PCHA is represented by staff on the Florida Green Building Coalition’s Board of Directors
