Historisk har de fleste åpne samfunn i realiteten vært ganske lukkede, noe som i stor grad skyldes praktiske forhold hvor informasjon fantes på papir og var kostbart å distribuere. Med internett er disse begrensningene forsvunnet, men store deler av offentlig sektor opptrer fortsatt som om informasjonsformidling er dyrt og arbeidskrevende.
Det er i dag mange både innenfor og utenfor det offentlige som ønsker å endre på dette, men det kan være vanskelig å finne ut hva man kan gjøre og hvor man kan få hjelp. Dette foredraget omhandler de muligheter og rettigheter vi som borgere av Norge har til data og informasjon og hvilke miljøer og grupper som arbeider med saker knyttet til åpenhet og datatilgang hvor man kan få hjelp og støtte.

Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

6. Offentlighetsloven (1)
• Først vedtatt i 1970, revidert i 2006.
• I utgangpunktet er alle dokumenter og registre i
forvaltningen og offentlig eide virksomheter åpne
(§3), dette gjelder også databaser om det ikke er for
arbeidskrevende (§9)
• «Enhver» kan be om innsyn på like vilkår (§ 6)
• Informasjonen kan brukes til ethvert formål (§7)
• Innsyn er som hovedregel gratis, eksemplarframstilling
gjøres til kostpris (§8)

7. Offentlighetsloven (2)
• Innsyn skal gis selv om det innsyn kunne vært avslått hvis
det finnes tungtveiende grunner for det (§11)
• Innsyn skal vurderes og gis uten ugrunnet opphold (§29)
• Innsynsforespørselen må gjelde en angitt sak eller ha
begrenset utstrekning (§28)
• Innsynsretten gjelder alle eksisterende formater og
språkversjoner, og gir rett til elektronisk kopi (§30)

Digitalisering og Internettkommunikasjon har muliggjort
tilnærmet kostnadsfri tilgjengeliggjøring av informasjon.
Alle kan finne og vurdere data som er relevante for dem –
hvis dataene er gjort tilgjengelige av det offentlige!
Noen offentlige virksomheter har vært tidlig ute og gjort en
god jobb med å tilgjengeliggjøre sine data…

• M.V. Rocknes var et 166 meters lasteskip med en besetning på 30 personer.
• Den 19. Januar 2004 gikk hun på grunn og kantret. 18 personer omkom.
• Sjøforklaringen kom fram til at ulykken i stor grad skyldtes bruken av utdaterte
sjøkart både av mannskapet og det norske Losvesenet.

Allerede i årene 1664-1666 ble det holdt en telling av alle menn i bygdene, unntatt i FinnmarkFra 1837 begynte man regelmessig offentliggjøring av statistiske tabeller for kongeriket.Den Svenske folketellingen i 1749 var en av de første i Europa - 1,764,724
I tillegg kommer personlige data om deg selv som du har krav på både fra offentlige og private virksomheter.Opphavsretten varer i opphavsmannens levetid og 70 år efter utløpet av hans dødsår.
SSB har lenge publisert sine statistikkdata for offentligheten, og var også veldig tidlig ute med nettsider allerede i 1995.
Skattelister publisert siden midten av 1800-tallet, på internett siden 2001.
Yr har vært en kjempesuksess på nett siden 2007.
Avinor legger nemlig ut data for flyavganger og ankomster for alle norske flyplasser som XML fra sommeren 2009.
Norgeskart er Kartverkets åpne og gratis kartløsning ble etter mye oppmerksomhet og etterspørsel åpnet høsten 2009, men kun for visning av kartene.Dataene som ligger bak kan man fortsatt ikke få. Men høsten 2010 ble oversiktkart over Norge med datagrunnlag frigitt, så det kommer litt etterhvert.Matrikkelen ble blant annet lagt ut på seeiendom.no sommeren 2011, men heller ikke her er dataene bak gjort tilgjengelig.

Løsningen: Even Westvang brukte offentlighetsloven til å få datagrunnlaget og laget sitt eget kart.Data ble overlevert uten ordentlige nøkler på skoler og prøver, for det ville bli for arbeidskrevende for utdanningsdirektoratet.

Heldigvis har vi aktivt og engasjert miljø rundt åpne data i Norge som kan bistå med mange forskjellige ting!
