The Sumerians were the first people to settle and develop civilization in Mesopotamia, known as the "land between two rivers". King Hammurabi created a set of laws, called Hammurabi's Code, which applied equally to the rich and poor. The clearly written laws established that if found guilty of breaking the law, one would be punished, and all people were expected to obey them.
