David Ockwell and Robert Byrne (University of Sussex/ STEPS Centre) gave this presentation at King's College London on 25 February 2014 as part of the Environment, Politics and Development Research Group seminar series.
Despite the potential development benefits of low carbon energy technologies, existing international policy has failed to deliver against the needs of low income countries or poor and marginalised people therein. This seminar presents (and seeks feedback on) preliminary findings from a CDKN-funded project on off-grid solar electrical services in Kenya (see http://steps-centre.org/project/low_carbon_development/ ). Utilising the STEPS Centre’s Pathways Approach, it is argued that the failure of existing policy stems from its tendency to frame low carbon development as a problem of financing low carbon hardware transfer to developing countries. Alternative conceptual framings, building on insights from innovation studies and socio-technical transitions, applied to in-depth historical analysis of the successful adoption of off-grid solar in Kenya, suggest neither hardware financing policies nor the free market are likely to result in widespread uptake of low carbon energy technologies amongst poor countries and poor people therein. Instead, interventions should seek to act as “innovation system builders” with an explicit focus on building inclusive innovation systems via a range of specific capacity building approaches.

He’s also affiliated to the Sussex Energy Group and the Tyndall Centre. David’s research focuses on low carbon development with particular recent emphasis on the implications of international policy in terms of poverty and social justice.
Dr Rob Byrne is a Research Fellow in SPRU (Science and Technology Policy Research) at the University of Sussex. He co-convenes the STEPS Centre’s energy and climate domain with David and is also affiliated to the Sussex Energy Group and the Tyndall Centre. People are using more energy in their homes today than ever before. Unfortunately, much of this energy is wasted.
The Department of Energy began the Weatherization Assistance Program in 1976 to aid low-income families by weatherizing their homes. These families, in turn, conserve energy, save money on energy bills, and invest in their local communities.
There are many agencies and organizations that can help homeowners make their homes more energy efficient.

Buildings consume 40 percent of the world’s total energy. Buildings use 25 percent of the planet’s wood harvest and 16 percent of its water resources. The world population is increasing exponentially. No one knows exactly how many human beings there are on the face of the Earth, but a healthy estimate by the University of North Carolina places it at just under 7 billion people and increasing at a rate of 3-4 people per second.
In 1800, the worldwide population estimate was about 978 million people. In 1850, the estimate was 1.262 billion people. In 1900, at the beginning of the 20th century, an estimated 1.650 billion people populated the Earth. The world’s population is greater than ever before and, because of this growth, the global energy appetite is unprecedented.
In the 1800s, when people were scattered over the face of the Earth and the congregated masses formed clusters of mere thousands, energy consumption was not a critical issue. When they burned wood or straw for heat and cooking, they had little impact on the environment. However, as the population grew and more people moved into cities, the demand for energy began to increase.

California remains the top-ranked state, leading the nation in almost every
measure of market expansion including new wind and solar capacity, deployment of
hybrid and all-electric vehicles, and registration of new green buildings.

Massachusetts took the number 2 spot from Oregon in 2013. Long a leader in
clean-energy policy, a champion of energy efficiency, and an innovation hub for
technology and finance, the state is moving up in the ranks.

Oregon moved down to third place, but retains its position as a green center with
strong consumer-driven demand for clean-tech products and services. The state is
a leader in HEVs, renewables, green buildings, efficiency, among other areas.
New York broke into the top five for the first time, a result of its exceedingly
4 energy-efficient economy, supportive policy structure driven by Cuomo and
Bloomberg, and increases in corporate and investment activity.
Colorado once again comes in at #5. The state continues to accelerate its clean5 tech infrastructure build out, particularly in green building, wind, and solar PV.

15. U.S. Markets: Beyond RPS - New State & City
Level Financing/Policy Models

Commercial PACE – After complications with residential PACE programs, attention has
shifted to the commercial PACE model to finance energy efficiency improvements.
Programs have sprung up in dozens of states including CA, CT, FL, NY, and TX.
•
State-Level Green Banks – As the nation’s first “green bank,” Connecticut’s Clean
Energy Finance and Investment Authority (CEFIA) is working to finance large-scale
clean energy and efficiency projects across the state. New York has just launched its
own Green Bank, and with $1 Billion in backing should have even greater impact.

Metro-Level Built Environment – Chicago Mayor Rahm Emmanuel’s Commercial
Buildings Initiative is conducting extensive energy retrofits to some of the city’s biggest
and most recognizable buildings. Public-private NYCEEC doing similar in New York City.

Energy storage standards and rulings, namely in CA, position distributed assets for
further growth. Companies like newcomer Stem and solar-provider SolarCity looking to
enable leasing of energy storage systems.
